The France Talent Passport is a multi-year residence permit that bundles roughly a dozen immigration routes into one framework for non-EU professionals, founders, investors, researchers, and recognized artists. It lasts up to four years, doubles as a work authorization, and extends residence rights to your spouse and children.1France-Visas. International Talents and Economic Attractiveness A 2025 reform changed how several salary thresholds are calculated, so older figures floating around online no longer apply.
Two conditions run across every category: you must be a non-EU national, and the activity you plan to carry out in France must last more than three months. Beyond that, each route has its own rulebook.
Who Qualifies
Eligibility for each category sits in France’s Code on the Entry and Residence of Foreigners and the Right of Asylum (CESEDA). The main routes and what they demand:
Qualified Employee
The most common category. You need a degree at the French Master’s level (or a foreign equivalent) and a signed employment contract of more than three months. A ministerial order dated August 29, 2025 changed the salary floor: it is no longer twice the minimum wage but is tied to the average annual gross salary set by ministerial order, currently €39,582.2Welcome to France. Update on Salary Thresholds for Talent Residence Permits If your contract lists a gross salary below that number, you won’t qualify regardless of your degree.
EU Blue Card
For highly qualified workers with either three years of higher education completed or five years of equivalent professional experience. Your contract must run at least one year. The salary threshold is now €59,373, equal to 1.5 times the ministerial-order average gross salary.2Welcome to France. Update on Salary Thresholds for Talent Residence Permits The Blue Card also opens a faster route to long-term EU residence.
Employee of a Young Innovative Company
If you’re hired by a Jeune Entreprise Innovante (JEI), your role must be directly tied to the company’s research and development. The employer itself must be under eleven years old, employ fewer than 250 people, and post annual turnover under €50 million. The company demonstrates its JEI status through a tax ruling (rescrit fiscal) from the Directorate of Public Finance, or by attaching a pending application if the ruling hasn’t been issued yet.3Welcome to France. Researcher or University Teacher
Researchers need a hosting agreement (convention d’accueil) from an approved French research organization or university. That agreement is the anchor of the file and sets the financial terms of your position. No separate salary threshold applies.
Business Creator
For anyone launching a commercial, industrial, or artisanal business in France. You need to invest at least €30,000 in the project, present a detailed business plan, and hold a Master’s-equivalent degree or five years of relevant professional experience.1France-Visas. International Talents and Economic Attractiveness
Innovative Economic Project
For founders whose project has been formally recognized by a French public body, typically through a government-backed incubator or accelerator. Without that recognition, the route is closed no matter how strong the project.
Investor
Requires a direct economic investment of at least €300,000 in tangible or intangible fixed assets in France. The investment can be made personally, through a company you control, or through an entity in which you hold at least a 30% stake, and it must create or preserve jobs within four years.4Welcome to France. Corporate Officer
For executives serving as legal representatives of a French-established business, with at least three months of prior service as an officer or employee within the same group. This category’s salary threshold stayed tied to the minimum wage: gross annual pay must equal or exceed three times the SMIC, which for 2026 comes to €65,629.20.5Service-Public.fr. Artist, Author, or Renowned Figure
Artists and authors must demonstrate professional status and show financial resources of at least 70% of the monthly minimum wage for each month of their planned stay. A separate track exists for individuals of recognized national or international prominence in science, literature, the arts, or sport, whose planned activity in France aligns with that reputation.
What the Permit Gets You
The Talent Passport is valid for up to four years from your arrival in France and is renewable.1France-Visas. International Talents and Economic Attractiveness The card itself serves as your work authorization, so neither you nor your employer has to pursue a separate labor ministry approval. That eliminates one of the largest delays in the traditional French work permit process.
Family rights come with the card. Your spouse receives a “Talent Passport – Family” residence permit valid for the remainder of your own permit, and it doubles as a work permit allowing salaried employment or self-employment.6Welcome to France. Fact Sheet – Accompanying Family Children under 18 don’t need their own permit, but you should obtain a travel document for foreign minors (document de circulation pour étranger mineur, or DCEM) so they can move in and out of France without friction.
Because the card is a French residence permit, you can also travel across the Schengen Area for up to 90 days within any 180-day window, presenting the Talent Passport at internal borders.
Tax and Healthcare Consequences
The Impatriate Tax Regime
Talent Passport holders recruited from abroad may qualify for France’s impatriate tax regime under Article 155 B of the General Tax Code. The regime exempts a portion of your compensation from French income tax for up to eight years, starting the year you begin working in France.
Two calculation methods exist. The lump-sum method excludes 30% of your total pay from taxable income. The actual method excludes only the specific portion of your salary attributable to relocation, known as the impatriation bonus. Either way, if your salary falls below what a comparable French employee would earn in the same role, the shortfall is added back to your taxable base.
The regime also offers a 50% exemption on certain foreign-source financial income, including dividends, interest, and some capital gains on foreign securities. Total benefit is capped at either 50% of total compensation or 20% of compensation limited to days worked abroad, depending on which method you elect. Eligibility turns on whether you were genuinely recruited from outside France and were not a French tax resident in the five years preceding your arrival. Talking to a French tax adviser before your first filing is worth it.
Tax Residency
Moving to France on a Talent Passport almost always makes you a French tax resident. French law treats you as resident if your household or primary residence is in France, if you carry out a professional activity in France (even alongside other activity), or if your center of economic interests sits in France.7Welcome to France. Determination of Tax Residency If your home country also claims you, the applicable tax treaty runs a tie-breaker, eventually reaching a 183-day physical presence rule if earlier criteria don’t resolve it.
Healthcare
As a legal resident, you’re eligible for France’s universal healthcare (Protection Universelle Maladie, or PUMa) after three months of legal residence. Coverage is described as automatic, but the system won’t recognize you until you file an ouverture des droits at your local health insurance office (Caisse Primaire d’Assurance Maladie, or CPAM). Approval times vary. Until you’re registered, you can’t claim reimbursements or subscribe to supplemental insurance, so if you need care in the meantime, ask the provider for a feuille de soins recording the service and cost and submit it to CPAM once your rights are open.
How to Apply
If you’re outside France, you apply at the French consulate or embassy in your country of residence for a long-stay visa (visa de long séjour, or VLS-TS). For stays under 12 months, the visa itself acts as your residence permit for its duration, but you must validate it online within three months of arrival. For stays of 12 months or more, you receive an initial visa valid for roughly three months, during which you visit the prefecture to request your multi-year Talent Passport card.8Campus France. The Researcher-Talent Passport Long-Stay Visa
If you’re already legally in France, the process runs through the ANEF (Administration Numérique des Étrangers en France) online portal, followed by a biometric appointment at your local prefecture for fingerprints and a digital photograph.9Welcome to France. Online Applications for Passport Talent Residence Permit
The current residence permit tax (timbre fiscal) is €200 plus €25 in stamp duty, for a total of €225.10Welcome to France. Graduates – Talent – Qualified Employee Starting May 1, 2026, that structure changes: issuance moves to €150, with totals that can reach €350 depending on permit type. Check the current schedule before you pay. Processing typically runs two to four months, longer in complex cases or where prefectures are backed up.
Foreign-language documents must be translated into French by a certified translator, and documents from Hague Convention countries require an apostille; countries outside the convention require full diplomatic legalization.11Notaires de France. Apostille and Legalization Diplomas and civil status records are the usual culprits, and skipping this step is a frequent cause of delay.
Renewal and Keeping Your Status
Renewal applications go through the ANEF portal and must be filed between four and two months before your current permit expires.10Welcome to France. Graduates – Talent – Qualified Employee Missing that window is one of the most common and most avoidable mistakes: if the permit lapses, regularizing your status is far more complicated than a straightforward renewal.
Your permit is tied to the specific professional activity for which it was issued. Changing employers within the same category, while still meeting all criteria, means notifying the prefecture so your file can be updated. If the new job no longer meets the category’s requirements (a salary drop below the threshold, for instance), you’ll need a change of status to a different permit, with a fresh work permit application by the new employer.
Losing a job involuntarily doesn’t automatically end your right to stay. Under CESEDA Article L421-9, if you’re unemployed at the time of renewal, your Talent Passport can be renewed for a period matching your entitlement to French unemployment insurance benefits. It’s a buffer, not an indefinite extension, so use it to find qualifying work or switch categories.
Path to Permanent Residency and Citizenship
After five years of continuous legal residence in France, Talent Passport holders can apply for a 10-year resident card (carte de résident), which lets you work in any profession and renews automatically.12Welcome to France. Highly Skilled Employees – Talent – European Union Blue Card
EU Blue Card holders can reach a faster milestone. Two years on a Blue Card, combined with five years of legal, continuous residence across EU member states (including at least three under a qualifying permit such as a Blue Card, researcher permit, or refugee status), qualifies you for a “Long-term resident – EU” card with easier mobility across the union.12Welcome to France. French citizenship by naturalization generally requires five years of legal residence. That drops to two years if you hold a French Master’s degree or have rendered exceptional services to France. Naturalization also requires demonstrating integration, including French language proficiency and knowledge of civic values.
