The Consumer Price Index works by pricing a fixed market basket of goods and services that urban households buy, then comparing that cost to what the same basket cost during a base period, so a single number can track how the cost of living changes over time. The Bureau of Labor Statistics (BLS) publishes it monthly, and the CPI-U stood at 325.252 in January 2026, meaning prices have roughly tripled since the 1982–84 baseline set at 100.1U.S. Bureau of Labor Statistics. Consumer Price Index – January 2026 That one number then flows into Social Security checks, federal tax brackets, Treasury bond payouts, and more.
What’s in the Market Basket
The BLS organizes tracked spending into eight major groups: food and beverages, housing, apparel, transportation, medical care, recreation, education and communication, and other goods and services. Inside those groups sit more than 200 specific item categories, from cereal to hospital services to haircuts.2U.S. Bureau of Labor Statistics. Handbook of Methods Consumer Price Index Presentation
What each category is worth in the final index comes from the Consumer Expenditure Surveys, run by the Census Bureau for the BLS. A quarterly interview captures big or recurring costs like rent and car payments; a diary survey has households log every small purchase across two one-week stretches.3United States Census Bureau. Consumer Expenditure Survey (CE) That spending pattern sets the weights. Housing alone accounted for about 44.6% of the CPI-U as of December 2025, which is why shelter costs move the index more than anything else.4U.S. Bureau of Labor Statistics. Consumer Price Index Relative Importance Data
The basket includes sales and excise taxes tied to specific purchases. It leaves out income taxes, Social Security taxes, and investment items like stocks, bonds, and real estate.5U.S. Bureau of Labor Statistics. Consumer Price Index Frequently Asked Questions The CPI measures consumption, not wealth-building.
The Housing Problem: Owners’ Equivalent Rent
Most homeowners don’t pay rent to themselves, so the BLS can’t observe their shelter cost directly. Its workaround is owners’ equivalent rent (OER), which estimates what homeowners would pay to rent the home they own. That single category made up roughly 25% of the CPI-U as of December 2025, the largest line item in the index.4U.S. Bureau of Labor Statistics. Consumer Price Index Relative Importance Data
The weight comes from a homeowner survey question (“If someone were to rent your home today, how much do you think it would rent for monthly, unfurnished and without utilities?”), but the actual price movement uses real rental data. The BLS strips utilities out of sampled leases to isolate “pure rent,” then compares weighted averages against those from six months earlier to derive a monthly change.6U.S. Bureau of Labor Statistics. Consumer Price Index Owners Equivalent Rent and Rent Factsheet The method tends to move slowly: when home prices spike, months can pass before the pressure shows up in the CPI.
How Prices Get Collected
Each month, BLS field representatives visit or contact about 23,000 retail and service establishments across 75 urban areas to record prices. Grocery stores, department stores, hospitals, gas stations, and other businesses are picked through statistical sampling.7U.S. Bureau of Labor Statistics. Consumer Price Indexes Overview Rent data comes from a separate survey of roughly 50,000 landlords or tenants.8U.S. Bureau of Labor Statistics. Handbook of Methods Consumer Price Index Data Sources Collection happens in person, by phone, or online, depending on the business.
How the Index Number Is Built
The core idea is simple: divide the current cost of the basket by the base-period cost, multiply by 100. If a basket that cost $500 in the base period costs $625 today, the index reads 125, meaning prices rose 25%.
The mechanics underneath are layered. Within most individual item categories, the BLS uses a geometric mean formula that reflects how consumers substitute between similar products when one gets pricier — one brand of cereal for another, say. To combine those category indexes into the overall CPI-U and CPI-W, the BLS uses a modified Laspeyres formula that weights each category by its spending share and holds the basket composition roughly fixed between weight updates.9U.S. Bureau of Labor Statistics. Handbook of Methods Consumer Price Index Calculation That fixed-basket design keeps time comparisons clean but can overstate inflation slightly when shoppers shift away from items that are rising fastest.
Adjusting for Quality Changes
A $1,000 smartphone in 2026 is not the same product a $1,000 smartphone was in 2018. Faster chip, better camera, more storage. If the BLS just noted that the price held at $1,000, it would miss the fact that buyers are getting more for the same dollar. To handle that, the BLS uses hedonic regression models that estimate how much of a recorded price change reflects real inflation and how much reflects better product.10U.S. Bureau of Labor Statistics. Consumer Price Index Quality Adjustment Methods For fast-changing product categories, this can produce a measured price decrease even when sticker prices are flat.
Seasonal Adjustment
Some price swings repeat every year. Orange prices climb in summer between harvests. Clothing goes on sale after the holidays. Gasoline costs more in peak driving season.11U.S. Bureau of Labor Statistics. Fact Sheet on Seasonal Adjustment in the CPI The BLS publishes both a seasonally adjusted CPI (with those recurring patterns statistically filtered out) and an unadjusted one (raw prices as consumers actually paid them). Monthly inflation headlines almost always cite the seasonally adjusted figure. Year-over-year comparisons naturally cancel out seasonality and usually use unadjusted data.
Reading the Number
Every CPI value sits against a baseline. For most CPI series that baseline is the 1982–1984 average, set to 100.12U.S. Bureau of Labor Statistics. Consumer Price Index US City Average (1982-84 = 100) So the January 2026 CPI-U reading of 325.252 means the basket costs about 225% more than it did in the early 1980s.
Annual inflation is the percentage change between the current index and the value from twelve months earlier. Comparing the January 2026 CPI-U against January 2025 produces a year-over-year increase of about 2.4%.13U.S. Bureau of Labor Statistics. Consumer Price Index Summary – January 2026 The raw index number matters less than the rate of change, which is why the news reports percentages rather than points.
Headline CPI vs. Core CPI
Headline CPI covers every item in the basket. Core CPI strips out food and energy.14U.S. Bureau of Labor Statistics. Common Misconceptions About the Consumer Price Index Food and energy prices swing hard on weather, geopolitics, and supply disruptions that monetary policy can’t easily steer, so removing them gives economists and Federal Reserve officials a cleaner signal of underlying inflation. From a household standpoint, though, the headline number is what you actually feel at the pump and the checkout. Both are released together every month.
Which CPI Version Applies to What
The BLS publishes several CPIs. Which one gets used for a specific purpose has real dollar consequences.
CPI-U covers all urban consumers — over 90% of the U.S. population, including professionals, self-employed workers, retirees, and the unemployed in urban areas.5U.S. Bureau of Labor Statistics. Consumer Price Index Frequently Asked Questions This is the broadest measure and the one economic reporting usually cites.
CPI-W is a subset covering about 30% of the population: households where at least half the income comes from wage or clerical work and at least one member worked 37 weeks or more in the prior 12 months.5U.S. Bureau of Labor Statistics. Consumer Price Index Frequently Asked Questions It’s narrower in scope but drives some of the most important benefit adjustments in federal law.
Chained CPI-U (C-CPI-U) uses a formula that captures consumers substituting across categories, not just within them — swapping pork for beef when pork jumps, for instance. It typically rises a bit slower than the CPI-U. Because it needs actual spending data to see those substitutions, final values arrive 10 to 12 months after the initial monthly release, with preliminary estimates published on schedule and revised later.15U.S. Bureau of Labor Statistics. Chained Consumer Price Index Frequently Asked Questions
R-CPI-E is an experimental research index for Americans aged 62 and older that reweights the basket to reflect the larger share older households spend on medical care.16U.S. Bureau of Labor Statistics. R-CPI-E Homepage It isn’t used for any official benefit adjustment, though it comes up in debates about how Social Security should be indexed.
How CPI Reaches Your Wallet
Once you know which version applies where, the effect on your money becomes concrete.
Social Security and Other Federal Benefits
Social Security’s annual cost-of-living adjustment is pegged to the CPI-W. Each year the Social Security Administration compares average CPI-W for the third quarter of the current year to the third quarter of the last year a COLA took effect; if it rose, benefits go up by that percentage, rounded to the nearest tenth. The 2026 COLA was 2.8%, based on comparing a third-quarter 2025 CPI-W average of 317.265 against a 2024 base of 308.729.17Social Security Administration. Latest Cost-of-Living Adjustment
That same CPI-W also drives cost-of-living increases for military retirement pay, veterans’ pensions, civil service retirement under CSRS and FERS, Railroad Retirement benefits, and workers’ compensation under the Federal Employees’ Compensation Act.18U.S. Bureau of Labor Statistics. Uses of the Consumer Price Index
Federal Tax Brackets
Since the Tax Cuts and Jobs Act of 2017, federal income tax brackets adjust each year using the Chained CPI-U rather than the standard CPI-U. The Internal Revenue Code requires the Treasury Secretary to prescribe updated tax tables by December 15 of each year, raising bracket thresholds by the C-CPI-U change for the prior calendar year.19Office of the Law Revision Counsel. 26 U.S. Code 1 – Tax Imposed Because the chained index typically rises more slowly than the CPI-U, brackets creep up a little less each year than they would under the older measure, and more income drifts into higher brackets over time.
Treasury Inflation-Protected Securities
If you hold TIPS, the CPI-U directly moves the value of your bond. Principal adjusts up with inflation and down with deflation using a daily index ratio derived from the non-seasonally adjusted CPI-U, and your semiannual interest is calculated against that adjusted principal.20TreasuryDirect. Treasury Inflation-Protected Securities (TIPS)21TreasuryDirect. TIPS/CPI Data
State Minimum Wages
More than 20 states and the District of Columbia automatically adjust their minimum wage each year based on a CPI measure. The specific index varies — some states use CPI-U, others CPI-W — but the mechanism is the same: if the index rises, the minimum wage rises with it. The federal minimum wage has no automatic inflation adjustment and moves only when Congress passes a change.
Why the Reported Rate May Not Match What You Feel
The CPI is a statistical average across millions of households. Your personal inflation rate depends on how you actually spend, and that can diverge from the average urban consumer’s basket. If medical care or child care takes up more of your budget than the average, and those categories are rising faster than the overall index, your felt inflation runs higher than the headline number.22U.S. Bureau of Labor Statistics. The Consumer Price Index – Why the Published Averages Don’t Always Match Your Experience
Geography matters too. A sharp jump in one city can be offset by stable prices somewhere else, producing a middle-of-the-road national figure that doesn’t describe either place well. And people notice frequent purchases like groceries and gasoline far more than occasional ones like appliances, which widens the perception gap even when the index itself is accurate.22U.S. Bureau of Labor Statistics. The Consumer Price Index – Why the Published Averages Don’t Always Match Your Experience The CPI was built as a macroeconomic gauge, not a personal budget tracker, and it can’t replicate any single household’s experience.
