The FP pay scale used by the Foreign Service maps directly to the General Schedule through an official equivalency chart in the Department of State’s Foreign Affairs Manual. FP-1 sits at the top, equivalent to GS-15, and FP-9 sits at the bottom, equivalent to GS-5. The chart is the reference point for setting minimum qualifications, processing lateral transfers, and comparing job offers across systems. Equivalent grades, though, do not translate into equal take-home pay, and the reasons matter if you’re deciding between two offers.

Two rows on the chart cover two GS grades apiece. FS-02 spans GS-14 and GS-13, and FS-05 spans GS-10 and GS-09. A single Foreign Service class at those levels can encompass the responsibilities of two separate GS levels, reflecting the broader scope of work the Foreign Service assigns at those grades.
The chart runs from FP-9 up through FP-1. Foreign Service grades run backward from what many people expect: FP-9 is the lowest grade, and FP-1 is the highest grade before the Senior Foreign Service. Most Foreign Service Officers enter around FP-5 or FP-6, and specialists may start at lower grades depending on the position. Above FP-1: Senior Foreign Service
The equivalency chart stops at FP-1. Above it, the Senior Foreign Service operates on its own pay structure with classes designated Counselor (FE-OC), Minister-Counselor (FE-MC), Career Minister (FE-CM), and Career Ambassador (FE-CA). These roughly parallel the Senior Executive Service on the domestic side, with pay tied to the Executive Schedule rather than the standard grade tables. If you’re comparing senior-level positions, the FP-to-GS chart won’t help you.
Agencies Beyond State That Use the FP Scale
The chart applies to more than State Department jobs. The FP pay plan covers personnel at the U.S. Agency for International Development, the Foreign Commercial Service, the Foreign Agricultural Service, the Animal and Plant Health Inspection Service, the U.S. Agency for Global Media, and the Peace Corps.3U.S. Office of Personnel Management. Why Equivalent Grades Don’t Mean Equal Pay
The equivalency chart is a structural tool for personnel administration, not a pay calculator. Two employees at equivalent grades can end up with very different compensation depending on where they’re stationed, which system they’re in, and what allowances apply.
Different Step Counts and Ranges
Foreign Service grades have 14 steps. GS grades have 10. A longtime FS-03 at Step 14 has stretched further within their grade than a GS-12 at Step 10, even though FS-03 and GS-12 are nominally equivalent. The extra four steps mean Foreign Service employees have more room to grow their base pay within a grade before needing a promotion, which matters in a system where promotions are competitive. The systems also use different step advancement criteria, so employees at the “same” grade and comparable tenure may sit at different points in their respective ranges.
Locality Pay Versus Overseas Allowances
Most GS employees receive locality pay on top of base salary, a geographic adjustment designed to narrow the gap between federal and private-sector wages in a given area.4U.S. Office of Personnel Management. Salary Table 2026-DCB Locality rates in other metro areas range from around 18% to over 47%, so location has a dramatic effect on GS take-home pay.
Foreign Service employees don’t receive locality pay when they’re overseas. Instead, they receive a package of allowances: a living quarters allowance covering housing, a post cost-of-living allowance for expensive locations, education allowances for children, and, at posts classified as difficult or dangerous, a hardship differential and danger pay.6U.S. Department of State (Archive). Allowances Foreign Service employees at grades FS-01 through FS-09 stationed abroad also receive Overseas Comparability Pay, an average adjustment of roughly 22%, which is approximately two-thirds of what Washington-based colleagues receive through locality pay. When both employees are stationed in Washington, D.C., the comparison is straightforward: Foreign Service employees in D.C. receive the same locality rate as GS colleagues, and the base pay tables are close enough that equivalent grades produce similar paychecks.2Department of State. 2026 Foreign Service Salary Schedules The gap opens when the Foreign Service employee goes abroad.
Tax Treatment
Many Foreign Service overseas allowances are tax-exempt. A dollar of housing allowance is worth more than a dollar of locality pay, which is fully taxable. If you’re comparing a GS offer in D.C. to a Foreign Service posting abroad, gross-salary math will mislead you. A Foreign Service Officer at FP-3 earning a base salary comparable to a GS-12’s might take home substantially more once housing, cost-of-living adjustments, and tax advantages are factored in, depending on the posting. Estimate the after-tax value of the full package before drawing conclusions.
Rank in Person Versus Rank in Position
The two systems also treat the grade itself differently. In the Foreign Service, your grade travels with you from assignment to assignment. A mid-career officer at FP-3 holds that grade whether posted to a consular section in Frankfurt or an economic section in Nairobi. In the GS system, the grade is attached to the position you occupy. Moving from GS-12 to GS-13 generally requires competing for and being selected into a GS-13 position. So even when the chart lines up two grades, the way an employee arrives at that grade, and what it takes to move up, differs.
How Your Salary Is Set When Switching Systems
The equivalency chart shapes but doesn’t dictate what happens to your pay when you move between systems. Two rules do the actual work.
Foreign Service to GS
Federal regulations provide a “highest previous rate” mechanism for employees moving into the GS system. Rather than starting at Step 1 of the new GS grade, your agency can set your GS step based on the highest base salary you previously earned in federal service.7eCFR. The process runs in three steps. Your highest previous base pay rate is compared against the GS pay range that would have applied at the time and place you earned it, as if you’d held your new GS position back then. The step identified in that comparison is converted to the current pay range for your new position and location. The agency then determines any underlying rate adjustments. The result is the maximum step rate you can be paid, though agencies are not required to grant the maximum and have discretion.
One detail catches people out: locality pay and overseas allowances do not count as base salary for this calculation. Only Foreign Service base pay from the salary schedule is considered. If you’ve been overseas earning OCP and allowances, your highest previous rate may be lower than your total compensation suggested.
GS to Foreign Service
Moving in the other direction, the State Department’s salary-setting procedures determine your FP grade and step based on education, years of specialized experience, and your current salary. Under the Lateral Entry Pilot Program, an FP-03 appointment requires a bachelor’s degree with 10 years of specialized experience, a master’s with eight years, or a PhD with six years. If your current federal base salary exceeds what the Foreign Service would pay at the grade and step determined by your qualifications, the State Department adjusts your starting step upward to match. Locality pay and special differentials from your GS position are excluded from this calculation, mirroring the reverse direction. For non-federal candidates, salary matching requires no more than a 45-day break in employment before the Foreign Service appointment.
Using the Chart Well
Treat the FP-to-GS chart as a starting point rather than a conclusion. It answers the structural question — what grade equals what grade — and it drives the mechanics of transfers and qualification standards. It doesn’t answer the practical question of which offer pays more. For that, pull the current base pay schedules for both positions, add locality pay for the GS role, add OCP or overseas allowances for the Foreign Service role, and adjust for the tax-free portion of any allowances you’d receive. Only then are you comparing apples to apples.
