Guardrail height requirements come down to a few numbers. In homes covered by the International Residential Code, guards must be at least 36 inches tall. In commercial buildings under the International Building Code, and in workplaces under OSHA, the minimum is 42 inches. A guard is required once a walking surface sits more than 30 inches above the floor or ground in a home, and once a worker is 6 feet or more above a lower level on a construction site. The measurement changes on stairs, where you measure from a line drawn across the stair nosings rather than from the floor.
Residential Guards Under the IRC
Most local jurisdictions apply the International Residential Code to single-family homes and duplexes. It requires a guard on any open-sided walking surface that sits more than 30 inches above the grade or floor below. That 30-inch drop is measured vertically at any point within 36 inches horizontally of the open edge, so a deck that is only slightly elevated at the house but sits well above sloped ground at the outer edge still needs a guard. Decks, porches, balconies, ramps, and landings all trigger the rule once they cross the threshold.
The minimum height is 36 inches, measured from the walking surface up to the top of the rail. On residential stairs, the guard along the open side can drop to 34 inches, measured from the nosing line. When the top of the guard also functions as the graspable handrail, its height must fall between 34 and 38 inches from the nosings. That range is common in homes where a single rail does double duty as guard and handhold.
Commercial Guards Under the IBC
Public buildings, offices, hotels, and multi-family residential complexes follow the International Building Code, which sets the minimum guard height at 42 inches measured from the adjacent walking surface, the nosing line on stairs, or the ramp surface.1ICC Digital Codes. IBC 2021 Chapter 10 Means of Egress The extra six inches over the residential number reflects the wider mix of body sizes and higher foot traffic in public spaces.
There is a meaningful exception inside apartment buildings. Within a dwelling unit in a Group R-2 occupancy that is three stories or fewer above grade and has its own exit path, guards need only be 36 inches, matching the residential standard. The same allowance applies to Group R-3 occupancies such as small boarding houses. Inside those units, guards on stairs can drop to 34 inches from the nosing line, and a guard top that serves as a handrail follows the same 34-to-38-inch range as in a house.1ICC Digital Codes. OSHA Requirements in Workplaces
OSHA regulates guardrails separately from the building codes, and it splits the rules between permanent workplaces and construction sites.
General Industry
Factories, warehouses, and distribution centers fall under 29 CFR 1910.29. The top rail must sit 42 inches above the walking surface, with a tolerance of plus or minus 3 inches. A guard can exceed 45 inches as long as it meets the other structural criteria. The top rail must also withstand at least 200 pounds of force applied downward or outward within 2 inches of the top edge, at any point along its length.2eCFR. 29 CFR 1910.29 – Fall Protection Systems Criteria and Practices
Construction Sites
Temporary guardrails on construction sites are governed by 29 CFR 1926.502. The height is the same 42 inches plus or minus 3 inches, but the trigger for needing fall protection is lower. On construction sites, guardrails or another approved system become mandatory whenever a worker is on a surface 6 feet or more above a lower level. That threshold covers unprotected edges, leading edges, hoist areas, ramps, runways, excavation perimeters, and areas above dangerous equipment.3eCFR. 29 CFR 1926.501 – Duty to Have Fall Protection Construction guards also require midrails halfway between the top rail and the walking surface, or vertical balusters spaced no more than 19 inches apart.4eCFR. 29 CFR 1926.502 – Fall Protection Systems Criteria and Practices
Penalties
As of 2025, a serious guardrail violation carries a penalty of up to $16,550. Willful or repeated violations rise to $165,514 per occurrence. Failure to correct a cited hazard costs up to $16,550 per day past the abatement deadline.5Occupational Safety and Health Administration. How to Measure on Stairs
Stair guards use a diagonal reference line rather than the floor. Draw a line connecting the leading edges of the treads (the nosings), then measure vertically from that line to the top of the guard. This keeps the effective barrier height consistent as someone moves up or down the stairs.
In a home, the 36-inch guard can drop to 34 inches along the open side of a stairway when measured this way. If the top of the guard is also the handrail, the height falls between 34 and 38 inches from the nosings. Guide to the ADA Accessibility Standards – Chapter 5 Stairways In commercial stairwells, the guard has to keep its full 42-inch height from the nosing line unless the stairs are inside a qualifying dwelling unit. A separate handrail at the 34-to-38-inch height is often mounted inside a tall commercial guard so that both the fall barrier and the graspable rail are correct.
Height Isn’t Enough: Opening Limits
A guard that hits the right height can still fail inspection if the gaps between balusters, cables, or panels are too wide. Under both the IRC and IBC, a 4-inch sphere cannot be allowed to pass through any opening in the guard up to a height of 34 inches above the walking surface.7International Code Council. International Building Code – Means of Egress – Opening Limitations In the upper portion of a commercial guard, between 34 and 42 inches, the restriction loosens to an 8-inch sphere.
Stairs get one adjustment. The triangular gap formed where a tread, riser, and bottom rail meet at the open side of a stairway is tested with a 6-inch sphere rather than 4 inches, because the geometry limits how a child could enter the opening. The gap between the bottom of the guard and the deck surface must stay under 4 inches. Factory, hazardous, and storage occupancies that are not open to the public are allowed openings up to 21 inches, and the same 21-inch allowance applies to elevated walkways used only for access to mechanical, electrical, or plumbing equipment.
Ramps and ADA Handrails
Building-code guard heights and ADA handrail heights are separate requirements that often apply to the same structure. ADA-compliant ramps must have handrails on both sides, mounted between 34 and 38 inches above the ramp surface, and those handrails must extend at least 12 inches beyond the top and bottom of the ramp run in the same direction as the slope.8U.S. Access Board. That is why you often see a tall outer guard paired with a separate lower handrail mounted inside it.
