An electronic copy is enough for most day-to-day needs, including roadside compliance checks. Many carriers keep a printed version in the cab and a PDF backup on a phone or in cloud storage.
Check Your Authority Status First
Before you spend time trying to pull a copy, confirm the authority is actually active. A revoked or inactive record won’t produce a usable certificate, and downloading one won’t fix the underlying problem.
The FMCSA’s SAFER (Safety and Fitness Electronic Records) System is the quickest check. If it shows anything other than Active, you’ll need to reinstate before a current certificate can be issued.
Requesting a Certified Paper Replacement
When operating authority is first granted, the FMCSA mails a physical certificate within three to four business days. Information to Have Ready
Whether you’re downloading or requesting a paper copy, keep these details handy:
- Your MC number (also issued as FF or MX depending on authority type).
- Your USDOT number.
- The exact legal business name on file with the FMCSA, including any “doing business as” name.
- The physical business address on file.
The identifiers have to match the FMCSA record exactly. Even a minor discrepancy in the legal name can block a lookup. If your company name or address has changed since the authority was issued, update the record before requesting a new copy.
If Your Authority Is Revoked or Inactive

Before the FMCSA will process the reinstatement, you must have:
- An active USDOT number with current contact information.
- Minimum insurance on file for your authority type. Your insurer files proof of coverage on Form BMC-91 or BMC-91X directly with the FMCSA. - A current BOC-3 on file, designating a process agent in every state where you operate. Submit the reinstatement online through your FMCSA Portal account, or mail a completed Form MCSA-5889 through the FMCSA’s ASK ticketing system. Online submissions typically go active within a week; paper submissions can take up to eight days to review.6Federal Motor Carrier Safety Administration. One boundary to note: you cannot use this process if your carrier was placed out of service as an imminent hazard or received a final unsatisfactory safety rating. Getting back on the road in those cases is a different, more involved process and may call for legal help.
If Your Name or Address Has Changed
A certificate that doesn’t match your current legal name or address is outdated, and you’ll want a corrected one. The FMCSA handles the two changes differently.
An address change uses Form MCSA-5889 and carries no fee.9Federal Motor Carrier Safety Administration. Once the FMCSA processes the name change and issues a re-entitlement letter, you have 30 days to file an amended BOC-3 and updated insurance filings. Why Keeping a Current Copy Matters
Federal rules require that a vehicle providing transportation that needs operating authority actually have that authority in place. If it’s missing or revoked at a roadside inspection, enforcement officers will issue an out-of-service order on the spot, and the driver must comply immediately. Keep a printed copy in the cab and a PDF on your phone, check your status on SAFER now and then, and keep your insurance and BOC-3 filings current. Those three habits are what separate carriers who get pulled over and drive away from carriers who get parked.
