How Does BAH Work: Rates, Dependents, and Eligibility

The Basic Allowance for Housing, or BAH, is a tax-free monthly payment the military pays service members to cover rent and utilities when they live off-base in the United States. Your amount is built from three things: your pay grade, the location of your permanent duty station, and whether you have dependents.¹ The money lands in your paycheck each month, you decide how to spend it, and you owe no federal income tax on it.² For 2026, rates rose an average of 4.2 percent nationwide.

What Determines Your Monthly Amount

Three variables set the number on your Leave and Earnings Statement: pay grade, duty station location, and dependency status.³

The Department of Defense divides the country into Military Housing Areas (MHAs), each one reflecting its own local housing market. Within each MHA, higher-ranking members receive more because they are expected to afford larger or better-quality housing. A member with at least one qualifying dependent receives more than a member of the same rank without dependents, because the allowance is scaled for the extra space a family needs. Two service members of the same rank can receive very different amounts if they are stationed in different cities.

How the Annual Rate Is Set

Under 37 U.S.C. § 403, the Secretary of Defense sets BAH rates for every MHA based on the cost of adequate local housing.⁴ Each year the Department surveys local rental markets and utility providers to identify median rents and average utility costs across housing types and bedroom counts.³ New rates are typically released in mid-December and take effect January 1.

BAH is designed to cover about 95 percent of median housing costs in each area. The remaining 5 percent is an out-of-pocket amount you are expected to absorb, a cost-sharing figure written into the statute for all months after 2018.⁴ The 5 percent remains in place for 2026.⁵

Your Rate Cannot Drop While You Stay Put

If housing costs fall in your area and the next year’s published rate is lower than what you have been getting, your payment does not decrease. Individual rate protection locks you in at the higher rate for as long as you remain at that duty station and keep the same rank and dependency status.³ When you PCS, your rate resets to the current rate at the new station.

Who Counts as a Dependent

Dependency status controls whether you receive the higher with-dependents rate. Under 37 U.S.C. § 401, qualifying dependents include:⁶

A legal spouse, including during legal separation until the final divorce decree.
An unmarried child under 21, whether biological, adopted, or a stepchild; stepchildren qualify only while you remain married to the child’s biological parent.
An unmarried child under 23 enrolled full time in an approved institution of higher education, if you provide more than half of the child’s support.
An unmarried child of any age who cannot support themselves because of a mental or physical condition and relies on you for more than half of their support.
A biological or stepparent who depends on you for more than half of their support, documented by affidavit.
A legal ward placed in your custody by a court order for at least 12 consecutive months and meeting the same age and support rules.

Every dependency has to be verified with legal documents — marriage certificates, birth or adoption certificates, or court orders — before the higher rate is authorized.

The Other BAH Types

Most members receive either the with-dependents or without-dependents rate for their pay grade and location. A few narrower categories exist for specific living situations.

Partial BAH

Service members without dependents who live in government-provided barracks or quarters may receive a small Partial BAH each month. The amount is well below the full rate and is meant for incidental housing-related costs.

BAH-Differential

BAH-Differential (BAH-Diff) is for members in single-type government quarters who pay court-ordered child support. It bridges the gap between the without-dependents rate and the with-dependents rate for your grade. You are not eligible if your monthly child support payment is less than the BAH-Diff amount.⁷ The rate is published annually and rises with basic pay.

BAH-RC/T

BAH-RC/T is a flat national rate that does not vary by location. It covers two groups: reservists on active duty for 30 days or fewer, and active-duty members in transit between duty stations when no other housing allowance applies.³ It is updated each year using the national average growth in housing costs.

Single Junior Enlisted Members

Single service members at E-5 and below generally do not automatically receive BAH. They are typically assigned to barracks or on-base quarters, and living off-base at the full rate requires command approval that usually depends on whether barracks space is available.⁸ Members at E-6 and above are generally eligible for BAH without special approval. Each branch sets its own specifics, so confirm the policy at your installation.

Dual-Military Couples

When two active-duty members are married, the government will not pay a double with-dependents rate for a single household. If the couple has no children, each spouse draws the without-dependents rate for their own grade and duty station.⁷

If the couple has children, one member claims the children and draws the with-dependents rate; the other continues at the without-dependents rate. Typically the higher-graded spouse claims the dependents because the with-dependents bump is larger at higher grades, but the couple can choose either.⁷

During a legal separation, the spouse who is still a dependent keeps all benefits until the divorce is final.⁹ After divorce, a member who owes court-ordered child support may collect the with-dependents rate for their grade.

Government Quarters Stop BAH

BAH and government quarters are an either/or benefit. When you are assigned adequate government housing for your grade and dependents, your BAH stops on the day before quarters are assigned or the day before you move in, whichever comes first.¹⁰ This is one of the most common sources of surprise debts on a service member’s pay statement. If you are in government quarters without dependents, Partial BAH may still apply; if you are in single-type quarters and pay court-ordered child support, BAH-Diff may apply.

Deployment, PCS, and Overseas Assignments

Deployment

If you deploy on an unaccompanied overseas tour and your family stays behind in the United States, you receive BAH at the with-dependents rate based on your dependents’ ZIP code, not your deployed location.⁷ If you are not assigned government housing overseas, you may also receive the Overseas Housing Allowance (OHA) at the without-dependents rate for your overseas location.

Permanent Change of Station

During a PCS between two U.S. duty stations, your BAH continues at the old station’s rate from the day you depart through the day before you report to the new location. On the day you report, the rate resets to the new station’s BAH.¹⁰ If you are moving from an overseas location back to the U.S. and were not receiving BAH abroad, BAH-RC/T may cover the travel period until you arrive.

Overseas Duty Stations

Members stationed outside the United States do not receive BAH. Instead, they receive OHA, which reimburses actual rent up to a cap for your grade and location and also accounts for utility and move-in costs.¹¹

Family Separation Allowance

If you are involuntarily separated from your dependents for more than 30 continuous days because of deployment, a ship assignment, or an unaccompanied tour, you may receive an additional $300 per month in Family Separation Allowance on top of your BAH or OHA.¹² Members who voluntarily choose an unaccompanied tour to a location where dependent travel is authorized at government expense do not qualify.

Reserve and National Guard Members

Reserve and Guard members called to active duty under Title 10 for more than 30 days receive full BAH at the same rates as active-duty members, based on grade, duty station, and dependency status.¹³ For active-duty periods of 30 days or fewer, they receive the flat-rate BAH-RC/T instead.³

Paperwork, Recertification, and Life Events

To start, change, or stop BAH, Army personnel submit DA Form 5960. Other branches use service-specific equivalents. Along with the form, submit the documents that prove the change: a marriage certificate for a new spouse, a birth or adoption certificate for a child, a divorce decree, or a court order documenting custody or child support. Your personnel office verifies each item against the Defense Enrollment Eligibility Reporting System (DEERS), and your DEERS record must reflect your current family status before any change takes effect.¹⁴

After a complete packet is submitted, expect one to two pay cycles for the new rate to appear on your LES. Retroactive corrections that reach back more than 24 pay periods may require manual processing and take longer.¹⁵

You must recertify your BAH entitlement every year as part of the annual personnel and finance records review.¹⁶ Between reviews, certain life events require an immediate update: marriage, divorce, birth or adoption, a change in dependent status, a change in your dependent’s address, and a PCS. Reporting late leads to overpayments the government will recover.

Overpayments and Fraud

Overpayments from administrative errors, like continuing to receive the old duty station’s rate after a PCS, create a debt on your LES. Once identified, you generally have 30 days to contact your servicing finance office to arrange repayment: a lump sum, a payroll deduction over multiple pay periods, or a waiver or remission request. If you take no action within 30 days, the full amount may be pulled from your next paycheck.¹⁷

Deliberately falsifying dependency documents or misrepresenting your living situation to collect BAH is a criminal offense under the Uniform Code of Military Justice. Fraudulent claims are typically charged under Article 107, false official statements, which authorizes punishment as a court-martial may direct.¹⁸ Prosecutors may also bring larceny charges under Article 121, which carries up to 10 years of confinement and a dishonorable discharge. A conviction can also produce reduction to the lowest enlisted grade and forfeiture of all pay and allowances.
