Online at VA.gov
The fastest do-it-yourself option. Sign in at VA.gov with an identity-verified account through Login.gov, ID.me, or another VA-accepted provider, and submit your request electronically. If the VA already has your service records, you may receive your COE instantly. If not, you’ll complete the online application and upload your supporting documents.3Veterans Affairs. Through Your Lender
Often the easiest path. Many VA-approved lenders have access to the VA’s online system, Web LGY, and can pull your COE electronically. By Mail
Download VA Form 26-1880 from the VA website, fill it out, attach your supporting documents, and mail everything to your VA Regional Loan Center. Documents to Gather Before You Apply
What you need depends on your service status. Having these ready before you start prevents delays whichever route you choose.
Veterans

Active-Duty Service Members
Instead of a DD214, you need a Statement of Service signed by your commander, adjutant, or personnel officer. It must include your full name, Social Security number, date of birth, date you entered duty, duration of any lost time, and the name of the command providing the information.1U.S. Department of Veterans Affairs. National Guard and Reserve Members
If you were activated for federal duty, you’ll need your DD214 or other discharge documents. If you’ve never been activated and are qualifying based on six years of service, you need a Statement of Service listing your full name, Social Security number, date of birth, date you entered duty, total creditable years of service, and any lost time.
Surviving Spouses
If you’re receiving Dependency and Indemnity Compensation, fill out VA Form 26-1817. If you aren’t receiving DIC, you’ll need to complete VA Form 21P-534EZ along with the Veteran’s DD214 (if available), a copy of your marriage license, and the Veteran’s death certificate.5Veterans Affairs. Who Qualifies
Eligibility turns on your service category, how long you served, and how you were discharged. The VA sets different minimum service requirements depending on when and how you served.
- Active-duty service members: at least 90 continuous days of service.
- Veterans (Gulf War era, August 2, 1990 to present): at least 24 continuous months of active duty, the full period you were called to active duty (at least 90 days), or at least 90 days if discharged under a qualifying exception. Discharge for a service-connected disability may qualify you with fewer than 90 days.
- National Guard members: at least 90 days of non-training active-duty service under Title 10 orders, at least 90 days of active-duty service including 30 consecutive days under certain Title 32 activations, or six creditable years in the National Guard with either continued service or an honorable discharge.
- Reserve members: at least 90 days of non-training active-duty service, or six creditable years in the Selected Reserve with continued service or an honorable discharge.
- Surviving spouses: you may qualify if the Veteran died in service or from a service-connected disability. If you haven’t remarried, you’re eligible. If you remarried after turning 57 or after December 16, 2003, you may still qualify.
Veterans who served during earlier periods (World War II, Korea, Vietnam, post-Vietnam peacetime) have different service-length thresholds, which the VA breaks out by specific date ranges.3Veterans Affairs. Eligibility For VA Home Loan Programs
An honorable discharge satisfies the character-of-service requirement in all cases. A general discharge under honorable conditions may also qualify you, reviewed case by case. If you received an other-than-honorable, bad conduct, or dishonorable discharge, you can still apply and the VA will review your service records. Short of the minimum service length, you may still qualify if you were discharged for hardship, a service-connected disability, certain medical conditions, an involuntary reduction in force, or the convenience of the government (with at least 20 months of a two-year enlistment served).3Veterans Affairs. If You Can’t Find Your DD214
Lost discharge papers are more common than you’d think, and they don’t have to stall your application. Request a replacement from the National Personnel Records Center through the online system at vetrecs.archives.gov or by submitting Standard Form 180 (SF-180). Written requests must be signed in cursive and dated within the past year. Allow at least 90 days before sending a follow-up. Checking Your Status
If you submitted your request and haven’t heard back, sign in at VA.gov and open the COE request page to see where things stand. The VA’s goal is to contact applicants within an average of five business days. Resist the urge to submit a second request while the first is pending. If Something Goes Wrong
Errors on the COE
Mistakes happen, particularly with name spellings, branch of service, or funding fee exemption status. If your lender spots an error, they can use the Correct COE function in Web LGY to fix your name, contact information, branch of service, or funding fee exemption status without starting a new application.7Veterans Benefits Administration. LGY Correct COE Quick Reference Document If the correction involves your underlying service records rather than what appears on the COE, you may need to work directly with the VA or the National Personnel Records Center to update those records first.
If Your Request Is Denied
A denial doesn’t have to be the end of the road. The VA offers three ways to challenge a decision:
- Supplemental Claim: if you have new evidence, such as corrected discharge papers or additional service records, file a Supplemental Claim and the VA will reconsider.
- Higher-Level Review: a senior reviewer takes a fresh look using the same evidence. You can’t submit new documents, but it’s useful if you believe the original reviewer erred.
- Board of Veterans’ Appeals: a Veterans Law Judge reviews your case. This is the most formal route and typically takes longer.
