Full Payment Certificate: What It Is, How to Apply, and Timing

A Chicago Full Payment Certificate is a document from the city’s Department of Finance confirming that all water and sewer charges on a property have been paid, or are not transferable to the new owner. You need one for every real property transfer in Chicago, because without it the city won’t issue the Real Property Transfer Tax stamps, and without those stamps the Cook County Recorder of Deeds won’t record the deed.1City of Chicago.
