Germany License Revocation: Blocking Period, MPU & Reissuance

Getting your driving privileges back after a license revocation in Germany means waiting out a court-imposed blocking period of at least six months, almost always passing a Medical Psychological Assessment (MPU), and submitting a fresh application with fees and documents that commonly push total costs past €1,000. Nothing happens automatically when the blocking period ends. You have to apply, and the licensing authority has to be satisfied that you are fit to drive again.

Revocation Is Not a Driving Ban

A revocation (Entzug der Fahrerlaubnis) cancels your legal right to drive entirely. Your old license ceases to exist. This is different from a temporary driving ban, where the license is set aside for a fixed period and then returned. After a revocation, there is no license to return. You start over as an applicant, with the added obstacle that a court has already ruled you unfit.

The rest of this guide assumes that is your situation: the license is gone, and you want it back.

The Blocking Period Comes First

When a court revokes your license, it sets a blocking period (Sperrfrist) during which no authority is permitted to issue you a new one. The minimum is six months and the maximum is five years.1Gesetze im Internet. German Criminal Code StGB 69a – Sperre fuer die Erteilung einer Fahrerlaubnis In extreme cases, a court can impose a permanent ban. The clock starts when the judgment becomes legally binding or when the physical license is confiscated, whichever applies to your case.

The end of the blocking period is not the end of the process. It only means you may now apply. Processing the application, gathering documents, and completing an MPU can easily add several more months on top of the blocking period itself.

Can You End the Blocking Period Early?

Yes, but rarely. A court can lift the blocking period early if there is reason to believe you are no longer unfit to drive, and the earliest this can happen is three months in.1Gesetze im Internet. German Criminal Code StGB 69a – Sperre fuer die Erteilung einer Fahrerlaubnis Courts want to see substantial evidence of rehabilitation: documented abstinence, a completed therapy program, or a positive MPU report. Requests without that kind of preparation usually fail.

Do Not Drive During the Block

Driving without a valid license is a criminal offense punishable by up to one year of imprisonment or a fine.2Gesetze im Internet. Strassenverkehrsgesetz StVG 21 – Fahren ohne Fahrerlaubnis Even negligent violations, such as miscounting when the blocking period ends, carry up to six months. The same penalties apply to a vehicle owner who knowingly lets an unlicensed person drive their car. Beyond the criminal consequences, being caught driving during a block virtually guarantees a longer block the next time.

The MPU: The Real Hurdle

The Medical Psychological Assessment dominates most people’s experience of getting their license back. It is not automatic in every case, but for the reasons that most often trigger revocation, it is required.

The licensing authority must order an MPU when the driver was caught operating a vehicle at a blood alcohol concentration of 1.6 per mille or above, committed repeated alcohol-related traffic offenses, or when other facts indicate alcohol misuse.3Gesetze im Internet. Fahrerlaubnis-Verordnung FeV 13 – Klaerung von Eignungszweifeln bei Alkoholproblematik Drug-related revocations and severe accumulations of Flensburg points trigger an MPU under separate provisions.

What the Assessment Involves

The MPU has three components:

  • A medical examination, including blood tests or hair analysis to verify abstinence from alcohol or drugs, depending on the reason for revocation.
  • Performance tests measuring reaction time, concentration, and the ability to process multiple stimuli at once.
  • A psychological interview, which is the decisive part. An evaluator asks about your understanding of what went wrong, what has changed since, and how you plan to avoid repeating the pattern.

Evaluators are trained to distinguish genuine insight from rehearsed answers. Showing up with memorized replies is one of the most common ways people fail.

What the MPU Costs

The assessment fee alone runs roughly €350 to €500 for alcohol-related cases and €450 to €650 for drug-related cases. That is only part of the picture. Abstinence verification through regular urine, blood, or hair screening over several months adds hundreds more. Many applicants also pay for professional preparation, ranging from group sessions at a few hundred euros to intensive individual counseling above €1,000. All in, MPU-related expenses for an alcohol case typically land between €1,000 and €2,500 before you pay the reissuance fee itself.

If You Fail

A negative MPU means the licensing authority will deny your reissuance application. There is no statutory waiting period before retaking the assessment, but returning a few weeks later with the same answers produces the same result. Most evaluation centers recommend working with a traffic psychologist for several months before attempting again.

You are not required to submit a negative report to the licensing authority. You can withhold it and try again later. But if you have already filed a reissuance application and then fail to produce the required report, the authority will draw its own conclusion.

Applying for the New License

You can submit the reissuance application (Antrag auf Neuerteilung) up to six months before the blocking period ends, so the office can process the paperwork in time for your new license to be ready when the block lifts.4Bundesportal. Fahrerlaubnis – Neuerteilung Beantragen Filing early is strongly advisable. Delays in gathering documents or scheduling the MPU are common.

Documents You Will Need

  • A current biometric passport photo meeting German identity document specifications.
  • An eye test certificate. For classes AM, A, B and related, a basic vision screening from an approved optometrist is enough. For commercial classes (C, D and related), a full ophthalmological examination is required. The certificate cannot be older than two years.4Bundesportal. Fahrerlaubnis – Neuerteilung Beantragen
  • A certificate of good conduct (Führungszeugnis), requested at a local citizens’ office (Bürgeramt) and sent directly to the licensing authority. It cannot be ordered at the licensing office.4Bundesportal. Fahrerlaubnis – Neuerteilung Beantragen
  • A first aid training certificate, if your previous one has expired or is considered outdated by current standards.
  • The original positive MPU report, if an MPU was ordered.

Several of these documents have limited validity. Gather them in an order that avoids the frustrating situation where the first expires while you wait for the last.

Reissuance Fees

Administrative fees for the reissuance itself vary by municipality. Federal portal data shows the application fee running up to roughly €120 on its own.5Bundesportal. Driving License Reinstatement (After Revocation) The exact amount depends on your case and the local rate schedule. Once the authority approves the application and the blocking period has ended, a new license document is produced and either mailed to you or made available for pickup.

After You Get the License Back

If your original license was still in its two-year probationary period (Probezeit) when it was revoked, the new one does not start fresh. A new probationary period covers the remaining duration of the original.6Gesetze im Internet. Strassenverkehrsgesetz StVG 2a – Fahrerlaubnis auf Probe If the original probation had already been extended to four years because of an earlier violation, the remaining time under that extension carries over. Drivers whose probation had already ended before the revocation are not placed back on probation.

If You Hold a Foreign License

A German revocation does not physically cancel a foreign license, but it completely blocks its use within Germany. A foreign license does not entitle the holder to drive in Germany if a German authority has withdrawn it, refused to issue one, or if the holder surrendered their German license to avoid formal revocation.7Federal Ministry for Transport. Validity of Foreign Driving Licences in the Federal Republic of Germany This applies equally to licenses from EU member states, non-EU countries, and international driving permits.

To regain the right to drive in Germany, you apply to the local licensing authority and demonstrate that the reasons for the original withdrawal no longer exist.7Federal Ministry for Transport. Validity of Foreign Driving Licences in the Federal Republic of Germany In practice, that means clearing the blocking period and, in most cases, completing an MPU. For EU license holders, the ministry notes that special rules may apply concerning how the revocation interacts with the issuing country’s records, and advises contacting the local licensing authority to clarify.

Challenging the Revocation

Revocations in Germany are immediately enforceable. You lose your right to drive the moment the order takes effect, not after an appeal is decided. To continue driving during a legal challenge, you must apply to a court for the restoration of the suspensive effect of your objection or lawsuit.8Bundesverwaltungsgericht. Press Release No. 71/2019 – Suspensive Effect of an Objection or Action Against the Revocation of a Driving Licence

The court weighs the public interest in keeping you off the road against your personal interest in driving, with heavy weight given to how likely you are to succeed on the merits. If the challenge looks weak, the court will not restore the suspensive effect, and you remain without a license while the case proceeds. German administrative courts are reluctant to let potentially unfit drivers stay on the road during litigation. Clear procedural errors by the licensing authority give the best chance. General disagreement with the outcome rarely succeeds.

For criminal revocations under the Criminal Code, the path is an appeal of the criminal judgment itself. If the appellate court reduces or overturns the conviction, the revocation falls with it. Administrative revocations based on the points system or medical unfitness are challenged through the administrative courts (Verwaltungsgericht), where review focuses on whether the authority followed proper procedure and correctly assessed the evidence of unfitness.
