A Florida school zone speed camera ticket is a $100 civil penalty issued by mail to the vehicle’s registered owner when the camera records a vehicle traveling more than 10 miles per hour over the posted school zone speed limit.1Florida Senate. Florida Code 316 – 316.1896 Roadways Maintained as School Zones; Speed Detection System Enforcement; Penalties; Appeal Procedure; Privacy; Reports It does not add points to your license, and Florida law bars insurers from using it to set your rates.2Florida House of Representatives. Enforcement of School Zone Speed Limits You have 30 days from the date of the notice to respond. Ignoring it is the expensive mistake.
What the Ticket Actually Costs You
The fine is flat: $100, regardless of how far over the threshold you were clocked. Because the violation is classified as a civil infraction rather than a moving violation, it doesn’t touch your driving record the way a traffic stop would. No points. And the statute prohibits insurance companies from using the infraction to adjust your premium.2Florida House of Representatives. Enforcement of School Zone Speed Limits
Pay the $100 within 30 days and the matter is closed. That is the entire consequence if you respond on time.
What the Notice Includes and How to Review the Evidence
The county or municipality must mail the notice of violation within 30 days of the recorded infraction. It goes to the registered owner by first-class mail and includes the date, time, and location; the recorded speed and the posted limit; photographic or video evidence; and instructions for responding.3Online Sunshine. Florida Statutes 316.1896 Roadways Maintained as School Zones; Speed Detection System Enforcement
The notice also carries a unique notice number and a personal identification number (PIN). Those credentials let you log into a secure portal and view the high-resolution images and video the system captured. Look at the evidence before you decide what to do. If your vehicle is clearly identifiable and the speed reading is well above the threshold, paying is usually the shortest path. If something about the images or the speed reading looks off, that changes the calculation.
Your Three Options Within 30 Days
You have exactly three lawful responses, and all of them must happen within 30 days of the notice date.
Pay the $100
Payment goes through the designated online portal using your notice number and PIN, or by mailing a check or money order with the payment coupon. The system generates a confirmation receipt, which is your proof the case is closed.
Request a Hearing
If you think the citation is wrong, you can request a hearing in writing within the same 30-day window. The statute specifically prohibits requiring any payment or fee before the hearing, so you do not have to pay first to challenge it. A hearing officer reviews the evidence and your arguments. If the officer upholds the violation, you owe the original $100 plus any administrative costs. If the officer rules against you and you still believe the outcome is wrong, you can appeal to county court within 30 days of the decision.1Florida Senate. Florida Code 316 – 316.1896 Roadways Maintained as School Zones; Speed Detection System Enforcement; Penalties; Appeal Procedure; Privacy; Reports
File an Affidavit of Non-Responsibility
If you weren’t driving, you can submit a sworn affidavit identifying who was. The affidavit must include that person’s name, address, date of birth, and driver’s license number if you know it. If the vehicle was stolen, attach the police report. If the registered owner died before the violation date, the affidavit requires a certified death certificate along with documentation such as a bill of sale showing the vehicle was transferred, proof that the plates were returned, or a police report showing the plate or vehicle was stolen after the owner’s death.4Florida Senate. Florida Statutes 316.1896 Roadways Maintained as School Zones
Once the local government accepts a valid affidavit, it can issue a new notice of violation or a uniform traffic citation to the person you identified. Liability shifts off of you only if the paperwork is complete and filed on time.
What Happens If You Ignore the Notice
Doing nothing turns a $100 civil fine into something bigger. If you don’t pay, don’t request a hearing, and don’t file an affidavit within 30 days, the county or municipality must issue a uniform traffic citation by certified mail. That’s a formal legal document, and the statute expressly warns that failing to act within the initial 30-day window results in “court fees, costs, and the issuance of a uniform traffic citation.”3Online Sunshine. Florida Statutes 316.1896 Roadways Maintained as School Zones; Speed Detection System Enforcement
Accepting delivery of the certified mail counts as legal notification. If you later challenge the citation, you waive any argument about whether delivery was proper. For jointly owned vehicles, the citation goes to the first name on the registration, unless that name is a business, in which case it goes to the second name.
Statewide, of the roughly 645,000 notices recorded in the 2024-2025 reporting year, about 133,000 escalated to uniform traffic citations, most because the owner never responded.5Florida Highway Safety and Motor Vehicles. When the Cameras Can Ticket You
The cameras don’t run around the clock, and they don’t ticket for going a few miles over. A violation is only recorded when a vehicle exceeds the posted school zone speed limit by more than 10 miles per hour, and only during one of four enforcement windows tied to the school’s actual schedule:
- From 30 minutes before through 30 minutes after a regularly scheduled school breakfast program.
- From 30 minutes before through 30 minutes after a regularly scheduled school session begins.
- The entire duration of a regularly scheduled school session.
- From 30 minutes before through 30 minutes after a regularly scheduled school session ends.
The breakfast program window catches people off guard. Drivers often assume enforcement only runs around morning drop-off and afternoon dismissal, but schools with early breakfast programs can have cameras active well before the main session starts.1Florida Senate. Signage and the 30-Day Warning Period
Before any jurisdiction can start issuing fines, it has to post signage at the school zone stating that photographic or video enforcement is in use and identifying the enforcement periods. The signs must meet Florida Department of Transportation placement standards. If the jurisdiction has never operated a school zone camera program before, it must also run a public awareness campaign and announce the enforcement start date at least 30 days in advance. During that first 30 days, cameras can only issue warnings.6Online Sunshine. Florida Statutes 316.0776 Traffic Infraction Detectors; Speed Detection Systems; Placement and Installation
Not every Florida city and county participates. As of the 2024-2025 reporting year, 34 jurisdictions had enrolled in the program. Some enrolled communities canceled their programs or were still in a warning-only phase.5Florida Highway Safety and Motor Vehicles. School Bus and School Zone Cameras Summary FY24-25
Grounds for Contesting the Ticket
A hearing is worth requesting when you have a concrete reason to think the citation is wrong: the vehicle in the images isn’t yours, someone else was driving, or you have reason to believe the speed reading is inaccurate.
Florida law requires every speed detection system to be capable of self-testing its detection accuracy, and those self-tests must run at least once every 30 days. The operating law enforcement agency or its vendor must keep a log of every self-test result. On top of that, each system must be independently calibrated at least once every 12 months.7Florida Senate. Florida Code 316 – 316.1906 Radar Speed-Measuring Devices An accuracy defense at a hearing would need to show the system wasn’t properly calibrated or that self-test logs show problems during the period of your violation. Without that, challenging the speed reading itself is difficult.
Statewide numbers back this up. Of roughly 645,000 notices in the last reporting year, fewer than 3,500 were formally contested at a hearing, and hearing officers upheld about two-thirds of those. Nearly 17,000 were dismissed outright, most likely through the affidavit process or administrative review.5Florida Highway Safety and Motor Vehicles. School Bus and School Zone Cameras Summary FY24-25 If you have a real defense, use the hearing. If you don’t, pay the $100 and be done.
