To apply for BAH, complete your branch’s housing allowance authorization form, attach legal proof of every dependent you’re claiming, and route the packet through your unit’s administrative office to finance. Confirm You’re Eligible Before You File
Standard BAH goes to active-duty members with a permanent duty station inside the 50 states who aren’t living in government housing.2Military Compensation and Financial Readiness. National Guard and Reserve members qualify for full BAH once called to active duty for more than 30 days. Orders of 30 days or fewer pay BAH Reserve Component/Transit (BAH RC/T) instead, a flat national rate that doesn’t change by location. Short orders directly supporting a contingency operation are the exception: those pay location-based BAH from day one.4DoD Comptroller. Overseas is a different program. Members stationed abroad who aren’t in government housing receive Overseas Housing Allowance, not BAH.2Military Compensation and Financial Readiness. Different Types of BAH On an unaccompanied overseas tour with dependents remaining stateside, you can receive BAH at the with-dependents rate based on your dependents’ U.S. zip code and OHA at the without-dependents rate for your overseas location.
You can look up the exact dollar figure for your situation on the BAH calculator hosted by the Defense Travel Management Office. Enter your duty station zip code, pay grade, and dependency status.
The Form Your Branch Uses
Each service has its own authorization form. The Army uses DA Form 5960 to start, stop, or change the allowance.5U.S. Army. Blank forms are available from your unit S-1, Navy Personnel Command, or the appropriate service portal.
Fill in marital status and dependent count carefully. The zip code of your duty station (or your dependents’ location, if they live elsewhere) drives which regional rate the system pays. A wrong zip code produces a wrong dollar amount, and that discrepancy can trigger an audit or repayment demand later.
Documents to Prove Your Dependents
Every dependent you claim needs a legal document backing the claim. A spouse requires a government-issued marriage certificate. If you’re divorced, bring the final divorce decree, especially if it establishes alimony or child support obligations, since those affect whether you qualify for the with-dependents rate. Children require birth certificates or legal adoption decrees. The finance office uses these records to update the Defense Enrollment Eligibility Reporting System before authorizing any change to your pay.
Claiming a parent as a secondary dependent is more involved. You must show you provide more than half of the parent’s living expenses.7Defense Finance and Accounting Service. Secondary Dependency – Parents DFAS accepts either your prior year’s tax return listing the parent as a dependent or, if you’d rather not share your full return, a completed Worksheet for Determining Financial Support, which begins on page 5 of DD Form 137. Keep copies of everything you submit; DFAS may ask for the same documents again during approval.
Where and How to Submit
Once the form and supporting documents are together, route the packet through your immediate administrative chain. In the Army, that usually means a digital upload through the Integrated Personnel and Pay System (IPPS-A).8Army IPPS-A Portal. If your branch still handles paper, hand-carry the packet to your unit S-1 or installation finance office and have the clerk confirm every required signature is in place. Ask for a tracking number or receipt. That timestamp is your proof of submission.
From the unit, the packet moves to a central processing center where a certifying officer checks the request against your official personnel file. Finance technicians verify that pay grade and dependency status match the record. Once the certifying officer approves, the data flows to the Defense Finance and Accounting Service for the next pay cycle.
Check Your LES After You Submit
After submission, review your Leave and Earnings Statement each month to confirm the allowance has been credited. BAH appears in the entitlements column of the LES.9Defense Finance and Accounting Service. Don’t assume it’s still processing.
When approval runs long, the system normally generates a retroactive payment covering the period back to your initial eligibility date. When You Have to File Again
Life events that change dependency status require an updated allowance packet promptly. Marriage, divorce, birth of a child, or the death of a dependent all trigger a new NAVPERS 1070/602 or DA Form 5960.6MyNavyHR. NAVPERS 1070/602 Dependency Application/Record of Emergency Data Legacy SOP Missing a change, such as a finalized divorce, can produce months of overpayment that DFAS will eventually claw back.
A PCS also resets your paperwork. If you’re returning from an overseas assignment and no prior BAH rate exists, you receive BAH RC/T during transit, a flat rate that doesn’t vary by location and adjusts annually with the national average growth in housing costs.11Military Compensation and Financial Readiness. Basic Allowance for Housing Once you arrive and update your housing information, the rate shifts to the local BAH for that zip code. Don’t let the paperwork drift during a move; delays mean delayed payments.
The Army also requires annual BAH recertification as part of the Personnel and Finance Records Review, run through IPPS-A for CONUS members.8Army IPPS-A Portal. Basic Allowance for Housing Recertification Job Aid If your information needs updating before your scheduled date, close the current housing request with an earlier end date and submit a new one with the corrected information starting the following day. Recertification doesn’t change your pay by itself, but an incomplete one can trigger a pay hold.
What Errors and False Claims Cost You
Honest mistakes on BAH paperwork, such as a wrong zip code or a missed dependency update, create a debt to the government. DFAS recalculates what you should have received and collects the overpayment. A voluntary repayment plan is available, but without arrangements DFAS can refer the debt for involuntary offset or turn it over to a private collection agency.12Defense Finance and Accounting Service. Disputing / Protesting Your Debt – Base Level Debts Protesting the debt doesn’t pause collection; payments continue while the dispute is reviewed.
Intentional fraud is a separate matter. Investigators take BAH fraud seriously, particularly cases involving fabricated marriage documents or fake lease agreements. Even without a court-martial, administrative separation can end a career.
