What Moves the Clock

Two identical moves can pay out weeks apart. A handful of factors explain the gap:

  • Completeness of your paperwork. This matters more than everything else combined. A claim returned for a missing weight ticket or unsigned form goes to the back of the line when you resubmit, and one round of corrections can add three to four weeks.

The 45-Day Deadline and Why It Matters

The general guidance is to file your final claim within 45 days of your move’s pickup date. If you took an advance operating allowance, that deadline has real teeth: miss it and the advance gets collected straight back from your pay.2Naval Supply Systems Command. Documents That Keep Your Claim From Getting Kicked Back

A complete package is the single biggest thing you control. Gather these before you start the submission:

Getting Weight Tickets Right

Weight tickets are where PPM claims most often stall. You need two certified tickets from a public weighmaster or government scale, one empty and one loaded, and each must include the date, scale location, vehicle identification, the weighmaster’s signature, and your name.

Fuel is the detail people miss. Tanks must be full for both weigh-ins, and nobody can be inside the cab or cargo area during either weighing.4United States Coast Guard. Get the empty ticket before you start loading, ideally at a truck stop or CAT scale near your origin, and use the same scale for the loaded ticket when you can. Where to Submit and How to Track

The military has been transitioning from the legacy Defense Personal Property System to MilMove. As of late 2024, roughly 95% of Army installations had switched,5U.S. Army. Scan every supporting document as a legible PDF before uploading. A blurry weight ticket photo that looked fine on your phone can be unreadable on a reviewer’s screen, and unreadable is the same as missing.

If your claim has sat more than four weeks without movement, call your finance office or Personal Property Office. What Actually Lands in Your Account

The deposit will be smaller than the gross figure on your paperwork, and this catches most people off guard. PPM payments are treated as taxable income, and finance withholds before you see the money. Federal withholding on supplemental wages runs 22%, plus 6.2% for Social Security and 1.45% for Medicare.7Defense Finance and Accounting Service. The 22% is a withholding rate, not your final tax liability. When you file your return, your real rate depends on total income and filing status, and any overpayment comes back as a refund.

Operating Expenses That Shrink the Tax Bite

You can reduce the taxable portion of your payment by documenting operating expenses, the costs you incurred to execute the move. Authorized items include packing materials such as boxes, tape, and wrapping paper, rental trucks or trailers, rented moving equipment, tolls, weight ticket fees, fuel, and hired labor for packing, loading, or unloading.8Marine Corps Logistics Command. Keep every receipt. If you spent $4,000 on a rental truck, $300 on fuel, and $200 on packing supplies, that $4,500 reduces the taxable portion by the same amount. On a $7,000 payment you would be taxed on $2,500 rather than the full sum.

Some costs will not count. Items that can be reused are generally not authorized as operating expenses.9Defense Finance and Accounting Service.
