To claim a France VAT refund through the PABLO system, get a tax-free form with a PABLO barcode from the retailer at checkout, then scan that barcode at a PABLO kiosk at your final point of departure from the European Union before you check your bags. The scan is your electronic customs stamp, and once it registers, the operator releases your refund to the card or cash method you chose in the store. Non-EU residents who spend more than €100 on qualifying goods can recover part of France’s 20% standard VAT rate, though operator fees typically leave you with a net refund of roughly 10% to 12% of the purchase price.
Who Can Claim a Refund
Three conditions all have to be true. You need a permanent address outside the European Union, you must be at least 16 years old, and your stay in France must be shorter than six continuous months.1Direction générale des douanes et droits indirects. Tax Exemption in France for Tourists – PABLO Customs may ask for ID proving non-EU residency during any inspection.2French Customs. VAT Refund Process in France
The residency rule catches people. A U.S. citizen studying in France for an academic year, or an American on a long-stay visa or EU residence permit, does not qualify. What matters is where you habitually live and how long you have been in France, not your passport. Diplomatic staff posted to France or elsewhere in the EU are also excluded.3Service Public Entreprendre. Sale in Tax Free to Tourists
What Purchases Qualify
Most retail goods for personal use qualify as long as you carry them out of the EU yourself. Your total spending has to exceed €100 including tax, but it does not have to come from a single store. You can combine purchases from multiple retailers over a maximum of three consecutive days, counting from your first eligible purchase.3Service Public Entreprendre. Sale in Tax Free to Tourists
Some categories are always out, no matter how much you spend:
- Tobacco products of any kind
- Weapons and ammunition in French categories A and B
- Items classified as protected cultural property
- Petroleum products
- Certain motorized private transport such as karts, snowmobiles, and ultralight aircraft
A purchase can also be rejected if it looks commercial rather than personal. French customs generally treats an order of 50 or more identical items as commercial.3Service Public Entreprendre. Sale in Tax Free to Tourists The goods cannot be consumed or used within the EU, and they must travel in your personal luggage rather than in a shipment.
There is a hard export deadline. The goods must leave the EU before the end of the third month after the month of purchase. Buy something on March 15 and you have until June 30 to get it validated and out. Miss that window and the form expires.2French Customs. VAT Refund Process in France
Getting the Tax-Free Form at the Store
The process starts at checkout. Ask for tax-free shopping and the retailer will generate a bordereau de vente à l’exportation, an export sales slip carrying the PABLO logo and a barcode. The form records your passport number, your home address outside the EU, a description of the goods, and the VAT amount paid.1Direction générale des douanes et droits indirects. Tax Exemption in France for Tourists – PABLO Confirm the PABLO barcode is on the form before you leave the store. Without it, the kiosks will not recognize the document.
You choose your reimbursement method here: refund to a credit card, or cash at the airport. Most major retailers work with tax-free operators such as Global Blue or Planet, who process the paperwork and payment and take an administrative fee out of what the store collected in VAT. On a standard 20% VAT purchase, the net refund usually lands in the 10% to 12% range of the purchase price. Keep all original receipts with the export form, and pack the goods so they stay accessible in case customs asks to see them.
Some digital apps authorized by French customs can also generate PABLO-compatible forms and let you consolidate purchases from different stores to reach the €100 threshold. You still have to scan the barcode at a PABLO terminal before leaving.
Scanning at a PABLO Kiosk
Find a PABLO terminal before you check your luggage. This part is critical, because customs may want to see the physical goods, and once your bags are on the belt you cannot get them back. The kiosks sit near customs counters in departure areas at Charles de Gaulle, Orly, Nice, Lyon, and other international airports in France.4French Customs. Choose your language on the touchscreen, then hold the barcode under the optical reader. A message reading “OK Validated voucher” confirms the export and serves as your electronic customs stamp. If the screen rejects the form, it will say the voucher cannot be validated. Take the documents and the goods to a nearby customs officer for manual handling. Failing to present the goods during a customs check can lead to cancellation of the form and a fine.1Direction générale des douanes et droits indirects. Tax Exemption in France for Tourists – PABLO
Leaving by Train, Ferry, or Through Another EU Country
PABLO terminals are installed at major rail departure points for international routes. Eurostar travelers to London can validate at Gare du Nord in Paris, Gare Lille Europe, and Gare Chessy Marne-la-Vallée. Drivers using the Eurotunnel can validate at Coquelles. Scan before boarding. There are no kiosks on the train. Ferry passengers heading to the UK or other non-EU destinations will find terminals in the passenger areas of the main maritime terminals, including Calais, Le Havre, and Marseille.4French Customs. Connecting flights confuse a lot of travelers. You validate at your final point of departure from the EU, not at every stop. If you shopped in Paris but fly home via Madrid, you validate in Spain, not France. French customs specifies that validation happens “on your final departure from the European Union,” meaning the last airport, train station, or port before you leave EU territory.1Direction générale des douanes et droits indirects. Tax Exemption in France for Tourists – PABLO Other EU countries run their own kiosks or stamp procedures, so look for the tax refund or customs validation area in that country’s departure terminal. If France is your only EU exit point, use the French PABLO kiosk before checking bags.
If the Kiosk Fails or You Missed Validation
French customs has a retroactive validation procedure, but it is narrow. It applies only if you were prevented from completing the process because the PABLO terminals malfunctioned or customs staff were absent. Arriving late at the airport does not count. Customs explicitly excludes “late arrival at the place of departure” from this remedy.1Direction générale des douanes et droits indirects. Tax Exemption in France for Tourists – PABLO
If you qualify, the steps are:
- Bring the tax-free form and the goods to a French consulate or embassy in your country of residence. Consular staff will stamp Box A of the form or issue a certificate confirming that you have the goods.
- Send a regularization request to the regional customs directorate that covers your French departure point. The request must arrive within six months of the purchase date.5French Customs. Tax Refunds for Your Purchases in France
- Include a copy of your ID proving non-EU residence, a copy of your travel ticket, the original or scanned export sales forms, the consulate’s stamp or certificate, and a letter explaining why you could not complete the process, with the date and time you left France.
Treat this as a last resort. If the kiosk was working and customs officers were on duty, the request will be denied.
How and When You Get Paid
Once the terminal validates your form, the tax-free operator is notified electronically. You do not need to mail the paper form back to the retailer. The digital validation replaces the old paper stamp entirely.1Direction générale des douanes et droits indirects. Tax Exemption in France for Tourists – PABLO
If you picked a card refund at the store, the transfer is processed automatically and typically lands on your statement within four to eight weeks, depending on the operator and your bank. For cash, take the validated form to a refund desk inside the terminal, run by operators such as Global Blue. They pay in euros or convert to your currency, often applying a small additional exchange fee. The customs administration itself does not pay the refund. The merchant or its operator handles the actual reimbursement.1Direction générale des douanes et droits indirects. Tax Exemption in France for Tourists – PABLO
Photograph every validated form before you leave the airport. If a payment goes missing weeks later, that photo is your proof the export was confirmed.
U.S. Customs on the Way Home
A French VAT refund does not exempt you from U.S. customs duties. Every item comes back on your customs declaration at its full purchase price, regardless of what you got back later in Paris.
U.S. residents returning from a trip of at least 48 hours get a personal duty-free exemption of $800, provided the goods are for personal use, you are carrying them with you, and you have not used the exemption in the past 30 days.6U.S. Customs and Border Protection. Duty-Free Exemption Anything above $800 is subject to duty, with a flat rate of 3% applying to the value over the exemption.7U.S. Customs and Border Protection. Customs Duty Information
In practice, if you bought a €1,200 handbag in Paris, received a €120 VAT refund, and the dollar equivalent of the full price is over $800, you owe duty on the amount above $800 at the flat 3% rate. The refund does not reduce your declared value. CBP looks at what you paid at the register, not what came back later.
