How Your Monthly RCA Amount Is Set

Federal regulations require each state to calculate RCA payments using its TANF payment standards. Because TANF grants differ sharply by state, so do RCA grants. A single person in a low-benefit state may receive under $200 a month. The same person in a higher-benefit state may receive over $400. Payments scale with household size along the state’s TANF tiers, so a family of three or four receives a larger check than a single adult.

How Income Affects the Grant

Money the household earns or receives from other sources reduces the monthly grant, but not dollar for dollar. States apply income disregards before counting earnings against the benefit, ignoring a portion of wages to keep work worthwhile. The exact formula follows the state’s TANF rules. Most states exclude an initial flat amount of earned income and then a percentage of what remains. How Long the Payments Last

The current eligibility period is four months. ORR published a Federal Register notice on March 21, 2025 reducing the period from 12 months to four months for anyone whose eligibility date falls on or after May 5, 2025. The four-month clock starts on the date you become eligible for ORR benefits. For refugees, that is usually the date of admission to the United States. For asylees, it is the date asylum is granted. For certified trafficking victims, it is the certification date. Payments stop automatically at the end of the four months, whether or not you have found work. Who Can Receive These Payments

The immigration statuses ORR recognizes for RCA include:

  • Refugees admitted under Section 207 of the Immigration and Nationality Act
  • Asylees granted asylum under Section 208
  • Cuban and Haitian Entrants
  • Special Immigrant Visa holders, primarily Iraqi and Afghan SIV recipients
  • Amerasian immigrants
  • Certified victims of human trafficking
  • Certain Afghan humanitarian parolees authorized under the Afghanistan Supplemental Appropriations Act of 2022
  • Certain Ukrainian humanitarian parolees authorized under the Additional Ukraine Supplemental Appropriations Act of 2022

What Can Reduce or Stop the Payment

Employment Participation

RCA is conditional on work activities. Every non-exempt adult in the household must register with an employment services provider and begin participating within 30 days of receiving aid.7eCFR. 45 CFR Part 400 – Refugee Resettlement Program – Section: Subpart F Required activities include job training, English language instruction, job search assistance, and accepting appropriate job offers. Refusing to participate without good cause can reduce or end benefits.

States decide who is exempt from work requirements. Common exemptions include adults 65 and older, individuals with a documented disability or serious medical condition, and people with a verified pregnancy complication. Ask your caseworker whether any exemption applies to your situation.

Reporting Changes

Recipients must report changes that could affect eligibility or payment amount. Starting a job, gaining other household income, or someone moving in or out are the most common. States set the specific rules, but income changes should be reported promptly.

Overpayments

How RCA Amounts Interact With SNAP and Taxes

RCA payments count as unearned income when the Supplemental Nutrition Assistance Program calculates your food benefit, so receiving RCA can reduce your SNAP allotment slightly. SNAP and RCA are determined independently, and many RCA recipients still qualify for food assistance.
