An International Driving Permit is a standardized, multilingual booklet that translates your domestic driver’s license into a format police, border officers, and rental car agencies abroad can read. It was created by Annex 10 of the 1949 Geneva Convention on Road Traffic and is recognized in 103 contracting countries.1UNECE. Because the United States never joined the newer 1968 Vienna Convention on Road Traffic, the 1949 treaty is the one that governs American drivers overseas.3United Nations Treaty Collection. Convention on Road Traffic Japan, among other significant destinations, recognizes only the 1949 version, so the IDP is often the document that decides whether you drive on your trip or take a taxi.
What the Permit Actually Does
The IDP is a translation aid, not a standalone license. Article 24 of the convention says a contracting state must let you drive on your valid domestic license, and can require an IDP when your home license doesn’t match the treaty’s format or is written in a script local officers can’t read.4Riigi Teataja. The permit lists your full legal name, place of birth, permanent residence, and the specific vehicle categories you’re allowed to drive, from passenger cars to motorcycles to heavy trucks. That structured layout is what lets an officer in any contracting state verify your credentials without speaking English.
The single most important rule of using one: always carry your original U.S. driver’s license alongside the IDP. Presenting only the permit is not enough. Rental agencies routinely refuse service, and police can issue fines, if you show up with the booklet alone. In countries whose local script differs from the Latin alphabet, rental counters are especially strict about seeing both documents.
Who Can Get an IDP
For U.S. residents, the requirements are simple. You must be at least 18 years old and hold a valid U.S. driver’s license.5AAA. International Driving Permit The IDP does not replace your license and cannot be used to drive in the United States. It only has legal effect once you’re in another contracting country.
One boundary worth knowing: an IDP does not automatically authorize commercial driving. The United Kingdom, Cyprus, Jamaica, and Papua New Guinea have filed reservations to the convention allowing them to require a separate vocational license for anyone driving passengers for hire or transporting goods for reward.6United Nations Treaty Collection. How to Apply
You need two identical passport-sized photographs and a copy of your U.S. license. AAA charges $20 for the permit. Online applications add a $10 photo processing fee plus shipping.7AAA. International Driving Permit
Three routes are available, and they move at very different speeds:
- In person at a AAA branch is fastest. Permits are typically ready within seven business days, and sometimes the same day.
- Online takes about five business days plus shipping.
- Mail-in applications run five to seven weeks.
Two timing rules trip travelers up. You cannot get an IDP issued more than six months before its effective date. And once it’s issued, it’s valid for one year or until your domestic license expires, whichever comes first. So getting it too early wastes calendar, and getting it too late can wreck a trip. Apply four to six weeks before you leave and you’re safe.
Insurance and Legal Risks Abroad
Your U.S. auto insurance probably does not follow you overseas. Coverage sometimes extends into Canada and, depending on your insurer and endorsements, Mexico, but driving in Europe or Asia usually leaves real gaps. Most travelers either buy coverage through the rental company or purchase a separate international policy. Call your insurer before the trip and get the answer in writing.

A host country can suspend your IDP privileges too. Under Article 24, if you commit a serious driving offense, local authorities can confiscate the permit, note the withdrawal on its face, and notify the issuing authority. Renewing While You’re Overseas
If your permit expires mid-trip, AAA offers online renewal. You complete the application digitally, take a passport-style photo on your phone, submit images of both sides of your license, and pay the $20 permit fee, the $10 photo fee, and shipping.7AAA. International Driving Permit There is no digital IDP. The permit is printed and physically mailed to you, and international mail from the U.S. can take five to seven weeks. Driving on an expired IDP gives you the same legal protection as driving without one, so start the renewal well before the expiration date.
Spotting Fake IDPs
Dozens of websites sell “international driving licenses” or “international driving permits” at inflated prices. Every one of them outside AAA and AATA is fraudulent. Common signs of a scam vendor:
- Any issuer other than AAA or AATA offering IDPs to U.S. license holders.
- Fees significantly above the $20 AAA charge.
- Promises of an instant digital or PDF permit.
- Claims that no existing driver’s license is required.
A legitimate IDP costs $20 from AAA, requires a valid U.S. license, and comes as a physical booklet in the standardized format set out in Annex 10 of the 1949 convention.9Federal Trade Commission. Before You Book the Rental
Confirm that your destination is a contracting party to the 1949 convention rather than only the 1968 Vienna Convention. Apply for the permit no more than six months and no less than four to six weeks before departure. Pack the IDP and your U.S. license together, and keep them together for the entire trip. And call your insurance company. That short list keeps you legal on the road and covered if something goes wrong.
