If you’re applying for an FHA mortgage, two screens sit between you and approval that a conventional credit score alone won’t tell you about: a federal debt check through CAIVRS, and, if you don’t have a credit score, a manual review of your bill-paying history. FHA CAIVRS and non-traditional credit screening are governed by HUD Handbook 4000.1, and either one can stall or reshape your application. A CAIVRS hit freezes the loan until the underlying federal debt is resolved. A missing credit score pushes your file into manual underwriting, with tighter ratios and documentation you’ll have to gather yourself.
What a CAIVRS Hit Means for Your FHA Loan
The Credit Alert Verification Reporting System is a federal database that flags borrowers who are delinquent on a government debt or who have caused a loss to a federal lending program. Records come from HUD, the VA, the Department of Education, USDA, the SBA, the FDIC, and the Department of Justice.1USDA LINC. Appendix 7: CAIVRS – The Credit Alert Verification Reporting System A hit typically means a defaulted federal student loan, a prior FHA claim or foreclosure, delinquent federal taxes, or a federal judgment lien.
The rule in Handbook 4000.1 is unforgiving: if you are presently delinquent on any federal non-tax debt, or have a judgment lien on your property for a debt owed to the United States, you are ineligible for an FHA-insured mortgage.2U.S. Department of Housing and Urban Development. FHA Single Family Housing Policy Handbook 4000.1 The policy protects the FHA insurance fund from insuring new loans to borrowers who haven’t honored prior federal obligations.
How the Lender Runs the Check
Your lender queries CAIVRS when requesting an FHA case number, early in the process. A common misconception is that a hit blocks the case number itself. It doesn’t. The system assigns the case number and attaches a warning showing which agency reported the problem, what type of default is on file (claim, default, foreclosure, or DOJ judgment), and a phone number for the reporting agency.3U.S. Department of Housing and Urban Development. CAIVRS Phone Script for Lenders Multiple delinquencies are flagged separately.
Getting the case number doesn’t mean the loan can keep moving. The lender has to resolve the alert first. The warning does tell you exactly which agency to call and what kind of debt is behind the flag, so you aren’t starting blind.
Clearing a CAIVRS Alert
You clear a CAIVRS flag by working directly with the agency that reported the delinquency. The lender needs documentation showing the debt is paid or being handled on an approved repayment plan. The path depends on what triggered the hit.
Federal Tax Debt
You don’t have to pay the full balance to proceed. FHA allows an unpaid tax lien if you’ve entered a valid repayment agreement with the IRS or other taxing authority and have made at least three months of scheduled on-time payments before your loan application date.4U.S. Department of Housing and Urban Development. FHA Single Family Housing Policy Handbook 4000.1 You cannot prepay three installments in a lump sum to accelerate this. The three months have to actually pass with payments made on schedule.
Defaulted Federal Student Loans
A defaulted federal student loan blocks FHA eligibility until the default is resolved. The usual path is loan rehabilitation, which requires nine on-time voluntary payments within ten consecutive months for Direct Loans and Federal Family Education Loans.5StudentAid.gov. Rehabilitating a Defaulted Loan After rehabilitation, the loan transfers to a new servicer and the default status is removed. Request a letter from the Department of Education’s Default Resolution Group confirming the loan is no longer in default; your lender will need it to clear the CAIVRS record.
The Department of Education’s Fresh Start initiative, launched in 2022, removed default notations from CAIVRS for eligible borrowers with defaulted federal student loans.6U.S. Department of Education. Fresh Start Fact Sheet If your loan was cleared under Fresh Start, the CAIVRS record should already reflect it, but confirm with your lender rather than assume.
Prior FHA Claim or Foreclosure
If a claim was paid on a previous FHA-insured mortgage, you must wait three years from the date the claim was paid before you can get a new FHA loan.2U.S. Department of Housing and Urban Development. FHA Single Family Housing Policy Handbook 4000.1 Exceptions are rare and generally require documented extenuating circumstances beyond your control. Once the waiting period has run, the reporting agency has to update CAIVRS to show a clear status, or you have to supply supporting documentation. Without one or the other, the lender can’t move forward.
When the CAIVRS Record Is Wrong
The database makes mistakes. How you dispute an error depends on which agency reported it. For errors on FHA-insured loans reported by HUD, you or your lender should call the number listed in the CAIVRS result to reach the appropriate HUD Homeownership Center for instructions on documenting eligibility.7U.S. Department of Housing and Urban Development. If another federal agency reported the record, you contact that agency directly using the number CAIVRS provides.7U.S. Department of Housing and Urban Development. CAIVRS Authorization – Business Background Your lender has the agency name and phone number from the case number assignment warning, so ask for it. Correcting a legitimate error can take weeks. Start before you’re under contract on a home.
Qualifying Without a Credit Score
If you’ve avoided credit cards and traditional loans and have no FICO score, FHA doesn’t automatically close the door. Borrowers with non-traditional or insufficient credit histories can still qualify for full FHA financing, including the 3.5 percent minimum down payment.8U.S. Department of Housing and Urban Development. Does FHA Require a Minimum Credit Score and How Is It Determined The condition is that every non-traditional credit loan has to be manually underwritten. A human underwriter reviews the file instead of an automated system, and manual underwriting carries stricter documentation requirements and tighter debt ratios.
The same path applies if you have a few credit accounts but not enough to produce a usable score. The lender can combine what traditional credit you have with non-traditional sources to build a complete profile.
Which Bills Count as Credit References
The lender needs at least three non-traditional references showing a consistent payment history. HUD 4000.1 splits acceptable references into two tiers, and at least one of your three has to come from the primary tier.4U.S. Department of Housing and Urban Development. FHA Single Family Housing Policy Handbook 4000.1
Primary references:
- Rental payments, verified independently through a management company letter or 12 months of canceled checks
- Telephone service, landline or cell
- Utility bills: gas, electricity, water, television service, or internet service
Secondary references, if the lender can’t fill all three slots from the primary list:4U.S. Department of Housing and Urban Development. FHA Single Family Housing Policy Handbook 4000.1
- Insurance premiums (auto, medical, life, renter’s), as long as they aren’t payroll-deducted
- Child care payments made to a business provider
- School tuition
- Retail store credit cards: department, furniture, appliance
- Rent-to-own payments for furniture, appliances, and similar items
- Medical bills, the portion not covered by insurance
- Automobile leases
- A 12-month savings history: regular deposits (at least quarterly, not payroll-deducted), an increasing balance, no overdrafts
- Personal loans from an individual, with written terms and canceled checks
The handbook doesn’t require you to exhaust the primary list before adding secondary references. But if the lender can get all three from the primary tier, the file is stronger. Underwriters treat rent especially as more predictive of mortgage payment behavior than a retail store account.
Documenting 12 Months of Payments
Each reference has to show at least 12 months of payment history, and gathering that paperwork is the most labor-intensive part of the process because no credit bureau is pulling it for you. Rental verification usually comes from the management company directly, or from 12 consecutive months of canceled checks or bank statements showing the payments going out. For utilities, insurance, and other references, you’ll need a payment ledger or a letter from the provider showing the account holder, the amounts, and the dates across the full 12 months.
Every document has to make clear when each payment was made and how much was paid, because the underwriter is looking at timeliness, not just whether the account existed. Contact service providers early. Some companies take weeks to produce a formal payment history letter, and an incomplete file is the most common reason these applications stall.
Ratios and Reserves Under Manual Underwriting
Because non-traditional credit loans are manually underwritten, they face specific debt-to-income caps and reserve requirements that automated approvals don’t.
Debt-to-Income Limits
The baseline qualifying ratios for manually underwritten FHA loans are 31 percent for the housing payment and 43 percent for total monthly debt. Borrowers can exceed those limits if they document compensating factors:9U.S. Department of Housing and Urban Development. Mortgagee Letter 2014-02: Manual Underwriting
- Cash reserves equal to at least three total monthly mortgage payments after closing (six months for three- and four-unit properties). Gifts, equity in other property, and borrowed funds don’t count.
- A minimal payment increase: the new mortgage payment is no more than $100 or 5 percent higher than your current housing cost (whichever is less), and you have 12 months of on-time housing payments with no more than one late payment.
- Documented residual income meeting the VA residual income thresholds for your household size and region.
One compensating factor lets you qualify at ratios up to 37/47. Two factors push the ceiling to 40/50.9U.S. Department of Housing and Urban Development. Mortgagee Letter 2014-02: Manual Underwriting
Post-Closing Reserves
All manually underwritten FHA loans require cash reserves after closing. For one- and two-unit properties, that’s at least one total monthly mortgage payment. For three- and four-unit properties, the minimum is three monthly payments.9U.S. Department of Housing and Urban Development. Mortgagee Letter 2014-02: Manual Underwriting Reserves mean verified funds minus everything you owe at closing: down payment, closing costs, prepaid expenses, and any debts the lender requires you to pay off as a condition of approval. Cash back from the transaction, gift funds beyond what’s needed to close, and equity in other properties don’t count.
This is where the non-traditional credit path gets expensive in practice. A borrower with a 700 FICO and an automated approval sees none of these caps. If you’re building a file from rent checks and utility bills, expect the underwriter to look hard at your reserves and your ratios, and set your home-shopping budget around that reality.
