Paper Applications Move Through a Lockbox
Paper applications go to a USCIS lockbox facility. Staff open each package, verify that the form is complete, confirm the fee is correct, and enter the data into the system. Get the Mailing Address Right

Why Applications Get Rejected Before Receipt
A rejection is not a denial. A rejection means the lockbox never accepted the application, so there is no receipt date, no case number, and no processing clock running. - Outdated form edition. The edition date sits at the bottom of the form. For example, the 01/20/25 edition of Form I-129 is rejected if received on or after April 1, 2026.9U.S. Citizenship and Immigration Services. Forms Updates
- Missing or invalid signature. An unsigned form is automatically rejected.
- Mixed form editions. If pages come from different editions of the same form, the entire package is rejected. Print every page from the same current version.
- Incomplete Form G-1450. Because electronic payment is now mandatory for most paper filers, a bad payment authorization can sink the whole filing.
As of October 28, 2025, USCIS no longer accepts personal checks, business checks, money orders, or cashier’s checks for paper-filed applications. When USCIS rejects a paper filing, the agency returns the package to you. Correct the problem and resubmit, and the timeline starts over. Credit card payments are generally not charged when the application is rejected at intake, because the lockbox processes the payment only upon acceptance.
If Your Receipt Notice Never Arrives
