You cannot add a dependent to DEERS entirely online. What the Online Portal Actually Handles
Two DoD sites matter here, and they do different things.
ID Card Office Online (idco.dmdc.osd.mil) is where the sponsor completes and digitally signs the DD Form 1172-2, the single application that drives both DEERS enrollment and the dependent’s ID card. milConnect lets you update contact information, verify existing DEERS records, and check benefit eligibility. It does not support adding a new dependent.

Confirm the Person Is DEERS-Eligible
Eligibility depends on relationship to the sponsor.

- Biological and adopted children are eligible while unmarried and under 21. - Stepchildren are eligible if the sponsor is married to the child’s parent and the child lives in the sponsor’s household.

- Parents and parents-in-law are eligible only when the sponsor provides more than half of their support, confirmed by a financial dependency determination from DFAS. An unmarried child over 21 with a severe disability can remain eligible indefinitely if the incapacitation was documented in medical records before the child’s 21st birthday. Gather Original Documents Before the Appointment
The verifying official needs originals or certified copies. Photocopies, laminated documents, faxes, and scanned printouts are not accepted for initial enrollment. What you bring depends on the relationship:
- Spouse: marriage certificate, or a court document establishing a common-law marriage.3CAC.mil. DoD Identity and Eligibility Documentation Requirements
- Biological child: birth certificate or Consular Report of Birth Abroad (FS-240).
- Adopted child: birth certificate plus the adoption decree.
- Stepchild: the child’s birth certificate plus the sponsor’s marriage certificate to the child’s parent.
- Ward: birth certificate, DFAS financial dependency determination, and a court order or placement agreement covering at least 12 consecutive months.

Certified copies of birth and marriage certificates come from state vital records offices, usually $15 to $30 depending on the state. Allow at least a couple of weeks if you’re ordering by mail. Waiting on a certificate is the most common reason families miss TRICARE enrollment deadlines.
Complete and Sign the DD Form 1172-2 Online

The form asks for the dependent’s full legal name, date of birth, Social Security number (or DoD ID number), and relationship to the sponsor.6CAC.mil. A small mismatch against a birth certificate can stall the appointment.
If the sponsor doesn’t have a CAC or can’t sign online, three alternatives work: sign the form in front of the verifying official at RAPIDS, have it notarized separately, or use a general power of attorney.2CAC.mil. Book and Attend the RAPIDS Appointment
Use the ID Card Office Locator at idco.dmdc.osd.mil to find the nearest site and schedule.7ID Card Office Online. RAPIDS ID Card Office Online Walk-ins are sometimes possible; appointments are strongly recommended at busy installations.
At the visit, the verifying official reviews your originals, confirms the signed 1172-2, and enters the dependent into DEERS. If everything checks out, the dependent’s military ID card is usually printed during the appointment. Bring the dependent if they’re old enough for a photo ID. Children under 10 generally don’t get a physical card, but they’re still enrolled in DEERS and eligible for TRICARE.
Deadlines That Affect TRICARE Coverage
Getting the dependent into DEERS isn’t just paperwork; it controls whether TRICARE will pay claims.
Newborns
Register a newborn in DEERS within 90 days of birth stateside, or 120 days overseas. Once the child turns 91 days old (121 overseas) without being registered, TRICARE denies all claims for that child.8TRICARE. Marriage and Other Qualifying Life Events
Marriage, adoption, and other qualifying life events open a 90-day window to enroll or change your TRICARE health plan. Full-Time Students Aged 21 to 23
Children between 21 and 23 remain eligible only while enrolled full-time. Drop to part-time, take a semester off, and DEERS eligibility and TRICARE coverage end.
