FSIMS: Finding Order 8900.1 and Other Guidance in DRS

The Flight Standards Information Management System, known as FSIMS, was the FAA’s centralized electronic collection of policy, procedures, and guidance for aviation safety inspectors and the aviation industry they oversee. It was built around FAA Order 8900.1. The standalone FSIMS website was retired in late 2022, and its full contents now live inside the Dynamic Regulatory System (DRS) at drs.faa.gov.1Federal Aviation Administration. What FSIMS Was

Before FSIMS existed, FAA Aviation Safety Inspectors worked from three separate paper-era handbooks: the Airworthiness Inspector’s Handbook (Order 8300.10), the Air Carrier Operations Inspector’s Handbook (Order 8400.10), and the General Aviation Operations Inspector’s Handbook (Order 8700.1). Each was maintained independently, and inspector specialties sometimes operated under inconsistent or outdated procedures as a result. The original Order 8900.1 took effect on May 1, 2007. The FAA later replaced it with Order 8900.1A, issued October 27, 2022, which is the active version. The revision kept FSIMS as the system of record while updating its content and confirming the move to a new digital platform.3Federal Aviation Administration. Where FSIMS Content Lives Now

A cancellation memo dated December 30, 2022, confirmed that the FSIMS website no longer exists.1Federal Aviation Administration. How to Find Order 8900.1 and Other Former FSIMS Documents in DRS

The DRS interface offers both basic and advanced search. Basic search defaults to showing only documents with a “Current” status, which is usually what you want. If you need a superseded or pending document, switch to Advanced Search, which lets you filter by historical or pending status.5Dynamic Regulatory System.   • Put terms in double quotes for exact phrase matching, such as “ramp inspection” or “Part 135 certificate.”
  • Use OR between terms when either would be relevant, and a minus sign before a term to exclude it.
  • An asterisk works as a wildcard for partial terms. Single-character wildcards are not supported.
  • When viewing a document, click “Document Versions” to access prior and historical editions.

Guidance Is Not Regulation

This is the point most likely to trip you up when you actually start reading Order 8900.1. FSIMS content is internal FAA guidance. It tells inspectors how to do their jobs. It does not, on its own, impose legal requirements on pilots, airlines, or maintenance shops. The binding rules that operators must follow live in Title 14 of the Code of Federal Regulations, not in the inspector’s handbook.

The FAA has stated this plainly: the policies and procedures contained in documents like Order 8900.1 “do not impose additional requirements on certificate holders” beyond what 14 CFR already requires. Practical significance: when an inspector cites a provision in Order 8900.1 during a surveillance visit, the underlying legal authority still traces back to 14 CFR. Advisory Circulars work the same way. The FAA issues them to describe acceptable ways of complying with regulations, but unless an Advisory Circular has been incorporated into a regulation by reference, its contents are not binding on the public.8Federal Aviation Administration. What the System Contains

The core of the former FSIMS collection is the full text of Order 8900.1, organized into multiple volumes covering different areas of Flight Standards activity. Volumes address general inspector guidance, air operator certification, general aviation operations, international aviation, airworthiness, and safety assurance oversight, among others. Each volume breaks down into chapters and sections with specific task instructions.

The Part 91 ramp inspection section, for example, walks an inspector through each step: opening the Program Tracking and Reporting System file, reviewing prior violations and complaints, checking pilot certificates and medical certificates, examining aircraft maintenance logbooks for compliance, and documenting results as satisfactory or unsatisfactory.9Federal Aviation Administration. Beyond Order 8900.1, the system holds FAA Notices, which are temporary instructions that expire on a set date, along with Advisory Circulars, policy bulletins, and specialized handbooks covering areas like safety management systems.10Federal Aviation Administration. Who Uses It

The primary audience is FAA Aviation Safety Inspectors, who conduct ramp inspections, evaluate airmen during practical tests, certify air carriers, and perform ongoing surveillance of aviation operations. Order 8900.1 gives them step-by-step task procedures and checklists for virtually every job function they perform.2Federal Aviation Administration (FAA). The second audience is the regulated industry: airlines, charter operators, flight schools, repair stations, and individual certificated pilots and mechanics. Regulations tell you what you must do; the inspector’s guidance tells you exactly how the FAA will evaluate whether you’ve done it. Reading the same checklist an inspector will use during your next surveillance visit is a practical compliance tool. If You Disagree With How an Inspector Applies the Guidance

Because Order 8900.1 is guidance rather than regulation, disagreements sometimes come down to how an inspector interpreted the handbook rather than whether you actually violated a rule. The FAA has a formal channel for this: the Consistency and Standardization Initiative (CSI). When an Aviation Safety action is questioned, the FAA expects decision-makers at every level of the Aviation Safety management chain to review the matter and be accountable for their answers. To start the process, you identify the FAA office that made the decision and contact them directly to invoke CSI.11Federal Aviation Administration. CSI is designed to resolve disputes at the lowest possible organizational level. If the local office can’t resolve the disagreement, it escalates up the management chain. This is often the right first step for disagreements about interpretation rather than disputes about whether a regulation was actually violated.

When a matter escalates into a certificate action or enforcement proceeding, the process shifts to 14 CFR Part 13, which sets out formal appeal paths through the FAA, the National Transportation Safety Board, and ultimately judicial review under 49 U.S.C. 46110.12eCFR.
