HMIS Labeling System: Hazard Ratings, PPE Codes, and OSHA Rules

The Hazardous Materials Identification System, or HMIS, is a workplace chemical labeling method developed by the American Coatings Association that scores each chemical from 0 to 4 in three hazard categories and tells workers what protective equipment to wear. You read an HMIS label top to bottom: chemical name, then a blue bar for health, a red bar for flammability, an orange bar for physical hazard, and a white bar with a letter code for personal protective equipment.

What an HMIS Label Looks Like

An HMIS label is a vertical rectangle with the chemical’s name across the top and four stacked, color-coded bars beneath it:

  • Blue bar — health risks from exposure.
  • Red bar — how easily the substance ignites.
  • Orange bar — physical hazards such as explosive decomposition, instability, or water reactivity.
  • White bar — a letter code showing which protective equipment is required.

The blue health bar actually has two spaces. One holds the numerical rating. The other may show an asterisk. That asterisk is a chronic-hazard flag, meaning repeated or prolonged contact can cause lasting damage such as kidney or lung disease. If you see it, the concern isn’t a single splash; it’s what months or years of exposure add up to.

Older Labels With a Yellow Bar

If the third bar is yellow instead of orange, the label is obsolete. HMIS I and II used a yellow “Reactivity” bar that mirrored the NFPA 704 diamond. In April 2002 the system was updated to HMIS III, which replaced that yellow bar with the orange “Physical Hazard” bar based on OSHA’s broader definition of physical hazards. Yellow-bar labels should be replaced.

Reading the 0-to-4 Hazard Numbers

The blue, red, and orange bars each carry a number from 0 to 4. The scale reads the same way in every category: 0 is essentially no hazard, 4 is potentially lethal or catastrophic.

  • 0 — Minimal hazard. No significant risk under normal handling.
  • 1 — Slight hazard. Minor, reversible effects. On the red bar, a flash point above 200°F.
  • 2 — Moderate hazard. Temporary harm or incapacitation possible. Flash points between 100°F and 200°F.
  • 3 — Serious hazard. Major injury or lasting health effects. Flash points below 100°F.
  • 4 — Severe hazard. Life-threatening or capable of catastrophic damage. Flash points below 73°F with boiling points below 100°F; some ignite on contact with air.

A flammability rating of 4 doesn’t just mean “very flammable.” It marks substances so volatile they form ignitable vapor at room temperature, like gasoline-type liquids and flammable gases. Both a low flash point and a low boiling point are required to reach that top tier.

On the orange physical hazard bar, a 4 means the material can detonate or explosively decompose at normal temperature and pressure. A 0 means it stays stable even in fire conditions and won’t react with water. Most everyday workplace chemicals fall between 0 and 2 here. Anything at 3 or 4 needs specialized handling and isolated storage.

The PPE Letter Codes on the White Bar

The white bar uses a letter, not a number. Letters A through K describe fixed combinations of protective equipment, and each step up the alphabet generally adds protection:

  • A — Safety glasses.
  • B — Safety glasses and gloves.
  • C — Safety glasses, gloves, and a synthetic apron.
  • D — Face shield, gloves, and an apron.
  • E — Safety glasses, gloves, and a dust respirator.
  • F — Safety glasses, gloves, apron, and a dust respirator.
  • G — Safety glasses and a vapor respirator.
  • H — Splash goggles, gloves, apron, and a vapor respirator.
  • I — Safety glasses, gloves, and a dual dust/vapor respirator.
  • J — Splash goggles, gloves, apron, and a dual dust/vapor respirator.
  • K — Airline hood or mask, gloves, full suit, and boots.
  • X — Consult your supervisor or the standard operating procedures for special handling instructions.

The letter X causes the most trouble. It does not mean “no protection needed.” It means the standard A-through-K combinations don’t adequately describe what this chemical requires, and the correct gear has to come from a supervisor or a written procedure. Treating an X as optional is the shortcut that leads to exposure incidents.

Employers are supposed to post a reference chart in the workplace matching each letter to its gear list, so nobody has to memorize the alphabet. If your workplace uses HMIS and there’s no chart in sight, ask for one; the label doesn’t function without it.

HMIS Is Not the Same as the NFPA Diamond

The HMIS rectangle and the NFPA 704 diamond look similar, and they both run 0-to-4 ratings on color-coded sections. They are different systems built for different audiences, and their numbers for the same chemical can disagree.

NFPA 704 is designed for emergency responders arriving at a fire. Its ratings assume a fire is already underway, which shifts how health and reactivity get scored. The diamond has four quadrants: blue (health), red (flammability), yellow (reactivity), and white (special hazards such as water-reactive or oxidizer symbols).

HMIS is written for employees handling chemicals during normal work, no fire assumed. Its orange physical hazard bar covers a wider range of dangers than NFPA’s yellow reactivity quadrant, and its white bar assigns protective equipment rather than flagging special hazard symbols. Because the assumptions differ, the same chemical might be rated 3 for health on one system and 2 on the other. Don’t move numbers from one to the other. If your facility uses both, read each on its own terms.

How HMIS Fits Into OSHA Rules

OSHA does not require HMIS specifically. What OSHA requires, under 29 CFR 1910.1200(f)(6), is that every container of hazardous chemicals in the workplace show at least the product name and information about the chemical’s health and physical hazards.1eCFR. 29 CFR 1910.1200 – Hazard Communication Employers can meet that requirement either by keeping the original manufacturer label (which uses GHS pictograms) or by adopting an alternative workplace system such as HMIS, provided the system is consistent with the Hazard Communication Standard and employees are trained on it.2Occupational Safety and Health Administration. So the label on the container is only part of the picture. HMIS labels satisfy OSHA only when paired with employee training on how to read them and with access to the chemical’s Safety Data Sheet. Training must cover what the color bars, numbers, asterisk, and PPE letters mean, and where to find the SDS.1eCFR. 29 CFR 1910.1200 – Hazard Communication It has to happen again whenever a new chemical hazard shows up in the work area.

Labels themselves must be legible, in English, and prominently displayed on each container or readily available in the work area throughout every shift.1eCFR. 29 CFR 1910.1200 – Hazard Communication Translations can be added for non-English-speaking workers, but the English text stays. A torn, faded, or chemical-splashed label is legally equivalent to no label at all and needs replacement.

Reading an HMIS label well comes down to a simple habit: check the chemical name, note the three numbers and whether an asterisk sits next to the health rating, then look up the PPE letter on the reference chart before you handle the container. If any of those pieces is missing, damaged, or shows an X you don’t have instructions for, stop and ask before continuing.
