Getting married in Cyprus is one of the simpler civil wedding routes in Europe for foreign couples: there is no residency requirement, the paperwork can be filed and the ceremony held within a single short trip, and the standard fee starts at €128. The island’s Marriage Law of 2003 governs the process whether both partners are foreign, both are Cypriot, or one of each.
Who Can Marry in Cyprus
Both partners must be at least 18 to marry without any additional approval. A 16-year-old may marry with written consent from both parents or legal guardians; anyone under 16 cannot marry at all.1Ministry of Interior – Gov.cy. Political Cohabitation Agreement – Civil Marriages Each person must be legally single: never married, divorced with a final decree, or widowed. Neither partner needs to be a Cypriot citizen or resident.2U.S. Embassy in Cyprus. Marriage
Same-sex marriage is not available in Cyprus. Since 2015, same-sex couples can enter into a civil cohabitation agreement, which is a distinct legal status from marriage.3Ministry of Interior – Gov.cy. Documents You Need to Bring
Each applicant needs a valid passport and an original birth certificate. Anyone previously married also brings the final divorce decree, or the death certificate of the former spouse if widowed.1Ministry of Interior – Gov.cy. Political Cohabitation Agreement – Civil Marriages “Final” means absolute and irrevocable, not a provisional or interim order.
Most foreign nationals also need a Certificate of No Impediment to Marriage, obtained from the civil registry or vital records office in your home country. In some cases a sworn affidavit of single status prepared by a solicitor in Cyprus can substitute, but confirm this with the municipality where you plan to marry before relying on it.2U.S. Embassy in Cyprus. Apostille and Translation
If your home country belongs to the 1961 Hague Apostille Convention, your birth certificate, divorce decree, and Certificate of No Impediment each need an Apostille stamp before you bring them to Cyprus.4Gov.cy. Certification of Documents through Diplomatic Missions Fees and processing times vary by issuing authority, so start this well before your trip. If your country is not a Hague signatory, the documents need diplomatic certification through the relevant embassy or consulate instead.
Anything not in Greek or English must be translated by a sworn translator registered with the Council of Sworn Translators in Cyprus.5Press and Information Office. Certified Translations by Sworn Translators Unofficial translations will be rejected. Make sure all original stamps and signatures show clearly on the translated copies; a missing seal is one of the easiest ways to get an application sent back.
Filing the Notice of Marriage
Both partners must appear in person at the Marriage Officer’s office in the municipality where you plan to marry, usually inside the Town Hall. Filing by mail, email, or through a representative is not allowed. The officer verifies your identities and reviews all documents at this visit.6Limassol Municipality. Standard Notice: €128, 15-Day Wait
The standard route requires a waiting period of at least 15 days from the date of filing, with the ceremony no later than three months after filing. The fee is €128.1Ministry of Interior – Gov.cy. Political Cohabitation Agreement – Civil Marriages If you don’t marry within that three-month window, the notice expires and you start over. Couples using this route either plan a stay of over two weeks or make two trips.
Special License: €281, Same Day
The Special License lets you hold the ceremony on the same day you apply, or within a few days. The fee is €281.1Ministry of Interior – Gov.cy. Political Cohabitation Agreement – Civil Marriages The Marriage Officer has discretion to grant or deny it, though in practice it is routinely approved when the paperwork is in order. This is the option most destination-wedding couples use.
The Ceremony
Two witnesses aged 18 or older must attend, each with a valid passport (or Cypriot ID if they are Cypriot).1Ministry of Interior – Gov.cy. Municipal staff can sometimes step in as witnesses for a small fee, but confirm this with your municipality in advance rather than assuming it will be available on the day.

Where the Ceremony Can Be Held
The default location is the Town Hall, but many municipalities also authorize ceremonies at hotels, gardens, and beaches. An outside venue adds a venue fee on top of the marriage license cost, ranging from under €100 for a simple municipal garden to several hundred euros for popular beachfront spots. Ceremonies held on weekends, on public holidays, or after 5:00 p.m. typically carry a surcharge of around €100. Venue fees are set locally and change periodically, so confirm exact pricing with the municipality you choose.
Religious Ceremonies
A religious ceremony can be legally binding, but you still go through the municipal paperwork first. File the Notice of Marriage (or apply for the Special License) and complete the documentation with the Marriage Officer just as you would for a civil ceremony. Once those formalities are satisfied, a registered minister of religion can perform the wedding at their church.8High Commission of Cyprus in the UK. Civil Marriages in Cyprus
The minister must appear in a special register kept by the Ministry of Interior. Arranging the church, the minister’s schedule, and any religious pre-marriage requirements (a baptism certificate for a Greek Orthodox ceremony, for instance) is the couple’s responsibility. Even after the religious ceremony, the marriage certificate comes from the Marriage Officer, not the church.
Get the Apostille on Your Marriage Certificate Before You Leave
Before your Cypriot marriage certificate will be accepted by authorities in another country, it needs an Apostille stamp from the Cypriot government. This certifies the Marriage Officer’s signature and the municipality’s seal, making the document legally valid in every country party to the Hague Apostille Convention.9Hague Conference on Private International Law. Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents
The Apostille is available at the Ministry of Justice and Public Order in Nicosia and at the Limassol District Office, Monday through Friday during morning hours; queue numbers stop being issued before closing, so arrive early.10Gov.cy. Apostille The fee is €5 per stamp, paid in government stamps affixed to the certificate, and processing is typically same-day.11Ministry of Justice and Public Order. Apostille
This is the step couples most often skip on the assumption that the certificate alone is enough. Without the Apostille, your home country’s civil registry, immigration authorities, or tax agencies may refuse to recognize the marriage. Leaving Cyprus without it usually means mailing the certificate back or paying a local representative to handle it, which adds weeks.
Recognition in Your Home Country
A marriage performed legally in Cyprus is generally recognized worldwide, provided it complied with Cypriot law at the ceremony. How you formalize that recognition at home varies.
In the United States, there is no federal registry for foreign marriages and no requirement to re-register the marriage domestically. The apostilled Cypriot certificate serves as legal proof, and the U.S. State Department advises couples to contact the Attorney General’s office in their state of residence for any state-level documentation.12U.S. Department of State. Marriage For Social Security purposes, the SSA accepts a copy of the original marriage certificate as evidence of a valid ceremonial marriage performed abroad.13Social Security Administration. Evidence of a Valid Ceremonial Marriage A certified English translation may be needed if any portion of the certificate is in Greek.
For couples from other countries the general rule is the same: valid where celebrated, recognized at home. Most Hague Convention member states will accept the apostilled certificate without further legalization. Check with your national civil registry or interior ministry for specific filing steps, since some countries require you to register the foreign marriage within a set period after returning. Missing that deadline does not invalidate the marriage, but it can create paperwork problems when applying for joint tax status, spousal visas, or name changes.
