How Are Social Security Numbers Assigned and Structured?

Social Security numbers are assigned by the Social Security Administration through a randomized process that has been in place since June 25, 2011. Every nine-digit number is now drawn from a broad pool with no link to the holder’s state, ZIP code, birth date, or any other personal detail. The Three Parts of a Social Security Number

Every SSN breaks into three segments:

  • The Area Number is the first three digits. On cards issued before June 2011 it reflected a geographic region. On cards issued after that date it carries no geographic meaning.2Social Security Administration. Social Security Numbers
  • The Group Number is the middle two digits, ranging from 01 to 99. Under the old system it followed a non-consecutive administrative sequence; under randomization it is assigned without a predictable pattern.

How Numbers Were Assigned Before 2011

From the earliest days of the program until June 25, 2011, the Area Number was geographic. Before 1972, it reflected whichever state’s Social Security office processed the application, which was not necessarily the applicant’s home state. After 1972, when all cards began issuing centrally from Baltimore, the Area Number was based on the ZIP code in the mailing address on the application.2Social Security Administration. Group Numbers and Serial Numbers within each area block followed set administrative patterns. Anyone who knew an applicant’s state and roughly when they applied could narrow the possible numbers considerably, and that predictability grew into a real security problem as identity theft spread.

What Changed in June 2011

On June 25, 2011, the SSA began drawing numbers randomly and dropped the geographic link entirely.1Social Security Administration. Social Security Number Randomization The change did two things at once. It made numbers much harder to guess, because nothing in a post-2011 SSN reveals where or when the holder applied. And it extended the life of the nine-digit format by opening up Area Number blocks that had been reserved for individual states but never fully used.3Social Security Administration. Randomization also brought Area Numbers into circulation that had never been issued before, including numbers beginning with 8. The agency ended the validation role of the highest Group Number, which had previously served as a fraud-detection signal. How People Actually Receive a Number

At Birth

About 99 percent of infants get their Social Security number through the Enumeration at Birth program.6Social Security Administration. The hospital passes the information to the state vital-records office, which verifies the birth and transmits the data electronically to the SSA. As an Adult or New Immigrant

Anyone who did not receive a number at birth applies using Form SS-5, the Application for a Social Security Card. The form asks for your full legal name, date of birth, place of birth, and each parent’s full name.8Social Security Administration. Application for a Social Security Card You submit it with original documents (or copies certified by the issuing agency) that prove age, identity, and citizenship or immigration status. You can apply in person at a local Social Security office or by mail. In-person is common because the office can hand original documents back on the spot. Non-citizens whose work authorization has to be verified may wait longer while the SSA coordinates with immigration services. Once verification is complete, the card usually arrives within seven to ten business days.10Social Security Administration. When Someone Is Assigned a Different Number

The SSA expects you to keep the same number for life. In narrow situations it will assign a completely new one, but only if you can show that continued use of your current number is causing real harm through no fault of your own. Cases involving harassment, abuse, or life endangerment (HALE) qualify when supported by evidence such as police reports or court orders.11Social Security Administration. Not every hardship meets the standard. The SSA has specifically refused to issue new numbers to people seeking to escape bankruptcy, a poor credit rating, or legal responsibilities, because none of those show harm through no fault of the applicant.12Social Security Administration.
