Guardrail height requirements come from two separate numbers that people often mix up: the drop height that forces you to install a guardrail in the first place, and the height the guardrail itself must reach. Under most building codes, a guardrail is required whenever a walking surface sits more than 30 inches above the ground or floor below. OSHA sets that trigger higher for workplaces — 4 feet in general industry and 6 feet on construction sites. Once a guardrail is required, it must generally stand 42 inches tall in commercial and workplace settings, or 36 inches in homes, with different rules for stairways.
When a Guardrail Is Required
Three regulatory frameworks cover almost every situation, and each uses its own trigger height.
Buildings and Homes: 30 Inches
The International Building Code and International Residential Code both require guards along any open-sided walking surface more than 30 inches above the floor or grade below.1UpCodes. The 30 inches is measured vertically from the lowest point of the ground or floor directly beneath the edge, not from any nearby structure. A short deck sitting 30 inches off the yard still needs a guardrail.
General Industry Workplaces: 4 Feet
In offices, warehouses, factories, and other permanent workplaces covered by OSHA’s general industry standards, employers must protect workers from falling whenever a walking or working surface has an unprotected edge 4 feet or more above a lower level.2Occupational Safety and Health Administration. 29 CFR 1910.28 – Duty to Have Fall Protection and Falling Object Protection Guardrails are one accepted solution alongside safety nets and personal fall arrest systems, and they are the usual choice for fixed platforms, mezzanines, and open-sided floors because they protect everyone in the area at once.
Construction Sites: 6 Feet
Construction work follows a separate OSHA standard with a higher threshold. Fall protection is required at 6 feet or more above a lower level.3eCFR. 29 CFR 1926.501 – Duty to Have Fall Protection That covers unprotected edges, leading edges, hoist areas, holes, excavations, ramps, and roofing.
How Tall the Guardrail Itself Must Be
Once a guardrail is required, the code sets a minimum height for the rail measured from the walking surface up to the top of the rail.
Commercial and Workplace: 42 Inches
OSHA and the IBC both set the standard guardrail height at 42 inches. OSHA allows a tolerance of plus or minus 3 inches, so a top rail anywhere between 39 and 45 inches complies.4Occupational Safety and Health Administration. 29 CFR 1910.29 – Fall Protection Systems and Falling Object Protection – Criteria and Practices The IBC likewise requires guards to be at least 42 inches high, measured from the adjacent walking surface, from a line connecting the tread nosings on stairways, or from the ramp surface on ramps.5ICC Digital Codes. Residential: 36 Inches
Homes get a lower minimum. The International Residential Code requires guards on decks, porches, balconies, and landings to be at least 36 inches tall, measured vertically from the walking surface.1UpCodes. GSA Residential Code 2024 – Section R321 Guards and Window Fall Protection
Stairways
Stairs follow their own rules. Under the IRC, open-sided stair guards must be at least 34 inches high, measured vertically from a line connecting the tread nosings. A guard that also functions as a handrail must sit between 34 and 38 inches from the nosings, low enough to grip comfortably while still tall enough to work as a fall barrier.1UpCodes. When a 42-inch commercial guardrail is required along a stairway or ramp, it will usually be too tall for a comfortable grip. In that case a separate handrail, typically between 34 and 38 inches measured from the nosings, must be installed alongside the guardrail.
Strength and Opening Requirements
Height is only part of a compliant guardrail. Load, deflection, and gap sizes are all specified.
Under OSHA’s general industry standard, the top rail must withstand at least 200 pounds of force applied downward or outward at any point without failing. When that 200-pound load pushes down, the top rail cannot deflect below 39 inches above the walking surface. The rules on gap size are where building codes and OSHA diverge sharply. The IBC does not allow openings in required guards to pass a 4-inch-diameter sphere at any point between the walking surface and the top of the guard, a rule aimed at keeping small children from slipping through. OSHA’s general industry standard is looser: intermediate vertical members like balusters must be spaced no more than 19 inches apart.4Occupational Safety and Health Administration. 29 CFR 1910.29 – Fall Protection Systems and Falling Object Protection – Criteria and Practices Workplaces typically don’t have toddlers; commercial buildings open to the public do.
If you are building or renovating a structure where both frameworks reach, the stricter rule governs. A guardrail that satisfies the 4-inch sphere rule will also satisfy OSHA’s 19-inch spacing, but not the other way around.
Situations Where Guardrails Aren’t Required
OSHA carves out a few narrow exceptions where guardrails would interfere with the work itself or where other protections take their place. These matter because they are easy to assume without confirming, and the employer carries the burden of proving each condition is met.
- Loading docks and teeming platforms during active operations, when the employer can show guardrails on the working side are not feasible and access is limited to trained, authorized employees.2Occupational Safety and Health Administration. 29 CFR 1910.28 – Duty to Have Fall Protection and Falling Object Protection
- Vehicle service and repair pits less than 10 feet deep, if the employer restricts access to within 6 feet of the edge, uses contrasting floor markings or warning lines, and posts visible caution signs.2Occupational Safety and Health Administration. 29 CFR 1910.28 – Duty to Have Fall Protection and Falling Object Protection
- The exposed perimeters of entertainment stages and rail-station platforms, which are exempt from OSHA’s fall protection requirements.
- Dockboards used only for materials handling with motorized equipment, where the fall exposure is under 10 feet and the employees are trained. Which Rulebook Applies to Your Project
Guardrail requirements come from overlapping systems. OSHA governs workplace safety through 29 CFR 1910 for general industry and 29 CFR 1926 for construction. The International Building Code covers commercial and public buildings; the International Residential Code covers homes. Most local jurisdictions adopt one or both of these model building codes, sometimes with amendments that push requirements above the national baseline, and a handful of cities and states maintain their own independent codes.
For a home deck, the IRC applies. For a warehouse mezzanine, OSHA general industry and the IBC both apply, and the stricter number wins. For an active construction site, OSHA construction rules control the work in progress while the IBC controls the finished structure. Confirming with your local building department before starting is the only reliable way to know which trigger heights, rail heights, and design standards govern your specific project.
