Venmo’s Goods and Services option is a toggle you flip before sending a payment that reclassifies it as a commercial transaction: the seller pays a processing fee, the buyer gets Purchase Protection on eligible items, and the payment counts toward Venmo’s federal tax reporting. Here is how Venmo Goods and Services works from both sides of the transaction, along with the fees, protections, and tax rules that come with it.
What Flipping the Toggle Actually Does
On the payment confirmation screen, Venmo shows a switch labeled “Turn on for purchases.” Flipping it tells Venmo the payment is commercial rather than a personal transfer between friends, and a shield icon appears to confirm the choice.1Venmo. Purchase Protection Eligibility
That single tap changes three things at once. The seller is charged a fee. The buyer becomes eligible to file a dispute if the item never arrives or shows up wrong. And the payment gets counted toward the seller’s annual total for IRS reporting.
Timing matters. The tag cannot be applied after a payment goes through. If the buyer forgets to flip the switch, the transaction is treated as personal, and there is no way to reclassify it later. Purchase Protection is off the table for that payment.1Venmo. Purchase Protection Eligibility
What Sellers Pay
The fee depends on the type of account receiving the money.
- Personal account: 2.99% of the transaction amount, with no fixed per-transaction charge. A $100 sale costs the seller $2.99.
- Business profile: 1.9% plus $0.10 per transaction. The same $100 sale costs $2.00. Tap to Pay transactions run 2.29% plus $0.09.
Fees come out automatically before the funds hit your balance; there is no separate bill.2Venmo. About Venmo Fees
If you sell regularly, a business profile trims your per-transaction cost by roughly a third. The trade-off is that business profiles show your transactions on a public storefront and carry different account features. For someone selling a couch once a year, the personal-account rate is fine. For someone processing dozens of sales a month, the difference compounds.
Refunds Do Not Return the Fee
When you refund a buyer, Venmo keeps the original fee. If you sold a $50 item on a personal account and issue a full refund, you send $50 back but only received $48.51 after the 2.99% cut. The $1.49 difference comes out of your own pocket.3Venmo Help Center. Selling with Personal Profiles
What Buyer Protection Covers
Purchase Protection applies to two situations: the item never arrives, or what arrives is significantly different from what was described, including damage or missing parts. It also covers unauthorized transactions on your account.4Venmo. Venmo Purchase Protection – Buyers and Sellers
You have 180 days from the purchase date to open a dispute through Venmo’s support channels. The claim asks for the transaction date, amount, seller name, and an explanation of what went wrong.5Venmo. User Agreement
What Is Not Covered
Several categories are excluded no matter what:
- Vehicles, including cars, motorcycles, boats, RVs, and aircraft.
- Real estate, including residential property and land.
- Gift cards and prepaid cards.
- Digital assets such as cryptocurrency, NFTs, and similar collectibles.
- Any payment sent without the “Turn on for purchases” toggle flipped.
These exclusions hold even if the transaction otherwise looks legitimate.1Venmo. Purchase Protection Eligibility The complete ineligible-items list in the User Agreement is longer than most people expect, so read it before you count on coverage for anything unusual.
Seller Protection Requires Documentation
Purchase Protection runs both ways. If a buyer claims they never received an item or that a payment was unauthorized, Venmo can shield the seller from a chargeback, but only when the seller can prove the order was fulfilled.6Venmo. Seller Protection – Protect Your Business
For physical items, that means delivery tracking and any messages exchanged with the buyer. For digital goods or services, it means proof of transfer or completion, plus an explanation of how the evidence shows fulfillment.7Venmo. Dispute Documentation for Sellers
This is where most seller disputes fall apart. Ship without tracking, or complete a service without written confirmation, and your case is thin. Save tracking numbers, delivery screenshots, and chat logs. A minute of screenshotting can rescue the full sale amount later.
Holds and Payouts
Money from a Goods and Services payment often lands in a hold rather than in your Venmo balance. Venmo can hold funds for up to 21 days while the transaction clears, and providing tracking that shows delivery can sometimes release the hold sooner.8Venmo. Payment Holds for Businesses and Sellers
Once the funds are available, a standard bank transfer takes one to three business days. Instant transfer usually arrives within 30 minutes for 1.75% of the amount, with a $0.25 minimum and a $25 cap.9Venmo. Instant Bank Transfer FAQ
Taxes: Form 1099-K
Federal law treats commercial payments through platforms like Venmo as reportable income. Under 26 U.S.C. ยง 6050W, Venmo must issue a Form 1099-K to any seller whose gross Goods and Services payments exceed $20,000 and whose count of such transactions exceeds 200 in a calendar year.10Office of the Law Revision Counsel. 26 USC 6050W – Returns Relating to Payments Made in Settlement of Payment Card and Third Party Network Transactions Both conditions must be met. Crossing only one does not trigger reporting.
That $20,000-and-200-transaction threshold was reinstated retroactively by the One, Big, Beautiful Bill Act in 2025. From 2022 through 2025, the IRS had announced plans to lower it to $600, but the change was repeatedly delayed and ultimately reversed.11Internal Revenue Service. IRS Issues FAQs on Form 1099-K Threshold Under the One Big Beautiful Bill
A few details to keep straight:
- The 1099-K shows gross incoming payments before any deduction for fees, refunds, or shipping. Your real income is lower than the form’s total.
- Venmo must furnish the form by January 31 of the year following the tax year, either through your account or by mail.10Office of the Law Revision Counsel. 26 USC 6050W – Returns Relating to Payments Made in Settlement of Payment Card and Third Party Network Transactions
- Income from selling goods and services is taxable even if you never receive a 1099-K. The threshold controls when Venmo reports, not when you owe.
Some states set lower reporting thresholds than the federal one, so you may receive a form even without hitting the federal numbers. Check with your state’s tax authority. Track your own business expenses (shipping, materials, supplies, platform fees) so you can offset the gross figure when you file, because the form will always overstate your profit.
Backup Withholding If You Skip Tax Verification
Once your account starts taking Goods and Services payments, Venmo will ask for your taxpayer identification number, meaning your Social Security number or EIN. If you ignore those requests and your payments reach the reporting threshold without tax information on file, Venmo is required to withhold 24% of every incoming Goods and Services payment and send it to the IRS.12Venmo. Venmo Tax FAQ
Backup withholding is a legal obligation the platform cannot waive. You can claim the withheld amount as a credit when you file your return, but your cash flow takes the hit until then. Providing your tax information before you approach any threshold prevents the situation.
