The cost to replace a Social Security card is zero. Why “Replacement Services” Charge When the SSA Doesn’t
Search results are full of sites offering to “help” you get a new card for $20, $50, or more. Some are middlemen who fill out Form SS-5 for you. Others are outright imposters designed to mimic government branding and harvest your Social Security number, birthdate, and credit card details. Federal law limits how these operators can advertise. Section 1140 of the Social Security Act prohibits charging for services the SSA provides for free unless the seller clearly discloses that the same service is available at no cost from the government. Civil penalties run up to $5,000 per incident, and up to $25,000 for broadcast or internet violations.3Social Security Administration. Hidden Costs to Budget For
The card is free. The documents you need to get one may not be. If your birth certificate, driver’s license, or passport is also lost or expired, you’ll have to replace those first, and each carries its own fee:
- A certified birth certificate from your state’s vital records office typically runs $10 to $35.
- Replacing a state-issued driver’s license or ID card generally costs $11 to $37, depending on where you live.
- Renewing an expired passport book costs $130 in standard processing fees alone.
None of that money goes to the SSA, but it’s easy to overlook when the headline price is nothing. Before you pay to replace a bigger document, check whether something you already have will satisfy the SSA. The agency’s preferred proof of identity is a U.S. driver’s license, a state non-driver ID, or a U.S. passport, but if none of those is available within ten days, it will consider alternatives including an employee ID, a school ID, a military ID, or a non-Medicare health insurance card.4Social Security Administration. All documents must be originals or copies certified by the issuing agency. Photocopies, notarized copies, and receipts showing you’ve applied for a document won’t be accepted, and everything must be current and unexpired.4Social Security Administration. Do You Actually Need a New Card?
The cheapest replacement is the one you don’t order. The SSA itself points out that a Social Security card is not an identification document, and most situations where you’d reach for it only require the number, not the physical card.5Social Security Administration. Guard Your Card
- For tax filing, you just need the number.
- For employment verification, your employer can accept several other documents, including a birth certificate, permanent resident card, or employment authorization document.
- For housing, health insurance, and food assistance applications, providing your number verbally or in writing is generally enough.
- At the DMV, nearly every state accepts a W-2, a Form SSA-1099, or a pay stub showing your full Social Security number in place of the card.5Social Security Administration. Guard Your Card
If you know your number and have one of these documents on hand, ordering a replacement may be unnecessary.
Replacement Limits
Free doesn’t mean unlimited. Federal rules cap replacements at three cards per calendar year and ten over your lifetime.6Social Security Administration. POMS RM 10205.400 – Limits on Replacement SSN Cards Cards issued for a legal name change or an update to your work-authorization status don’t count against either limit, and neither does your original card.
If you’ve hit the limit and still need a card, the SSA grants hardship exceptions case by case. You’ll need a letter from an employer or government agency stating that you must present the physical card to receive a job or a benefit; without that third-party letter, the request will be denied.7Social Security Administration. How to Apply for Free
Every application uses Form SS-5, available on the SSA website or at any field office.8Social Security Administration. Application for Social Security Card You have three routes.
Online
The fastest option, and free. You can apply online if you’re a U.S. citizen age 18 or older, have a U.S. mailing address, hold a driver’s license or state ID from a participating state, and don’t need to change your name, date of birth, place of birth, or gender. You’ll need a “my Social Security” account, set up through Login.gov or ID.me. Only you can create the account; nobody else is allowed to do it on your behalf, even with your permission.10Social Security Administration. By Mail
Complete Form SS-5, gather your original supporting documents, and mail everything to your local SSA field office. The SSA returns your originals after processing.8Social Security Administration. In Person
Bring your completed Form SS-5 and original documents to an SSA field office or card center. Find your nearest office at ssa.gov/locator by entering your ZIP code.11Social Security Administration. Name changes cannot be processed online, so a marriage, divorce, or court-ordered name change requires mail or an in-person visit.
How Long It Takes
Once the SSA has verified your documents, your card should arrive in the mail within about two weeks.12Social Security Administration.
