At a December press conference, Crispen said officers recovered what he described as “thousands” of pieces of evidence from Dixon’s home, including personal journals that investigators say document a longstanding sexual attraction to pubescent and teenage boys. According to police, the journals describe watching boys aged 14 and 15 at Whitehall parks, using a Polaroid camera to avoid commercial photo labs, paying minors to allow physical contact, and an admitted sexual encounter with a 14-year-old. Why the Charges Were Dismissed

On December 23, 2025, a Franklin County Municipal Court judge dismissed the charges. Under Ohio law, a municipal court case must be dismissed by the fifteenth day after the defendant’s initial appearance if it has not been bound over to a higher court. Dixon’s first appearance was December 9, which set the deadline at December 23. As of early February 2026, no new charges had been filed. The Franklin County Prosecutor’s Office said it had received “some investigatory materials” from Whitehall police but was still awaiting the full investigation before deciding on charges. Crispen described the investigation as “active and highly complex,” involving more than 100,000 files. Why Whitehall Council Can’t Remove Him

The Whitehall City Charter requires the concurrence of all six remaining council members to expel a colleague, and the accused member cannot vote. That unanimity requirement has been the central obstacle to removing Dixon.5Whitehall Code Library. Whitehall Charter, Section 7

At a special meeting on December 16, 2025, five council members voted to expel Dixon. Council President Pro Tempore Larry Morrison cast the lone dissenting vote, saying the process had been “rushed with minimal information” and noting that Dixon had been released without bail. Because the vote was not unanimous, Dixon kept his seat. A second vote on January 20, 2026, split 3–3. Amy Harcar, Devin Brown, and Lori Elmore voted for removal; Morrison and newly elected members Brian McCann and Mike Adkins voted against. A third removal resolution was scheduled for the February 3, 2026, council meeting, but the meeting ended early because of internal conflict and never reached the vote. Dixon’s Response

Dixon has denied the allegations and refused to resign, telling reporters, “I’ve lived a big, long life, and this is just the latest chapter.”1010TV. Mayor Bivens and Councilmember Harcar have publicly called on Dixon to resign, and residents have held rallies and brought protest signs to council meetings.1410TV.
