To apply for a VA Veteran ID Card, sign in to VA.gov with an ID.me or Login.gov account, then upload your discharge document (usually a DD-214), a current government-issued photo ID, and a passport-style digital photo of yourself. The application is free, submitted entirely online, and if approved the VA emails you a digital card. Before You Start, Check That You Qualify
Two conditions must both be true. You served on active duty, in the Reserves, or in the National Guard, including the Coast Guard. And you received an honorable or general discharge under honorable conditions.1Veterans Affairs. How to Apply for a Veteran ID Card
An other than honorable, bad conduct, or dishonorable discharge disqualifies you. If your discharge is listed as unknown or uncharacterized, you can still apply, but the VA will need to verify your records before deciding, which takes longer. The VA may request your file from the National Personnel Records Center in those cases.
The VA lists no minimum length of service, and you don’t have to be enrolled in VA health care. Active-duty service members can’t apply because they already carry a Common Access Card.2Veterans Affairs. Types of Veteran ID Cards
What to Gather Before You Open the Application
Have everything ready before you begin so you can finish in one sitting. You need your Social Security number, a discharge document, a government-issued photo ID, and a photo of yourself that meets the VA’s specs.1Veterans Affairs. How to Apply for a Veteran ID Card
Your Discharge Document
Upload a scanned copy of your DD-214. The VA also accepts a DD-256, DD-257, PHS1867, or NGB22. The file must be a .pdf, .jpeg, or .png.1Veterans Affairs. How to Apply for a Veteran ID Card If you’ve lost yours, the VA may be able to pull the record from the National Personnel Records Center during review, but having it in hand avoids delays.
A Government-Issued Photo ID
You need a digital copy of a current, unexpired ID. A state driver’s license, U.S. passport, or state-issued identification card all work. Make sure the scan is sharp and every edge of the document is visible. Blurry or cut-off images send applications back.
A Photo That Meets the VA’s Specs

- Cropped from the shoulders up, showing a full front view of your face and neck, similar to a passport photo.
- Eyes open, neutral expression.
- White or plain background with no scenery or other people.
- No hats, head coverings, or headphones casting shadows on your face or hairline.
- Clothing you’d wear for a driver’s license photo.
- Taken within the last 10 years and looks like you today.
- Square dimensions, uploaded as a .jpeg, .png, .bmp, or .tiff.
A phone shot against a white wall is fine if the lighting is even and the image is crisp. Skip selfies where your arm shows or the angle is tilted.
Applying on VA.gov, Step by Step
The whole process is online. There is no paper form.
Sign in to VA.gov with an ID.me or Login.gov account. Those are the only two options.3U.S. Department of Veterans Affairs. Once signed in, go to the VIC application, upload your discharge document, your government ID, and your photo, then enter your Social Security number, service dates, and contact information. Read everything before submitting. A typo in your service dates or Social Security number can trigger verification delays that add weeks.

What Happens After You Submit
The VA checks three things: that your discharge status qualifies, that the government ID you uploaded is valid, and that your photo meets the requirements. You’ll get an email about your application’s status, and you can also sign in to AccessVA at any point to check.1Veterans Affairs. How to Apply for a Veteran ID Card
If the VA needs more from you, expect an email asking you to sign back in to your AccessVA account and update the application.
Once approved, the VA emails your digital VIC as an attachment. Nothing gets mailed. Save the image to your phone so it’s ready when a business asks for proof of veteran status. If you already have a physical VIC issued before September 2022, it stays valid.
Why Applications Get Delayed or Denied
Most problems fall into three categories.
Photo issues are the most common. A cluttered background, sunglasses, a non-square image, or the wrong file format will send your application back. Upload a clean photo that meets every spec the first time.
Discharge status is the second. Anything other than honorable or general under honorable conditions results in a denial. Unknown or uncharacterized statuses aren’t automatic denials, but they trigger a manual records review through the National Personnel Records Center, and that adds significant time.1Veterans Affairs. The third is identity verification. If your Login.gov or ID.me account isn’t fully verified, or if the government ID you upload is expired or illegible, the VA can’t confirm who you are. Finish account verification before starting the application, and check that your ID scan is sharp with all four edges visible.
If You Lose Your Card
Email vetidcard@va.gov and ask for a replacement. The VA will send a new digital card to the email address on file.5USAGov. When You May Not Need to Apply at All
The VIC is built for one job: proving veteran status at businesses that offer discounts, without handing over your DD-214. It does not work as ID at TSA checkpoints; the only VA card TSA accepts is the Veteran Health Identification Card (VHIC), a separate card for veterans enrolled in VA health care.6Transportation Security Administration. Some veterans already have what they need:
- A VHIC works for discounts and doubles as your TSA-accepted VA ID.
- A DoD ID card, issued to retirees and certain reserve members, works for discounts and gets you onto bases and into commissaries.
- Most states offer a “Veteran” designation on your driver’s license or state ID, which businesses accept as proof.
If you carry any of those, you don’t need a VIC on top. The card fills the gap for veterans who aren’t enrolled in VA health care, aren’t retired military, and don’t have a veteran marker on their state ID.
