The two paths most borrowers take are Public Service Loan Forgiveness after 120 qualifying payments and income-driven repayment forgiveness after 20 or 25 years. Smaller programs exist for teachers, borrowers with disabilities, students whose schools closed, and borrowers defrauded by their schools. Each has its own form and its own evidence requirements, and getting the details right up front prevents rejected applications and lost payment credit.

Match Yourself to a Program First

Federal loan forgiveness is not one program. Applying to the wrong one wastes years of payments that will not count.

PSLF and IDR share one prerequisite worth checking before you fill out anything: only Direct Loans count. Gather Your Documents Before You Open Any Form

Every federal forgiveness application runs through the same online system, and the same handful of items will keep you moving without a stop-and-restart.

Applying for PSLF

The PSLF form is generated and submitted through the PSLF Help Tool on StudentAid.gov. Federal Student Aid recommends submitting the form every year you’re working toward forgiveness and any time you change employers, not just when you hit 120 payments.7Federal Student Aid. Start by searching for your employer by EIN in the Help Tool. If the employer is listed as eligible, enter your employment dates and generate the form. If the employer shows as “undetermined” or isn’t in the database, you can still submit the form and the Department of Education will make an eligibility determination.8Federal Student Aid. Your employer has to sign the form to certify your dates. Digital certification is the fastest route. When you submit through the Help Tool, an authorized official at your employer receives a DocuSign email, signs electronically, and the form routes for processing automatically. If your employer can’t sign digitally, print the form, get both signatures on paper, and upload the signed PDF through StudentAid.gov. To make PSLF-qualifying payments, you generally need to be on an income-driven plan (payments on the standard 10-year plan technically count, but leave nothing to forgive after 120 months).10eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program That means most PSLF applicants also need to complete an IDR application.

Applying for an IDR Plan (and IDR Forgiveness)

Whether you’re using IDR to generate PSLF-qualifying payments or aiming for IDR’s own 20- or 25-year forgiveness, you apply the same way: through your StudentAid.gov dashboard. The plans currently open to new enrollment are Income-Based Repayment (IBR), Pay As You Earn (PAYE), and Income-Contingent Repayment (ICR).11Federal Student Aid. The application asks for your income, family size, and tax filing status. The simplest option is to consent to IRS data sharing. Filing status has real consequences. If you’re married and file separately, your spouse’s income may be excluded from the payment calculation under some IDR plans, resulting in a lower payment. If you file jointly, both incomes count. The system displays your projected monthly payment and forgiveness timeline once you complete the form.

There is no separate application to file when you eventually reach the 20- or 25-year mark for IDR forgiveness. The Department of Education tracks your payment count and processes the discharge. Track it yourself anyway, because tracking errors happen.

A Note on the SAVE Plan

If you were placed on the Saving on a Valuable Education (SAVE) plan, that plan is no longer available. A federal court issued an injunction in February 2025 blocking implementation, and a proposed settlement would end the plan entirely.11Federal Student Aid. Applying for the Smaller Discharge Programs

Teacher Loan Forgiveness

You apply after you’ve completed five complete, consecutive academic years of full-time teaching at a school listed in the Teacher Cancellation Low Income (TCLI) Directory (Bureau of Indian Education schools qualify regardless of directory listing).2Federal Student Aid. Total and Permanent Disability Discharge

The TPD application is online and takes most applicants about 10 minutes. You’ll submit documentation from the VA, the Social Security Administration, or a physician. If your application is denied, you have 12 months from the denial date to request reevaluation with new information. Closed School Discharge

For schools that closed on or after July 1, 2023, the Department of Education generally grants automatic discharge one year after the official closure date, so you may not need to apply at all. After You Submit: Recertify, Track, and Fix Errors

IDR plans require annual recertification of your income and family size, even if nothing has changed. Your servicer sends a notification when it’s time. If you consented to IRS data sharing, recertification can happen automatically. If not, you’ll submit a new IDR application with current income documentation.

Missing the recertification deadline is one of the most expensive mistakes in the system. If you don’t recertify on time, your payment jumps to what you’d owe under the standard 10-year plan based on your balance when you first entered IDR, and any unpaid accrued interest may be capitalized into your principal.16MOHELA. To check your PSLF progress, log in to StudentAid.gov and open “My Activity” to see your current qualifying payment count and application status.17Federal Student Aid. If your count looks wrong, submit a reconsideration request through your StudentAid.gov account. You can attach supporting documentation such as payment history or old servicer correspondence, but it isn’t required. The deadline is 90 days from the date on the letter you’re disputing, and filing duplicate requests slows the process rather than speeding it up.18Federal Student Aid. When you reach 120 qualifying payments and meet the other requirements, you’ll receive a formal discharge notice confirming your balance has been cancelled. Keep it; it’s your legal record of the cancellation.

The Tax Bill You May Owe After Forgiveness

IDR forgiveness is a different story. If your remaining balance is forgiven after 20 or 25 years of IDR payments in 2026 or later, the forgiven amount may count as taxable income on your federal return. On a large balance, that can mean a tax bill in the thousands in the year of forgiveness.

State treatment varies. Some states mirror federal rules, some don’t tax income at all, and a handful may treat forgiven student loan debt as taxable regardless of federal law. If you’re approaching IDR forgiveness, ask a tax professional about your state’s treatment well in advance so you can plan for the bill instead of being surprised by it.
