The Income Verification Express Service (IVES) is how IVES works for lenders who need IRS-verified borrower income during underwriting: an enrolled lender sends the IRS a Form 4506-C signed by the borrower, and the IRS delivers the requested tax transcripts to the lender’s secure electronic mailbox. The service exists to speed loan decisions and cut down on income fraud by giving lenders data pulled straight from federal tax records instead of borrower-supplied documents. Fax submissions cost $4.00 per transcript; requests through the newer online portals are free for now.
What IVES Is and Who Can Use It
IVES is open to mortgage companies, commercial banks, credit unions, and similar financial institutions that verify borrower income as part of their lending operations. The IRS refers to these enrolled entities as “Participants.”1Internal Revenue Service. Income Verification Express Service for Participants Only enrolled Participants can submit Forms 4506-C and receive transcripts through the program. A borrower cannot use IVES directly, and a lender cannot borrow another company’s participant credentials.
Participation is non-transferable. If the business is sold or its organizational structure changes, the successor entity must file a fresh application; skipping that step results in suspension.2Internal Revenue Service. Getting Enrolled
A company applies for enrollment and registers for an e-services account through the IRS. Each individual authorized to submit transcript requests on the company’s behalf must also register separately for access to a Secure Object Repository (SOR) mailbox, which is where the IRS delivers finished transcripts.3Internal Revenue Service. Income Verification Express Service (IVES) – Processing Requests for Tax Return/Return Information The IRS vets both the business and its designated users before granting access.
Each authorized user sets a username, password, and PIN during a one-time registration process. The IRS confirms identity by mailing a confirmation number to the registrant’s address on file before granting access.3Internal Revenue Service. Income Verification Express Service (IVES) – Processing Requests for Tax Return/Return Information Users can expect periodic re-authentication to keep credentials active.
Form 4506-C: The Borrower’s Authorization
A lender cannot pull a borrower’s tax transcripts without the borrower’s written consent. That consent comes through Form 4506-C, titled “IVES Request for Transcript of Tax Return.” It is the legal authorization required under 26 U.S.C. § 6103, which prohibits the IRS from disclosing tax return information except through specific authorized channels.4Office of the Law Revision Counsel. 26 USC 6103 – Confidentiality and Disclosure of Returns and Return Information Form 4506-C is the required form for IVES; other transcript forms like 4506-T serve different purposes and will not work.
To complete the form, the lender needs the borrower’s full legal name, Social Security Number or Taxpayer Identification Number, and the address from the borrower’s most recent filing. Every field on the form must be accurate, including the specific tax years and transcript type requested. The lender’s IVES participant ID number must appear correctly so the IRS can route delivery to the right SOR mailbox.5Internal Revenue Service. Signature Rules and the 120-Day Window
The borrower must sign and date the form, and the IRS must receive it within 120 days of the signature date. Miss that window and the request is rejected.6Internal Revenue Service. Form 4506-C IVES Request for Transcript of Tax Return For a joint return where both spouses appear on lines 1a and 2a, both must sign. A representative signing on a taxpayer’s behalf needs a Form 2848 Power of Attorney specifically delegating that authority and must check the Authorized Representative box.
The form includes an attestation checkbox that the signer must check to acknowledge their authority. If the box is blank, the IRS will not process the request. Any form that looks altered is rejected, so corrections made with white-out or strike-throughs are a common cause of returned requests.
Participants that have opted into the IRS electronic signature program can accept e-signed forms in place of wet ink, but only after meeting a detailed set of technical, authentication, retention, and annual audit requirements set by the IRS.7Internal Revenue Service. How to Get Started Using IVES Electronic Signature Lenders that have not gone through that opt-in still need signed paper.
Which Transcript to Request
Choosing the right transcript type matters, because requesting the wrong one means going back for a second request, adding cost and delay. Four types are available through IVES:8Internal Revenue Service. Transcript Types for Individuals and Ways to Order Them
- Tax Return Transcript. Shows most line items from the original Form 1040 as filed, along with attached forms and schedules. It does not reflect changes made after filing. Useful for verifying self-employment income visible on Schedule C.
- Tax Account Transcript. Shows basic data like filing status, taxable income, and payment types, and does reflect post-filing changes such as amended returns or IRS adjustments.
- Wage and Income Transcript. Contains data from information returns the IRS receives from employers and other payers, including W-2s, 1099s, and 1098s. Useful for confirming W-2 wages.
- Record of Account. Combines the Tax Return Transcript and Tax Account Transcript into one document.
How Requests Are Submitted and Delivered
Participants can submit completed Forms 4506-C either online or by fax.9Internal Revenue Service. Income Verification Express Service (IVES) Faxed requests go to the participant’s assigned IVES unit with a cover sheet showing the participant’s name, ID number, and the count of requests in the batch. The IRS has also introduced Taxpayer First Act (TFA) portals, including a WebUI and an Application-to-Application (A2A) channel, for electronic submission.10Internal Revenue Service. Updated IVES User Fee – Effective October 1, 2024 Both channels support batch processing for high-volume lenders.
Once the IRS receives a batch, it assigns a batch number, verifies each form against internal records, and sends an acknowledgment back to the participant showing the batch number, the volume received, and any discrepancies.3Internal Revenue Service. Income Verification Express Service (IVES) – Processing Requests for Tax Return/Return Information
Completed transcripts are delivered only to the participant’s SOR mailbox. The IRS does not send them by email, regular mail, or fax. Documents sit in the mailbox for a limited time before the system purges them, so authorized users need to retrieve transcripts promptly.3Internal Revenue Service. What the IRS Charges
The current fax fee is $4.00 per transcript, effective October 1, 2024, doubling the previous $2.00 rate. Requests through the TFA portals (WebUI and A2A) have had their fees temporarily waived since that same date, giving lenders a financial reason to move off fax.10Internal Revenue Service. Payments run through the Treasury’s Pay.gov system by credit card or bank transfer. The IRS generates monthly invoices based on transcripts processed during each calendar month and mails them to the participant’s billing address on the fifth of the following month.11Internal Revenue Service. How to Pay Through IVES
Late payments carry consequences. If a participant does not pay within 30 days of the invoice date, the IRS can add interest at one percent per year and administrative charges of $20 per month, plus a six percent annual penalty retroactive to the due date if payment is not received within 90 days. The account is suspended and no new requests are processed until the balance is paid. The IRS can also report the debt to credit bureaus and refer it to collection agencies.11Internal Revenue Service. How to Pay Through IVES
Why Requests Get Rejected
The IRS applies numbered reject codes to problem forms. The recurring issues fall into a few groups:3Internal Revenue Service. Income Verification Express Service (IVES) – Processing Requests for Tax Return/Return Information
- Taxpayer identity problems. Missing or illegible name, or an SSN or EIN with the wrong digits.
- Address issues. Missing address, or one that does not match IRS records. Also covers cases where the IRS has no account on file for the taxpayer.
- Participant routing errors. Wrong or missing participant name, address, ID, or SOR mailbox information on the form or cover sheet.
- Form defects. Wrong revision of Form 4506-C, mismatched form type on line 6, blank required checkboxes, or tax years not available.
- Signature problems. Missing signature, signature not matching the name, only one spouse signing a joint request, or a blank attestation or e-signature checkbox.
- Expired or missing date. Signature date more than 120 days before receipt, a future date, or no date at all.
- Illegible or altered forms.
When a single form has multiple problems, the IRS applies every applicable code. The reliable way to avoid rework is to use the current revision of Form 4506-C, verify every field against the borrower’s most recent return, and submit well before the 120-day window runs out.
Security and Legal Duties on the Lender
Participants must follow the safeguarding guidelines in IRS Publication 4557, and any that handle data as IRS contractors also face Publication 4812.2Internal Revenue Service. Application to Participate in the Income Verification Express Service (IVES) Program The core technical requirement is FIPS 140-2 validated encryption for all IRS sensitive data in transit, at rest, and in backups, on servers, laptops, removable media, email attachments, and backup systems alike.12Internal Revenue Service. Contractor Security and Privacy Controls (Publication 4812) Tax return information must be segregated from other client data in storage, and physical media must be locked in metal filing cabinets. Larger operations must add automated access controls such as key card or biometric entry for storage areas.
Audit records tied to tax return information must be retained for seven years, and the IRS conducts compliance reviews. Sensitive tax data cannot be sent by email between the participant and the IRS, which is why the SOR mailbox exists in the first place.3Internal Revenue Service. Income Verification Express Service (IVES) – Processing Requests for Tax Return/Return Information
Participants may use taxpayer information only for the purpose the taxpayer intended when signing Form 4506-C. Misuse carries more than program consequences. Under 26 U.S.C. § 7213, willful unauthorized disclosure of tax return data is a felony, punishable by up to five years in prison, a fine of up to $5,000, or both, plus prosecution costs.13Office of the Law Revision Counsel. 26 USC 7213 – Unauthorized Disclosure of Information On the civil side, 26 U.S.C. § 7431 lets the taxpayer sue for the greater of $1,000 per unauthorized act or actual damages, with punitive damages and attorney’s fees available when the disclosure was willful or grossly negligent.14Office of the Law Revision Counsel. 26 USC 7431 – Civil Damages for Unauthorized Inspection or Disclosure The IRS can also suspend or permanently expel a participant for violating data use rules or failing to follow Publication 4557.2Internal Revenue Service. Application to Participate in the Income Verification Express Service (IVES) Program For a lender whose pipeline depends on fast transcript access, losing IVES privileges is an operational problem, not just a compliance one.
