To activate an EBT card, call the toll-free customer service number printed on the back of the card or log into your state’s EBT cardholder portal, enter the card number, verify your identity, and choose a Personal Identification Number. The card works immediately after the PIN is set. The card arrives inactive. Until you complete activation and set the PIN, it won’t work at a register or ATM even though the benefits may already be sitting in your account.
Activating by Phone
Flip the card over and call the customer service number printed there. An automated system will ask for the card number from the front, then verify your identity using details your state has on file. The specific questions vary by state, but expect prompts for things like your date of birth or the last digits of your Social Security number.
Once you’re verified, the system asks you to pick a PIN and enter it twice to confirm. A voice message tells you the card is active. From that point the card works at any authorized retailer.
Activating Online
Go to your state’s EBT cardholder portal. Many states use the ebtEDGE platform at ebtedge.com; others run their own site. Create an account or log in, register your card number, and set a PIN when prompted. An on-screen confirmation means you’re done.
Use a stable connection. A dropped session partway through registration can send you back to the start.
Activating in Person
If the automated options don’t work for you, your local social services office can activate the card and help you pick a PIN at the counter. Some states also let you activate by using the card for a purchase or ATM withdrawal at an authorized location, though this is less common and less reliable than the phone or online routes.
Choosing a PIN

Skip your birth year, your street address numbers, and anything else someone could guess from the contents of your wallet.
You can change the PIN any time by calling the customer service number or through the online portal. A new PIN does not require a new card.1eCFR. 7 CFR 274.2 – Providing Benefits to Participants Some state agencies recommend changing it monthly, especially right before your benefit deposit date, to shrink the window a thief has if your number was captured by a skimming device.
At the register, shield the keypad with your free hand. The EBT system encrypts the PIN from the first keypress, and retailers cannot display it on screen, but a person behind you or a hidden camera can still catch the digits visually.2eCFR. 7 CFR 274.8 – Functional and Technical EBT System Requirements
When Activation Fails
If the automated system can’t verify you, the account may lock as a security precaution. Usually this means the personal information you entered does not match what the state agency has on file. Check that you’re using the zip code, date of birth, or Social Security digits from your application. If you’ve moved since applying, the old zip code may still be the one on record.
After a failed attempt, call the customer service number back and ask for a live representative. They can verify your identity manually and finish the activation. Your local SNAP office can resolve the same issue in person. A stalled activation does not affect your benefit amount or your eligibility. The funds sit in the account waiting until the card is set up.
Checking the Balance and Deposit Date
Once the card is active, confirm the benefit amount before your first trip to the store. The same phone line and web portal you used for activation will show the current balance. After any purchase, the receipt prints the remaining balance at the bottom.
SNAP deposits are staggered. Federal rules cap the gap between any two monthly deposits at 40 days, but each state sets its own calendar, often keyed to your case number or last name.1eCFR. 7 CFR 274.2 – Providing Benefits to Participants Most states deposit between the 1st and the 20th of the month. Your approval letter or your state’s EBT website will show the exact day.
Protecting the Card Once It’s Active
Skimming is the main threat to a working EBT card. Thieves attach hidden readers to store card slots and ATMs to copy the card data, then capture the PIN with a small camera or an overlay on the keypad. Before you swipe, tug lightly at the edges of the keypad and card slot. A loose piece, an unusually thick reader, or anything that shifts when you pull is a warning sign.
Many states now offer a card freeze through the ebtEDGE app or the cardholder portal. When it’s on, the freeze blocks purchases, cash withdrawals, PIN changes, and balance inquiries until you turn it off. A practical habit is to keep the card frozen except when you’re actively checking out. Some states also let you separately block out-of-state or internet transactions.
If your benefits are stolen, call the state EBT customer service line right away.
