French Driver’s License: Requirements, Exchange, and Costs

To drive legally in France, you need a valid license, and the French driver’s license requirements you have to meet depend on three things: where your current license was issued, how long you plan to stay, and whether your home country has a reciprocal exchange agreement with France. Tourists can generally drive on their home license. EU and EEA residents keep theirs indefinitely. Non-EU residents have exactly one year from establishing residency to either exchange their license or start driving on a French one, and missing that deadline means starting over as a first-time driver.

Age and License Categories

Since January 1, 2024, you can take the practical exam for a standard Category B license at 17 and drive independently as soon as you pass.1Sécurité Routière. A Category B license covers passenger cars up to 3,500 kg gross weight with seating for up to eight passengers plus the driver. You can tow a trailer up to 750 kg on that license alone. Heavier trailers require a B96 endorsement or a separate BE license depending on the combined weight.

Driving in France on a Foreign License

Tourists and Short Visits

Short-stay visitors can drive on their home country’s license. If you’re coming from outside the EU, carry either an International Driving Permit or an official French translation of your license. Police at roadside checks may not accept a document they cannot read. An IDP is not a standalone license; it translates the one you already hold and must be carried alongside it.

EU and EEA License Holders

A license issued by another EU or EEA country is recognized in France indefinitely as long as it stays valid, and there’s no requirement to exchange it.2Your Europe. Non-EU Residents: The One-Year Clock

If you’re a non-EU citizen who has established residency in France, your foreign license is valid for driving for a maximum of one year. Driving past that deadline is treated as driving without a license. Maximum penalties reach one year in prison, a fine of up to €15,000, and possible confiscation of the vehicle. Those are ceilings a judge can impose, but even a lesser outcome creates real disruption. Most newcomers underestimate how quickly the year passes.

Exchanging a Foreign License for a French One

If your country or U.S. state has a reciprocal exchange agreement with France, you can trade your license for a French one without any exams. You have to apply before the one-year residency deadline. Which Countries and States Qualify

The French Ministry of the Interior publishes the official list of reciprocal countries, and it changes from time to time. For Americans, 19 states currently have agreements, and the eligible license categories vary state by state. Some allow exchange of only a standard car license; others cover motorcycles and additional categories. The states with agreements are Arkansas, Colorado, Connecticut, Delaware, Florida, Illinois, Iowa, Kansas, Maryland, Massachusetts, Michigan, New Hampshire, Ohio, Oklahoma, Pennsylvania, South Carolina, Texas, Virginia, and West Virginia. Documents You Need

Mismatches between documents cause most exchange delays. You’ll need:

  • A valid foreign license issued before your residency start date and still within its expiration period.
  • Proof of identity, meaning a passport or national ID card.
  • Proof of address less than six months old, such as a utility bill or rent receipt.

Every name and date must match exactly across documents. A middle name that appears on one document but not another can stall the process for weeks.

How the Application Works

Exchange requests go through the ANTS portal (Agence Nationale des Titres Sécurisés). You create an account, select license exchange, and upload your documents.7Service Public. If everything checks out, you mail your physical foreign license to a centralized processing center. The new French card is then printed and shipped to your registered address. The stamp duty is €25, payable online or at a tobacco shop. Processing times vary widely, from a few weeks to several months.

Getting a French License From Scratch

If your country has no reciprocal agreement or you’ve missed the exchange deadline, you’ll take the same route French residents take as first-time drivers.

The NEPH Number

Before anything else, you need a NEPH (Numéro d’Enregistrement Préfectoral Harmonisé), a 15-digit tracking number that follows you through the licensing process.8Service Public. Theory Exam

The theory exam covers road signs, right-of-way rules, safety protocols, and environmental awareness. It has 40 multiple-choice questions, and you need at least 35 correct to pass.9Service Public. Practical Training and Exam

After passing the theory exam, you must complete at least 20 hours of in-car instruction with a certified trainer for a manual transmission license, or 13 hours for an automatic-only license.11Service Public. You book the practical exam through permisdeconduire.gouv.fr. The test runs about 30 minutes with at least 25 minutes of actual driving.10Réfugiés.info. The Probationary Period

  • Standard training runs a three-year probation, with 2 points added per clean year.

The point progression only advances with a clean record. Any infraction that costs you points freezes the annual gain, which is a common trap for new drivers.

Probationary drivers also face stricter rules. Motorway speed limit drops to 110 km/h from the standard 130. Maximum blood-alcohol concentration is 0.2 grams per liter, effectively zero tolerance. How the Point System Works

The French license runs on a 12-point deduction model (6 during probation), and this catches many drivers used to accumulating points for violations. Infractions subtract points based on severity. Running a red light or using a phone while driving costs 3 points. Drunk driving can cost 6. Lose all your points and your license is invalidated.

You can recover points two ways. First, patience: two full years without a further infraction resets your balance to 12. For serious violations (4th or 5th class offenses or criminal driving offenses), the waiting period extends to three years. Second, a voluntary two-day road safety awareness course costs around €200 and restores up to 4 points. Card Validity Versus Driving Rights

The modern credit-card format French license is valid for 15 years for standard categories (A and B). Heavier vehicle categories have shorter validity tied to age and medical fitness.16Service Public. The card’s expiration date has nothing to do with your driving privileges. If your Category B license was issued in 2020 and the card expires in 2035, you don’t lose the right to drive; you just need a new card printed with a current photo. Holders of the old pink tri-fold paper license must convert to the new format by January 19, 2033.
