To buy nicotine liquid in Australia legally, go to a participating pharmacy. Since 1 October 2024, adults aged 18 and over can purchase therapeutic vapes containing 20 mg/mL of nicotine or less directly from a pharmacist, without a prescription, after a short consultation.1Australian Government Department of Health. Buying From a Pharmacy Without a Prescription
This is the simplest route for most adult vapers. To use it, you need to meet each of the following conditions:
- You are 18 or over and can show identification confirming your age.
- The product contains 20 mg/mL of nicotine or less.1Australian Government Department of Health. Vaping Laws

- You buy from a participating pharmacy where state or territory laws allow.
Not every pharmacy stocks vaping products. Call ahead or check online before you go. If a pharmacy does not carry what you need, they can often order it in.
When You Still Need a Prescription
Two situations still require a prescription: when the nicotine concentration is above 20 mg/mL (up to the legal maximum of 50 mg/mL), and when the patient is under 18.1Australian Government Department of Health. Vaping Laws For minors, state or territory laws may add further restrictions or prohibit access altogether.
Even with a prescription, you can only fill it at an Australian pharmacy, in person or through an Australian-based online pharmacy.3Therapeutic Goods Administration. Possessing and Supplying Vaping Goods in Australia
How to Get a Prescription
Any registered Australian medical practitioner can prescribe nicotine vaping products, but the route depends on the doctor’s authorisation status.4Therapeutic Goods Administration. Access Pathways for Therapeutic Vaping Goods
Doctors approved under the Authorised Prescriber scheme can write prescriptions directly for a class of patients, without a per-patient TGA application. Doctors who are not Authorised Prescribers must submit an application through the Special Access Scheme (category B or C) for each patient before writing a prescription. That adds a processing step.
In practice, the fastest option is often a telehealth service that specialises in smoking cessation. These clinics typically employ Authorised Prescribers, so a consultation and prescription can happen in one appointment. Going through your regular GP works too, but expect SAS delays if they are not an Authorised Prescriber.
During the consultation, the doctor assesses whether nicotine vaping is clinically appropriate, generally as a smoking cessation or nicotine-dependence tool. The prescription specifies the nicotine concentration, product type, and quantity.
Where You Cannot Buy It
Vape shops, tobacconists, social media sellers, and overseas online retailers are not legal supply channels for nicotine liquid in Australia under any circumstances.3Therapeutic Goods Administration. Possessing and Supplying Vaping Goods in Australia
Personal importation is also closed. Before 1 March 2024, individuals with a valid prescription could import a three-month supply through the TGA’s Personal Importation Scheme. The scheme now explicitly excludes all vaping products, including disposable vapes, vaping substances, accessories, kits, and therapeutic vaping packs.5Therapeutic Goods Administration. What the Legal Products Actually Look Like
If you are used to overseas products, expect the Australian pharmacy range to feel narrow. From 1 July 2025, all therapeutic vaping goods supplied in Australia must meet strengthened standards under TGO 110 (2024).7Therapeutic Goods Administration. - Nicotine concentration is capped at 50 mg/mL, and the actual concentration must fall within 90–110% of the labelled figure.
- The only permitted ingredients are nicotine, propylene glycol, glycerol, water, and a flavouring agent from three approved categories.
- Flavours are limited to mint, menthol, or tobacco. Combinations like cherry mint or chocolate mint are banned. Menthol used as a flavouring agent cannot exceed 20 mg/mL (2%) concentration.
- Packaging is plain pharmaceutical-style, with required health warnings, ingredient lists, usage instructions, and traceability information.
Fruit, candy, and dessert flavours are not available in the legal Australian market.
What It Costs
Pharmacy nicotine vaping products are more expensive than what black-market or overseas sellers charge, and prices vary between pharmacies. Expect a pharmacy dispensing fee on top of the product itself.
Temporary Medicare rebates for smoking cessation consultations were introduced in July 2021 but lapsed in December 2023. There is currently no specific Medicare rebate for nicotine vaping consultations, so you will typically pay the standard consultation fee for any GP appointment or telehealth session used to get a prescription. Telehealth services that specialise in vaping prescriptions set their own consultation fees.
Bringing Vapes Into Australia as a Traveller
If you are arriving in Australia by ship or aircraft, a limited traveller exemption lets you bring a small quantity of vapes for your personal treatment, or for someone you are caring for who is arriving on the same vessel. The maximum is 2 vapes, 20 vape accessories (including cartridges, capsules, or pods), and 200 mL of vape substance in liquid form.9Therapeutic Goods Administration. Customs officers can inspect items on arrival, and products can be seized if they exceed these limits or contain controlled drugs such as cannabis. The TGA frames the exemption around therapeutic use, so carrying a prescription from your home country is sensible even though the exemption does not explicitly demand it.
Penalties for Buying Outside the Pharmacy System
Enforcement is aimed mainly at sellers and commercial operators, but consumers still face risk. Border authorities can seize illegally imported products under the Customs Act 1901,10Federal Register of Legislation. Buying through the pharmacy pathway keeps you clearly within the law. Buying from a vape shop, social media seller, or overseas website does not, and creates real legal exposure alongside the product-quality risks of an unregulated supply.
