China’s retirement system rests on three pillars: a mandatory basic pension run by the government, employer-sponsored annuities, and voluntary individual pension accounts. Together they cover more than one billion people. Understanding how China’s pension system works means understanding those three layers and the September 2024 reform that began gradually raising retirement ages on January 1, 2025, and will later stretch the minimum contribution period from 15 to 20 years.
The Basic Pension for Urban Employees
The first pillar is mandatory for anyone in formal urban employment. Funding runs on two tracks. Employers contribute roughly 16% of payroll into a social pool managed at the provincial level, which pays current retirees on a pay-as-you-go basis. Under Article 14 of the Social Insurance Law, the personal account can’t be tapped early. Interest credited to it must be at least equal to a fixed-term bank deposit rate, and any balance left when the account holder dies is inheritable.2Congressional-Executive Commission on China. Foreign nationals working in China on valid permits participate on the same terms as Chinese employees, unless their home country has a bilateral social security agreement with China that exempts them from some contributions.
The Basic Pension for Rural and Non-Employed Urban Residents
People without formal urban jobs — farmers, self-employed workers, and non-working urban residents — participate in a separate, voluntary scheme. Instead of paying a percentage of wages, participants pick from fixed annual contribution tiers. The national framework offers twelve standard tiers from 100 RMB to 2,000 RMB per year, and provinces can add higher ones.
Local governments top up every participant’s contribution. The subsidy is at least 30 RMB per year at the lowest tier, and at least 60 RMB per year for anyone choosing 500 RMB or above. The central government also pays a flat basic monthly benefit to every qualifying participant, on top of whatever their personal account produces. Benefits under this scheme are modest, which reflects the lower contribution levels, but the subsidies mean even very low-income participants build up some retirement savings.
Enterprise and Occupational Annuities
The second pillar sits on top of the basic pension. Enterprise annuities are voluntary plans set up by private-sector employers. Combined employer and employee contributions are capped at 12% of the employee’s wages, and the employer’s share alone can’t exceed 8%.1OECD. Occupational annuities are the public-sector equivalent, but they’re mandatory for civil servants and staff at government agencies and public institutions. Both types get favorable tax treatment and operate under government-supervised investment restrictions.1OECD. IOPS Country Profiles – China
Private Pension Accounts
The third pillar launched as a pilot in late 2022 and went nationwide in December 2024. Individuals open a dedicated pension account at an authorized bank and can contribute up to 12,000 RMB per year, either monthly or in one annual deposit.3State Council of the People’s Republic of China. Tax treatment follows an exempt-exempt-taxed pattern. Contributions are deductible from taxable income. Investment gains inside the account grow tax-free. Withdrawals at retirement are taxed at a flat 3%, well below the ordinary income tax brackets that can run as high as 45%. That gap is the main incentive.
Account holders pick from approved products: bank deposits, wealth management products, and long-horizon mutual funds. The funds are locked until the holder reaches the statutory retirement age, becomes totally disabled, or dies. At payout, the holder chooses monthly installments or a lump sum, and that choice is final. Retirement Ages Under the 2025 Reform
In September 2024 the Standing Committee of the National People’s Congress approved a 15-year phase-in that raises every statutory retirement age, starting January 1, 2025.4National People’s Congress of the People’s Republic of China. China to Gradually Raise Retirement Age
- Men: from 60 to 63, delayed by one month for every four calendar months.
- Female white-collar workers: from 55 to 58, at the same pace.
- Female blue-collar workers: from 50 to 55, delayed by one month for every two calendar months.
In 2026, men are reaching retirement at around 60 and four to six months, female white-collar workers at 55 and four to six months, and female blue-collar workers between 50 and seven months and 51, depending on birth month. The reform runs both directions. Workers who have already met the minimum contribution requirement may retire up to three years before their new statutory age, though not earlier than the pre-reform age. And workers may delay retirement by up to three years past the new statutory age if they and their employer agree.4National People’s Congress of the People’s Republic of China. How Long You Have to Contribute, and How the Payout Is Calculated
To draw a monthly pension rather than a lump-sum settlement, a worker needs at least 15 years of cumulative contributions.6OECD. International Update, October 2024 Anyone who hits retirement age short of the threshold can either keep contributing until they qualify or take a one-time settlement of their personal account balance.
The monthly pension for urban employees adds two pieces together. The social pool piece pays 1% of a reference wage for each year of contributions. The reference wage is the average of the worker’s own career-average indexed wage and the local provincial average wage. The personal account piece divides the total account balance by a government-set number of months tied to average life expectancy at retirement. Retiring at 60 uses a divisor of 139 months. A higher retirement age uses a smaller divisor, so the same balance produces a larger monthly payment. Provincial authorities then adjust the combined pension periodically to track wage growth and inflation.
Survivor Benefits and Account Inheritance
When a participant or retiree dies, the social pool pays two things to the family. A funeral grant equal to two months of the local average monthly wage goes to surviving family. A separate survivor benefit, a lump sum of three to 24 months of local average wages depending on how many dependents there are, goes to the spouse, dependent children, and dependent parents.8International Social Security Association. Whatever is left in the deceased’s personal account passes to their legal heirs. That applies to the basic pension personal account, enterprise or occupational annuities, and third-pillar private pension accounts.2Congressional-Executive Commission on China. Early Retirement for Disability or Hazardous Work
Workers assessed with a total disability can retire early. The qualifying ages are 50 for men and 45 for women, with a minimum of 10 years of contributions. Workers in physically demanding or hazardous occupations can retire at 55 for men and 45 for women, provided they have eight to ten years of continuous contributions in those roles.9Social Security Administration. What Happens When Employers Don’t Pay
The Social Insurance Law gives collecting agencies real leverage over employers who fall behind on contributions. The agency first sets a payment deadline and charges a daily late fee of 0.05% on the overdue amount. If payment still doesn’t arrive, authorities can impose a fine of one to three times the unpaid balance, investigate the employer’s bank accounts and apply for a mandatory transfer, demand a financial guarantee with a deferred payment agreement, or ultimately petition a court to seize and auction the employer’s property to cover the debt.2Congressional-Executive Commission on China.
