Fourth of July Federal Holiday: Pay, Closures, and Parks

The Fourth of July federal holiday in 2026 will be observed on Friday, July 3, because Independence Day itself falls on a Saturday that year. For most federal employees, that Friday is the paid day off. Federal offices, courts, banks, and the stock market follow the same shift.

Why the Holiday Moves to Friday

The rule is written into the statute that creates federal holidays. Under 5 U.S.C. § 6103(b), when a holiday falls on a Saturday, the preceding Friday becomes the legal public holiday for pay and leave purposes. When it falls on a Sunday, the following Monday becomes the observed day.1Office of the Law Revision Counsel. 5 USC 6103 – Holidays The Office of Personnel Management applies this framework across the standard federal workforce.2U.S. Office of Personnel Management. Independence Day is one of the holidays Congress left tied to its calendar date. When the Uniform Monday Holiday Act passed in 1968 and moved several holidays to fixed Mondays, July 4 stayed put. That is why it lands on a different weekday each year, and why weekend years like 2026 trigger the Friday shift.

Federal employees on alternative work schedules, such as a Tuesday-through-Saturday week, follow slightly different “in lieu of” rules so no one loses a day off because of the calendar.

Pay and Leave for Federal Employees

Most federal workers get Friday, July 3, 2026 as a paid day off without touching their leave balance. The entitlement flows from the same statute that creates the holiday, and OPM treats it as automatic for employees on regular schedules.4U.S. Office of Personnel Management. Federal employees required to report on the holiday earn their regular pay plus holiday premium pay equal to their basic rate, effectively doubling compensation for up to eight hours. Time beyond eight hours is treated as standard overtime rather than holiday premium.5Office of the Law Revision Counsel. 5 USC 5546 – Pay for Sunday and Holiday Work6U.S. Office of Personnel Management. Fact Sheet: Premium Pay (Title 5)

Three groups are excluded from the paid day off and the holiday premium. Standby duty employees who already receive annual premium pay under 5 U.S.C. § 5545(c)(1) do not get a separate holiday benefit on top of that. Federal firefighters covered by 5 U.S.C. § 5545b have their own compensation structure. And intermittent employees without a regular schedule are not entitled to paid holiday time off or premium pay for holiday work.4U.S. Office of Personnel Management. Holidays Work Schedules and Pay

Private-Sector Workers

Federal law does not require private employers to close on July 4, give workers the day off, or pay a premium for holiday work. The Department of Labor states that the Fair Labor Standards Act “does not require payment for time not worked, such as vacations or holidays (federal or otherwise). These benefits are generally a matter of agreement between an employer and an employee.”7U.S. Department of Labor. Holiday Pay

A private employer can schedule you on Friday, July 3 or Saturday, July 4 at your normal hourly rate without breaking any federal labor law. If you receive holiday pay, it comes from your employer’s policy or a contract, not from federal law. Collective bargaining agreements often lock in premium multipliers of 1.5 or 2.0 for holiday shifts. A few states impose their own rules: Rhode Island, for example, requires most private employers to pay time-and-a-half for work on Independence Day, though it exempts categories like hotel and restaurant workers. Most states leave holiday compensation to employer discretion.

What’s Closed on Friday, July 3

Federal operations largely shut down for the observed holiday, while most of the retail economy keeps running.

Mail, Courts, and Federal Agencies

The U.S. Postal Service suspends regular mail delivery on Independence Day. Banks and Markets

Retail and Restaurants

Grocery stores, big-box retailers, and most restaurants stay open both Friday and Saturday, though individual locations sometimes reduce hours. No federal law requires private businesses to close, and the weekend is one of the busiest of the summer for food, beverage, and outdoor retailers.

National Parks and the Holiday Weekend

The National Park Service designates several fee-free days each year at parks that normally charge admission, and the Independence Day weekend of July 3 through July 5, 2026 is expected to be among them. The waiver covers entrance fees only. Camping reservations, guided tours, and other activity-specific charges still apply.

Popular parks like Yellowstone, Grand Canyon, and Zion see some of their highest visitor counts over the July 4 weekend. Reservation cut-off windows on Recreation.gov vary by location and generally fall between zero and four days before arrival, but high-demand sites during holiday weekends fill up months earlier.14Recreation.gov.
