How to Apply for Greek Citizenship: Descent or Naturalization

To apply for Greek citizenship, you take one of two paths: recognition through a Greek ancestor, or naturalization after living legally in Greece for seven years. Which path applies to you depends almost entirely on whether you have a Greek parent, grandparent, or earlier ancestor who was registered in a Greek municipality. Descent-based applications are faster, cheaper, and can be filed from abroad; naturalization requires residency in Greece, a knowledge exam, and an interview. Both routes end the same way: enrollment in a Greek municipality’s records and eligibility for a Greek passport, which also carries the right to live and work anywhere in the European Union.

Which Path Applies to You

Greek nationality law, governed by Law 3284/2004 and its amendments, treats these two groups very differently.1Hellenic Republic. Law 3284 – Ratification of the Greek Nationality Code If you have Greek ancestry, you are not asking Greece to make you a citizen; you are proving you already are one. No residency, no language exam. If you don’t have Greek ancestry, you apply through naturalization, which requires you to have built a life in Greece first.

A child born to at least one Greek parent acquires Greek citizenship automatically at birth, regardless of where the child is born.1Hellenic Republic. Law 3284 – Ratification of the Greek Nationality Code The condition is that the parent’s citizenship must be formally established, meaning they or an earlier ancestor must be registered in a Greek municipality’s records. If your parent was never registered, you work backward through the family tree to the ancestor who was.

Applying by Descent

The Ministry of Interior requires two things: your ancestor’s registration in Greek municipal records, and documents proving your relationship to that ancestor through every generation in between.2Hellenic Republic. How Can I Become a Greek Citizen Applications can be filed at any time, with no residency requirement, and the consular fee is €100. The legal timeline for a decision is up to 18 months, though real-world processing varies.

As the Ministry of Foreign Affairs puts it, registration in municipal records constitutes the recognition of your right to citizenship and is the prerequisite for obtaining a Greek passport.3Ministry of Foreign Affairs of the Hellenic Republic. Greek Citizenship If you live abroad, you file through the Greek Consulate that covers your area, and the consulate forwards everything to the relevant municipality in Greece.

Locate Your Ancestor’s Municipal Registration

The municipal register, called the Demotologion, is where descent-based cases succeed or fail. Your Greek ancestor was registered in a specific Dimos, and you need to find that record. For male ancestors, military records can serve as an alternative proof of registration.4Ministry of Foreign Affairs. Citizenship Through Naturalisation for Aliens of Greek Ethnic Origin If you don’t know the municipality, start with older family members, old Greek passports, church records, or immigration paperwork that lists a hometown.

Greek consulates can help search municipal records, but a starting point speeds things up. Once the ancestor’s registration is confirmed, each generation in between must be registered in turn: the ancestor’s marriage, then each child’s birth, working forward to you. The consulate handles those registrations as part of the citizenship process.

Documents for a Descent Application

  • Proof of the ancestor’s municipal registration, or their military records for male ancestors
  • Birth and marriage certificates for each generation connecting you to that ancestor
  • Your own full-form birth certificate, apostilled and translated into Greek
  • A current passport from your country of citizenship
  • Supporting evidence such as old Greek passports, Greek school records, church certificates, or community participation records

Every foreign-issued document must be apostilled, or legalized through the equivalent process if the issuing country isn’t a party to the Apostille Convention, and translated into Greek.4Ministry of Foreign Affairs. Citizenship Through Naturalisation for Aliens of Greek Ethnic Origin Translation requirements vary by consulate, so check the approved translator list before paying for translations that might be rejected.

Applying by Naturalization

Foreign nationals without Greek ancestry can apply after seven years of permanent, legal residence in Greece.2Hellenic Republic. How Can I Become a Greek Citizen That drops to three years if you’re married to a Greek citizen and have children together. Recognized refugees also qualify after seven years, up from three under amendments made in 2020.

Beyond the residency clock, you must show integration into Greek economic and social life: tax returns, employment contracts, or other evidence of financial stability, plus proof that you’ve participated in the community rather than simply lived there. A clean criminal record from Greece and every country where you’ve previously lived is required.4Ministry of Foreign Affairs. Citizenship Through Naturalisation for Aliens of Greek Ethnic Origin

Pass the PEGP Exam First

Before filing, you must obtain the Certificate of Knowledge Adequacy for Naturalisation, known by the Greek acronym PEGP. Introduced by Law 4735/2020, it is a prerequisite: you need it in hand before submitting your citizenship application.5National Registry of Administrative Public Services. Application for Participation in the Exams for the Certificate of Knowledge Adequacy for Naturalisation

The exam has two parts. The first tests Greek at a B1 level, both spoken and written.6Hellenic Republic. Participate in the Exams of the Knowledge Adequacy for Naturalisation – PEGP The second covers Greek history, geography, culture, and political institutions. Written exams are held twice a year, in May and November. Applicants over 62, those with learning difficulties, or those with a disability certificate of 68% or higher may take the exam orally. The Ministry publishes a resource booklet covering the exam topics, though it notes the booklet doesn’t cover every possible question.7Hellenic Republic. Greek Citizenship Test Resource Book

Some applicants are exempt. If you completed at least nine years of Greek primary and secondary education, or six years of secondary education, or earned a degree from a Greek university, you skip the exam and apply directly once you meet the residency requirement.

Documents for a Naturalization Application

On top of your passport and birth certificate (apostilled and translated), you’ll need:

  • Your PEGP certificate, or proof of an education-based exemption
  • A criminal record certificate from your country of origin and any country where you’ve lived, apostilled and translated
  • Proof of financial stability, such as tax returns and employment contracts
  • Proof of your legal residence in Greece across the qualifying period

Where and How to File

Where you file depends on where you live. Applicants in Greece submit to the Directorate of Civic Status at the Decentralized Administration covering their area of residence. Applicants abroad file through the Greek Consulate with jurisdiction over their location.2Hellenic Republic. How Can I Become a Greek Citizen The application form is completed in Greek characters and requires a recent color photograph stamped by the consular authority.

Naturalization applications require an administrative fee called a paravolo, generated through the e-Paravolo portal run by the Independent Authority for Public Revenue.8Independent Authority for Public Revenue. e-Paravolo The system generates a payment code you can settle by bank transfer, card, or at a post office. The fee for descent-based applications filed through a consulate is €100.2Hellenic Republic. How Can I Become a Greek Citizen Once documents and payment are confirmed, you receive a filing number to track your case, which starts the government’s review clock.

What Happens After You File

The Ministry of Interior reviews your documents and verifies your claims. Naturalization applicants also sit for an interview before a Citizenship Committee, which evaluates your ties to Greece, your reasons for seeking citizenship, and your degree of integration. The Ministry’s resource booklet lists sample topics, but the interview can range beyond that material.7Hellenic Republic. Greek Citizenship Test Resource Book Descent-based applications don’t include an interview but do undergo a thorough document review.

If approved, the decision is published in the Government Gazette (Efimeris tis Kyverniseos), which is the official legal recognition of your citizenship. Naturalized citizens then take an Oath of Allegiance before a regional government official or a consular officer. Once the oath is registered, you’re enrolled in municipal records and can apply for a Greek national identity card and passport.

Timelines vary. Descent-based claims have a statutory decision window of 18 months. Naturalization applications generally run one to two years from filing to decision, and backlogs can push that longer. Follow-up with your consulate or Decentralized Administration is often necessary.

Military Service If You’re Male

This one catches people off guard. All male Greek citizens between 19 and 45 are required to serve in the Greek Armed Forces, and that includes men who acquire citizenship through descent or naturalization.9Ministry of Foreign Affairs of the Hellenic Republic. National Service Information Current service duration is 12 months.10Hellenic Ministry of National Defence. Presentation of the Draft Law – Roadmap for the Transition

If you live permanently outside Greece, you can postpone conscription indefinitely by obtaining a certificate of permanent resident abroad for military use from your Greek Consulate. You qualify under any of three categories:

  • You’ve lived outside Greece for at least 11 consecutive years immediately before applying
  • You’ve lived and worked abroad continuously for at least seven years
  • You were born and have lived outside Greece your entire life

Under current rules, supporting documents for this certificate are filed once, not annually.9Ministry of Foreign Affairs of the Hellenic Republic. National Service Information The postponement runs until age 45, when you’re permanently exempt. If you visit Greece without the certificate in place, consequences for unresolved military status can include passport non-renewal, restrictions on leaving Greece, and fines. Male applicants should address their military status as soon as their citizenship is confirmed.

Dual Citizenship

Greece does not require you to give up your existing citizenship. You can hold Greek citizenship alongside one or more other nationalities, and acquiring a foreign passport later doesn’t automatically strip your Greek citizenship. The main restriction is that certain government roles, such as military officers, judges, and members of parliament, face limits on holding dual citizenship.

Why Applications Get Denied

Most rejections come from paperwork problems, not fundamental eligibility failures.

Name mismatches across documents are the single most frequent stumbling block. If your birth certificate says “Konstantinos,” your passport says “Constantine,” and your application says “Kostas,” expect delays or rejection.11National Registry of Administrative Public Services. Naturalisation of Expatriates Residing Abroad Resolve transliteration inconsistencies before you file. Missing or incomplete municipal registrations sink many descent-based claims; without a locatable ancestor record, the application has no foundation.

For naturalization, insufficient proof of national origin and national consciousness is where consular authorities focus their scrutiny. The Ministry considers these the most crucial parts of the application.11National Registry of Administrative Public Services. Naturalisation of Expatriates Residing Abroad Filing without a PEGP certificate, or failing the exam, is grounds for automatic rejection. Criminal record issues, missing apostilles, or untranslated documents will send your file back before it gets a serious look. If your case involves missing records or complicated genealogy, consulting a lawyer who specializes in Greek citizenship law before filing is usually money well spent.
