GS-14 Requirements: Experience, Pay, and Qualifications

To qualify for a GS-14 position, you need at least one year of specialized experience equivalent to the GS-13 level, and if you already work for the federal government you also have to complete 52 weeks in grade at GS-13 before you can move up. Specialized Experience Is the Core Requirement

Every applicant, internal or external, has to show one full year of specialized experience at a level comparable to GS-13. That means work like developing and implementing new program methods, setting technical standards others relied on, advising senior officials as a recognized authority, or managing complex projects that cut across organizational lines. The word that carries the weight is “equivalent.” If you’ve done work of comparable difficulty and responsibility outside the federal government, at a state agency, a nonprofit, or in the private sector, it counts.

Each job announcement defines specialized experience for that specific position, and HR specialists compare your described experience against those criteria almost line by line. The language in the announcement is not decorative. Applications succeed or fail on how closely your documented experience tracks the exact wording of the requirement.

OPM’s classification standards describe GS-14 work as covering broad functions where problems are largely undefined and demand extensive analysis to determine their scope.3U.S. Office of Personnel Management. Introduction to the Position Classification Standards Positions generally fall into one of three tracks: expert technical specialist serving as an agency’s definitive authority on a subject, program manager overseeing operations with national scope, or supervisory division chief responsible for teams and organizational units. Whatever the track, the work influences major programs and resource decisions, and the methods you establish tend to become the standard others follow.

Time-in-Grade for Current Federal Employees

If you already hold a federal competitive-service job, you cannot advance to GS-14 until you have completed 52 weeks at GS-13 or an equivalent level.4eCFR. 5 CFR 300.604 – Restrictions The 52 weeks must be complete by the closing date of the announcement. Outstanding performance does not shorten it, and no waiver clears it. Applicants from outside the federal government are not subject to the time-in-grade rule. The specialized experience requirement still applies, but there is no waiting period tied to a prior federal grade.

Education Almost Never Substitutes at This Level

OPM’s qualification standards allow a Ph.D. to substitute for experience only up to GS-12. At GS-13 and above, including GS-14, one year of specialized experience at the next lower grade is required regardless of your educational background. Certain occupational series, including attorneys, some medical officers, and particular scientific positions, require a specific degree as a baseline, but that degree gets you in the door. It does not replace the experience requirement.

GS-14 Pay in 2026

Base pay for GS-14 in 2026 spans ten steps, from $107,446 at Step 1 to $139,684 at Step 10.1OPM.gov. Salary Table 2026-GS Almost no one is paid at the base rate alone. In practical numbers: in the Washington-Baltimore-Arlington locality, a GS-14 Step 1 earns $143,913 and a Step 10 earns $187,093.6OPM.gov. How Step Increases Work

You do not apply for step increases. They come automatically based on time in your current step, provided your performance is at least satisfactory. The waiting periods stretch as you climb:9eCFR. 5 CFR 531.405 – Waiting Periods for Within-Grade Increase

  • Steps 1 through 3: one year between each step
  • Steps 4 through 6: two years between each step
  • Steps 7 through 9: three years between each step

Getting from Step 1 to Step 10 at the same grade takes 18 years of continuous service. Many GS-14 employees promote to GS-15 or move into the Senior Executive Service well before reaching the top step.

Negotiating a Higher Starting Step

New federal hires coming in at GS-14 do not have to accept Step 1. Under OPM’s superior qualifications authority, an agency can set your starting pay at any step up to Step 10 when your qualifications are significantly above the minimum or the agency has a special need for your skills.10U.S. Office of Personnel Management. The agency weighs the quality and specialization of your skills against other candidates, disparities between federal and private-sector salaries for your type of work, current labor market conditions, and how critical the position is to the mission. Agencies cannot consider your current or prior non-federal salary and should not ask for it. The negotiation turns on the value of your qualifications, not what you happen to earn now. Each agency sets its own internal policy on this authority, so willingness to use it varies. Raise it after you receive a tentative offer, not during the interview.

Recruitment and Relocation Incentives

Agencies can offer recruitment or relocation incentives of up to 25% of basic pay, or up to 50% with special approval for critical needs. The total incentive over the service agreement period cannot exceed 100% of basic pay.11U.S. Office of Personnel Management. Documenting Your Qualifications

Federal applications live or die on documentation. Missing a single required document can disqualify you before a human reads your resume.

The Federal Resume

A federal resume looks nothing like a private-sector resume. It typically runs four to six pages and includes, for every relevant position, your exact job title, employer name and address, start and end dates by month and year, hours worked per week, supervisor’s name and phone number, and whether the supervisor may be contacted. For each position, write narrative paragraphs describing your responsibilities and accomplishments. Those paragraphs need to map directly onto the specialized experience language in the announcement. If the posting asks for experience developing policy guidance, describe a specific instance where you did that, with quantifiable results where possible.

Knowledge, skills, and abilities belong inside those narrative paragraphs, not in a separate list. If the announcement requires managing a budget of a certain size, state the dollar figure. If it asks for leading cross-functional teams, name the number of people and the number of organizations. Vague claims about “strong leadership skills” carry no weight. SF-50 and Supporting Documents

Current federal employees must submit their most recent SF-50 to verify grade, step, and tenure for time-in-grade compliance. Check yours for accuracy before submitting; errors can take months to fix. Announcements often require your most recent annual performance appraisal, and positions with a mandatory degree require official transcripts. Many announcements request a separate narrative statement addressing specific competencies. How Your Qualifications Get Rated

Most GS-14 announcements on USAJobs include a self-assessment questionnaire. You rate your proficiency on various competencies, and each response earns a score that determines which quality category you land in.14U.S. Office of Personnel Management. HR specialists compare your answers against your documented experience and will downgrade ratings the resume cannot support.

Most agencies use category rating rather than a single numerical ranking. Qualified applicants are sorted into quality groups, commonly labeled Best Qualified, Well Qualified, and Qualified.15U.S. Office of Personnel Management. Veterans’ preference applies at GS-14. Under category rating, preference-eligible veterans are placed ahead of non-preference applicants within each quality category, and a hiring manager cannot pass over a preference-eligible veteran to pick a lower-ranked non-preference applicant without following specific pass-over procedures.17U.S. Office of Personnel Management. Direct Hire Shortcuts for Some Fields

For certain high-demand fields, agencies can skip competitive rating, ranking, and veterans’ preference procedures under Direct Hire Authority when OPM finds a severe candidate shortage or critical hiring need.   • IT and cybersecurity roles in the GS-2210 series at GS-9 and above, plus cybersecurity positions in computer engineering, computer science, and electronics engineering at GS-12 through GS-15, through December 31, 2028.
  • STEM positions at GS-11 through GS-15, covering economists, biologists, engineers, physicists, actuaries, data scientists, and acquisition specialists, through December 31, 2028.
  • Artificial intelligence positions at GS-9 through GS-15, including computer scientists, IT specialists, computer engineers, and management analysts on AI work, through December 31, 2028.
  • Medical occupations including physicians, nurses, pharmacists, and diagnostic radiologic technologists at all grade levels.
  • Veterinary medical officers at GS-11 through GS-15 nationwide, authorized indefinitely.

Direct hire changes how you are selected, not what you need to qualify. Every qualification requirement still applies.

Extra Requirements for Supervisory Roles

Your first federal supervisory appointment triggers a probationary period. Each agency sets the length, which must be reasonable, fixed in duration, and uniformly applied.20eCFR. 5 CFR Part 315 Subpart I – Probation on Initial Appointment to a Supervisory or Managerial Position The purpose is to assess your performance as a supervisor, not your technical skills. At the end, the agency decides whether to keep you in the supervisory role or return you to a non-supervisory position.21OPM.gov.
