To avoid a PayPal 1099-K, keep your yearly goods-and-services payments below the federal reporting trigger of more than $20,000 across more than 200 transactions, and make sure every personal transfer you receive — gifts, reimbursements, split bills — comes through as a Friends and Family payment rather than Goods and Services.1Internal Revenue Service. Understanding Your Form 1099-K Both federal conditions have to be met before PayPal files a form, so most people handling ordinary personal transfers will never see one. If a 1099-K does show up for money that was not income, you can cancel it out on your tax return and owe nothing extra.
The Federal Threshold That Actually Triggers a Form
Under current federal law, PayPal and other third-party payment platforms are required to file Form 1099-K only when a single user crosses both of these lines in the same calendar year: more than $20,000 in payments received for goods and services, and more than 200 such transactions.2Office of the Law Revision Counsel. 26 USC 6050W – Returns Relating to Payments Made in Settlement of Payment Card and Third Party Network Transactions Hitting one number without the other does not produce a federal form.
The threshold has moved around in recent years. The American Rescue Plan Act of 2021 lowered it to $600 with no transaction minimum. The IRS delayed enforcement several times and set a $5,000 transitional figure for 2024. The One, Big, Beautiful Bill then retroactively repealed the ARPA change and restored the original $20,000-and-200-transaction rule.3Internal Revenue Service. IRS Issues FAQs on Form 1099-K Threshold Under the One, Big, Beautiful Bill; Dollar Limit Reverts to $20,000 Because the reversion is retroactive, it also covers prior tax years.
If you received a 1099-K for 2024 or 2025 under the lower transitional numbers, you may be able to ask PayPal’s tax department for a corrected form reflecting the restored standard. Have the specific transaction IDs ready when you contact them.
Some States Set Lower Bars
The federal $20,000 figure is not the whole picture. A handful of states require payment platforms to report at much lower amounts — some as low as $600 in total goods-and-services payments with no minimum transaction count, and at least one state sets its bar around $1,000 combined with a small number of transactions. State rules vary and change from year to year, so check your state tax agency’s website or PayPal’s help center for the figure that applies where you live.
A state 1099-K works the same way as the federal one: it reports the gross amount PayPal processed for you and goes to both you and your state tax agency. The same tactics — correct payment type, good records, and zeroing out personal amounts on your return — apply.
Use Friends and Family for Personal Money
Every PayPal transfer is either Friends and Family or Goods and Services, and that classification is the single biggest factor in whether a payment counts toward a 1099-K. Money received through Friends and Family is not a reportable payment and never feeds into the threshold calculation.1Internal Revenue Service. Understanding Your Form 1099-K
When a sender picks Goods and Services, PayPal treats the payment as commercial. The recipient pays a processing fee, and the dollar amount goes into the running total PayPal tracks against the reporting threshold.4PayPal. Fees – Merchant and Business – PayPal US If your roommate sends $800 for their share of rent through Goods and Services, that $800 now sits in PayPal’s records as potential business income.
Tell anyone sending you personal money to pick Friends and Family. If a personal payment does come through as Goods and Services, ask the sender to cancel and resend it correctly when that is still possible. One stray misclassification is unlikely to matter; a year of them can push you across the line.
The IRS specifically treats the following transfers as non-taxable and not reportable on a 1099-K:
- Gifts, including birthday and holiday money.
- Shared expenses such as splitting a meal, a ride, a utility bill, or a vacation rental.
- Reimbursements, such as a roommate paying back rent, a friend repaying a loan, or someone covering their share of group tickets.1Internal Revenue Service. Understanding Your Form 1099-K
Watch Out for Business Accounts
If you ever converted your PayPal account to a business account, even for a side project you no longer run, incoming payments may default to Goods and Services and get tracked as potential reportable transactions. If you are no longer selling anything, switching back to a personal account keeps Friends and Family payments handled correctly.
Selling Personal Items Is the Common Trap
Selling used personal belongings — old furniture, clothing, electronics — is one of the most common reasons an unexpected 1099-K arrives. These sales almost always run through Goods and Services, so they count toward the threshold whether or not you actually made any money.
If you sell something for less than you paid, there is no taxable gain. A laptop you bought for $1,200 and sold for $500 shows up as $500 in gross receipts on the 1099-K, but it is not income. You still have to report that $500 on your return and offset it so the net effect is zero. Losses on personal items are not deductible against other income, so the loss itself gives you no tax benefit.5Internal Revenue Service. Topic No. 409, Capital Gains and Losses
If you sell a personal item for more than you paid — a collectible that appreciated, for example — the difference is a taxable capital gain and gets reported through the normal capital-gains process.5Internal Revenue Service. Topic No. 409, Capital Gains and Losses The 1099-K reports only the sale price, not your profit. A vintage guitar you bought for $1,000 and sold for $3,000 shows up as $3,000 on the form; your records proving the $1,000 cost are what establish that only $2,000 is taxable.
Confirm Your Tax ID to Prevent Backup Withholding
PayPal is required to withhold 24% of your goods-and-services payments and send it directly to the IRS if you have not provided a valid taxpayer identification number.6Internal Revenue Service. Fast Facts to Help Taxpayers Understand Backup Withholding That is called backup withholding, and it kicks in once you cross the reporting threshold without a confirmed tax ID on file.
PayPal gives a one-time 60-day grace period after you hit the threshold to confirm your taxpayer status. Payments are held during that window. If you do not provide the tax ID in time, PayPal starts withholding 24% of each subsequent goods-and-services payment on a monthly basis.7PayPal. Tax Holds – Backup Withholding – PayPal US IRS Backup withholding does not apply to Friends and Family payments. Confirming your tax ID in PayPal’s account settings removes the risk of a hold if you ever receive an unexpectedly large payment.
Keep Records That Prove Payments Are Personal
If you ever need to show the IRS that money on a 1099-K was not income, records are your only defense. The form itself lists a dollar total and nothing more; it does not distinguish a business sale from a friend paying you back for concert tickets. Download your full transaction history from PayPal’s Activity section as a CSV or PDF. Each entry includes a unique transaction ID, timestamp, sender name, and payment type.
For items you sold, keep proof of what you originally paid: receipts, order confirmation emails, or credit card statements. If you sold a used couch for $400 and the receipt shows you paid $900, that pair of documents proves no profit. For reimbursements and split expenses, save text messages, email threads, or anything else showing what the payment was for. Organize the documents by transaction ID so you can match any 1099-K entry to supporting evidence quickly.
If a 1099-K Still Arrives
You have two options when a 1099-K reports personal money: get a corrected form from PayPal, or handle it on your tax return.
To request a correction, contact PayPal’s tax department through the Help Center. Provide the specific transaction IDs and a short explanation for each — reimbursement, gift, item sold at a loss. PayPal also offers a reconciliation report listing every transaction included in your 1099-K total, which helps you identify exactly which payments are at issue.
If PayPal will not correct the form, or a correction will not arrive before your filing deadline, you can zero out the amount directly on your federal return. Report it on Schedule 1 (Form 1040) this way:8Internal Revenue Service. Actions to Take if a Form 1099-K Is Received in Error or With Incorrect Information
- Part I, Line 8z (Other Income): enter the erroneous amount with the description “Form 1099-K Received in Error.”
- Part II, Line 24z (Other Adjustments): enter the same amount with the same description.
The two entries cancel out, leaving no effect on your adjusted gross income. This tells the IRS you received the form and are explaining why it is not taxable, which keeps the automated matching system from flagging your return for underreporting.9Internal Revenue Service. For personal items sold at a loss, use the same Schedule 1 approach with a slightly different label: enter the sale amount on Line 8z as “Form 1099-K Personal Item Sold at a Loss,” and enter the offset on Line 24z with the same label.8Internal Revenue Service.
