To apply for military spouse benefits, you enroll in the Defense Enrollment Eligibility Reporting System (DEERS), receive a Uniformed Services ID card, and then sign up for a TRICARE health plan. The process runs through a RAPIDS ID card office, usually in a single appointment, and it opens the door to healthcare, base access, commissary and exchange privileges, and the other benefits tied to being a dependent of a service member.
Plan on doing three things: gather documents, complete DD Form 1172-2, and book an appointment at a RAPIDS office. The order matters, because missing paperwork is the most common reason an appointment has to be rescheduled.
Documents to Bring
Every document has to be an original or a certified copy. Standard photocopies are not accepted.1TRICARE. Required Documents
- Your marriage certificate, bearing the official seal or watermark of the government office that recorded it. This is the primary proof of the relationship.
- Your birth certificate (original or certified copy).1TRICARE. Required Documents
- Your Social Security card. The name on it must match the name you are using on the application. If you changed your name and the card is not yet updated, bring a court order or other legal proof of the change.2CAC.mil. DoD Identity and Eligibility Documentation Requirements
- Two forms of ID, at least one with a photo. An unexpired driver’s license or passport is the usual choice.2CAC.mil. DoD Identity and Eligibility Documentation Requirements
- Certified copies of any final divorce decrees or annulment papers, for both you and the service member, covering every prior marriage that ended.
Marriages Outside the United States
A foreign marriage certificate has to be authenticated before DoD will accept it. That means either an apostille from a government authority in the country that issued the certificate, or a certificate of authentication from a U.S. consular officer in that country.2CAC.mil. Foreign National Spouses Without a Social Security Number
You can still enroll. The RAPIDS system will generate a Temporary Identification Number to create your record while you wait for an SSN.3CAC.mil. Instructions for Completion of DD Form 1172-2 Bring an unexpired passport and your authenticated marriage certificate.
Common-Law Marriages
The paperwork is different. You need a written opinion from a Staff Judge Advocate confirming that the jurisdiction recognizes common-law marriage, plus either a state-certified common-law marriage certificate or a court order establishing the marriage.4eCFR. 32 CFR Part 161 Subpart D – DoD Identification Cards Eligibility Documentation The legal assistance office on the nearest installation can help you assemble these.
Filling Out DD Form 1172-2
DD Form 1172-2, “Application for Identification Card/DEERS Enrollment,” is the form for enrolling a dependent and requesting an ID card.5Department of Defense. The sponsor section asks for the service member’s full legal name, Social Security Number, branch, and current duty status. Check every entry against official records. If the sponsor’s data does not match what DEERS already has, the application gets rejected.
The dependent section covers your name, address, contact details, and the benefits you are requesting. Signing the form is a certification under penalty of federal law that the information is true.5Department of Defense. DD Form 1172-2 – Application for Identification Card/DEERS Enrollment
Booking the RAPIDS Appointment
Schedule through the ID Card Office Online portal at idco.dmdc.osd.mil. The tool lets you search by zip code for a Real-time Automated Personnel Identification System (RAPIDS) office.6DMDC. ID Card Office Online Most offices do not accept walk-ins, and slots fill up fast at busy installations. Bring your confirmation to the appointment.
If the Service Member Cannot Be There
The sponsor normally needs to attend to sign the form and verify the enrollment. If that is not possible, you have two workarounds: the sponsor signs DD Form 1172-2 in advance (the signature must be within the past 90 days), or you bring a valid Power of Attorney authorizing you to act on the sponsor’s behalf.1TRICARE. At the Appointment
A verifying official reviews your documents, compares them against the entries on your DD Form 1172-2, and enters the verified data into DEERS, linking your Social Security Number (or Temporary Identification Number) to the sponsor’s record. You are photographed and fingerprinted for the biometric record.7eCFR. 32 CFR Part 161 Subpart B – DoD Identification Cards The Uniformed Services ID card is printed on-site, and you walk out with a physical card that opens installation gates and lets you use the exchange and commissary.
Enrolling in TRICARE
The ID card gives you base access right away, but healthcare is a separate step. Your DEERS record usually syncs across DoD systems within 24 to 48 hours. Once your status shows active, you can pick a TRICARE plan.
You have 90 days from the date of the marriage to select a plan.8TRICARE. Getting Married Marriage is a qualifying life event that opens the enrollment window. Most spouses choose between TRICARE Prime, a managed-care option available near military treatment facilities, and TRICARE Select, which is more flexible and works with civilian providers. Your specific options depend on the sponsor’s status and where you live. Miss the 90-day window and you may have to wait for the next open season, so do not sit on this step.
Keeping Your DEERS Record Current
After enrollment, keeping DEERS accurate is on you. Address, phone number, and email updates go through the ID Card Office Online portal or milConnect. Your address matters more than it looks: TRICARE uses it to assign your regional contractor.

Renewing or Replacing Your ID Card
The expiration date is printed on the front of the card. You can start the renewal process up to 120 days before it expires, and 30 to 60 days ahead is a safe cushion against a coverage gap.10CAC.mil. Next Generation Uniformed Services ID Card Renewing Online Many renewals go through IDCO online without an in-person visit. To qualify you need an active card, a DEERS photo from within the last 12 years, an email address on file with permission for DoD correspondence, and a U.S. or APO/FPO/DPO mailing address. Cards ordered online arrive by mail and have to be activated by logging into IDCO. Until you do that, the card will not work.
If you do not meet the online criteria, or you need to submit updated eligibility documents, book a RAPIDS appointment the same way you did for the initial enrollment.

Benefits After a Divorce
Divorce does not automatically strip a spouse of every military benefit. Two federal rules preserve healthcare coverage in some circumstances.
Under the 20/20/20 rule, you keep full TRICARE eligibility if the sponsor had at least 20 years of creditable service, you were married at least 20 years, and the full 20 years of marriage overlapped the 20 years of service.12TRICARE. Former Spouses Coverage continues as long as you do not remarry, and the service personnel office issues you an ID card in your own right.
The 20/20/15 rule requires 20 years of service, 20 years of marriage, and at least 15 years of overlap. For divorces on or after September 29, 1988, TRICARE coverage lasts one year from the divorce date, giving you a window to line up civilian insurance.12TRICARE. Former Spouses
