To apply for an SBA grant, you almost certainly mean applying to the Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) program, because those are the SBA-coordinated grants available to individual for-profit businesses. The process runs in a fixed order: register your business on SAM.gov to get a Unique Entity Identifier, find an open solicitation from a participating federal agency on SBIR.gov or Grants.gov, prepare an application built around Standard Form 424 with a technical proposal and budget, and submit it through Grants.gov before the agency’s deadline.1U.S. Small Business Administration. Grants
One boundary first. The SBA does not hand out grants to start or expand a typical business. If your plan is to open a storefront, buy inventory, hire staff, or cover operating costs, an SBA loan or another federal program will fit better than a grant. SBA disaster assistance is also loan-based, not grant-based, outside of one-time congressional programs like the COVID-era EIDL Advance.2U.S. Small Business Administration. What You’re Actually Applying For
SBIR and STTR fund research and development tied to the technology needs of eleven federal agencies, including the Department of Defense, the National Institutes of Health, and the National Science Foundation.5National Institute of Standards and Technology. SBIR Websites of Participating Agencies The SBA coordinates the program, but each agency issues its own solicitations and picks its own awardees.6Office of the Law Revision Counsel. 15 USC 638 – Research and Development
Awards come in phases. Phase I is a smaller feasibility award that funds proof of concept over roughly six to twelve months. Phase II is a larger award, running about two years, to continue development and build prototypes. Phase III is commercialization, and no SBIR or STTR money flows at that stage; you’re expected to use private capital, revenue, or non-SBIR government contracts. Dollar caps vary by agency, so read the solicitation for the actual numbers rather than assuming a standard amount.
SBIR and STTR differ mainly in partnership rules. Under SBIR your business can perform the research alone or with subcontractors. Under STTR you must formally collaborate with a nonprofit research institution, such as a university, and that institution must perform a meaningful share of the work.6Office of the Law Revision Counsel. 15 USC 638 – Research and Development
Whether Your Business Qualifies
Eligibility is tested on the date of any award, and the requirements are strict:
- The business must be for-profit. Nonprofits cannot receive SBIR or STTR awards directly. Sole proprietorships, partnerships, LLCs, and corporations all qualify if organized for profit.
- The business, counting all affiliates, must have 500 employees or fewer.
- More than 50 percent of the business must be directly owned and controlled by U.S. citizens or permanent residents, or by other qualifying small businesses that meet the same ownership test.
- The principal place of business must be in the United States, and the company must operate primarily within the U.S. or make a significant contribution to the U.S. economy.
These come from the SBA’s definition of a small business concern eligible for SBIR/STTR.7SBIR.gov. Eligibility Requirements The 500-employee cap applies regardless of industry, even though the SBA’s general size standards vary by NAICS code under 13 CFR Part 121.8eCFR. 13 CFR Part 121 – Small Business Size Regulations
Register on SAM.gov First
Before you can submit any federal grant application, your business needs a Unique Entity Identifier (UEI) issued through SAM.gov. The UEI replaced the old DUNS number system in April 2022, and it’s assigned during SAM.gov registration itself, not as a separate step.9U.S. General Services Administration. Unique Entity Identifier Update During registration you’ll provide your Taxpayer Identification Number and select the NAICS codes that describe your business activity.
New registrations typically take 7 to 10 business days to process, and errors or missing documentation can stretch that.10SAM.gov. Entity Registration Start well before any deadline. Registration must be active at the moment of submission and has to be renewed each year.
Find an Open Solicitation
Solicitations live in two places. SBIR.gov aggregates open solicitations from all eleven participating agencies in one place. Grants.gov is the broader federal grants portal where you can filter by agency or search for SBIR and STTR keywords.11Grants.gov. Home For SBIR/STTR specifically, SBIR.gov is usually faster.
Each agency releases solicitations on its own schedule, though the SBA coordinates a master release calendar so applicants have room to respond.6Office of the Law Revision Counsel. 15 USC 638 – Research and Development Some solicitations stay open for as little as 60 days, so checking regularly matters. Match your research idea to a specific solicitation’s technical topics before you invest time writing. Reviewers score against those topics.
Build the Application
Federal grant applications are anchored by Standard Form 424 (SF-424). It captures basic information about your organization, the project location, and the funding you’re requesting. Field 15 asks for a descriptive project title; Field 18 asks for estimated funding from federal and non-federal sources.12Grants.gov. SF424 Discretionary V2.1 Instructions Errors in these fields can trigger rejection at the initial screening stage.
The technical proposal sits at the center of the evaluation. Reviewers want a clear problem statement, a specific and innovative technical approach, and evidence that your team can actually do the work. Treat the solicitation’s stated evaluation criteria as a checklist while you draft.
A detailed budget justification runs alongside the proposal. Break costs into standard categories: personnel, fringe benefits, equipment, travel, supplies, contractual, and indirect. Each line should tie to a specific project activity, so a reviewer can see why the money is necessary. Vague budgets weaken otherwise strong proposals.
Every solicitation also comes with its own formatting rules covering margins, fonts, page limits, and file naming. These vary by agency and sometimes by individual solicitation. Exceeding a page limit or using the wrong file format can get a proposal discarded before any technical review. Read the full solicitation before you write, not after.
Submit Through Grants.gov
Grants.gov uses Workspace, a feature that lets multiple registered team members work on different forms at once, online or offline.13Grants.gov. Workspace Overview When the package is complete, your organization’s Authorized Organization Representative (AOR) applies an electronic signature and submits.
That signature is a legal certification. Submitting false statements on a federal grant application is a federal crime under 18 U.S.C. ยง 1001, punishable by up to five years in prison.14Office of the Law Revision Counsel. 18 USC 1001 – Statements or Entries Generally
After submission, the system runs an automated validation check. You’ll get a first email confirming receipt and a second saying whether the application passed validation or was rejected for a technical error. Both include a tracking number.15Grants.gov. What to Expect After You Submit Your Application to Grants.gov Don’t rely on email alone; log in and check status directly. Aim to submit at least 48 hours before the deadline so you can fix and resubmit if validation fails.
Technical Rejections to Avoid
Automated rejections happen before any human reads your proposal. The frequent triggers on Grants.gov are all preventable:16Grants.gov. Encountering Error Messages
- Attachment names longer than 50 characters, or names containing special characters like ampersands or percent signs. Use underscores instead of spaces and keep names short.
- Missing mandatory forms. Every solicitation specifies which forms are required; leaving one out causes rejection.
- Software compatibility errors. Editing an application package with an incompatible software version can corrupt the file and cause schema validation errors.
- Invisible blank spaces in required fields. Use backspace to clear anything you didn’t intend to fill.
Substantive rejections are harder to design around, but the patterns are consistent: unclear technical approach, a team without relevant experience, or a budget that doesn’t match the proposed work.
What Happens After You Submit
Once your application passes validation, it moves to the awarding agency for technical review. A panel of experts evaluates scientific merit, commercial potential, and the team’s qualifications. Timelines vary. At the National Science Foundation, the process from submission deadline to award notification runs roughly five to seven months, with panel review in the first months and due diligence in the middle.17National Science Foundation. Proposal Review and Decision The Department of Defense and NIH follow their own cadences. Plan your cash flow and project schedule around the real possibility that you won’t hear back for six months.
An award notice or rejection arrives at the email address on your registration. Award notices spell out terms, conditions, and reporting obligations that apply for the life of the project.
If You Win: Compliance Basics
An award starts a compliance relationship. Grant recipients submit periodic financial reports on Standard Form 425 (SF-425) tracking cumulative expenditures across the award. Most awards require quarterly reporting regardless of activity, and a final report is due within 120 days after the award period ends.
Organizations that spend $1,000,000 or more in total federal awards during a fiscal year must undergo a single audit under 2 CFR Part 200. Below that threshold, the federal audit requirement doesn’t apply for that year.18eCFR. 2 CFR Part 200 Subpart F – Audit Requirements
Keep financial records, supporting documentation, and statistical records for at least three years after your final financial report. The clock extends if litigation, claims, or audit findings are unresolved. Records for property or equipment purchased with grant funds must be retained for three years after final disposition of those assets.19eCFR. 2 CFR 200.334 – Record Retention Requirements
Spend grant funds only on the activities in your approved proposal and budget. Moving money between categories past a certain threshold usually requires prior approval from the awarding agency. Unauthorized spending can trigger repayment demands or disqualification from future federal funding.
