Form 8821: What It Authorizes, How to File, and How to Revoke

IRS Form 8821, Tax Information Authorization, lets you give a named third party permission to inspect and receive your confidential federal tax records without giving them any authority to act for you. It covers the specific tax types and periods you list, and nothing beyond that. Because the access is informational only, you can name almost anyone — an accountant, a bookkeeper, a family member, a mortgage lender — and the form itself is short.

What the Authorization Covers

Once Form 8821 is processed, your designee can inspect and receive your confidential tax information, verbally or in writing, for the tax matters and periods you specified.1Internal Revenue Service. About Form 8821, Tax Information Authorization In practice that means pulling your tax transcripts, checking your account balance, calling the IRS with questions about your return, and, if you check the box on Line 2, receiving copies of the notices and correspondence the IRS sends you.

What It Does Not Cover

Form 8821 gives no authority to act. Your designee cannot speak for you, advocate a position, sign documents, agree to extend a deadline, negotiate a payment plan, or represent you in an audit or appeal.2Internal Revenue Service. Instructions for Form 8821 They cannot pass your information to another third party or substitute someone else as the designee. They can never endorse your refund check or have a refund deposited to their account.3Internal Revenue Service. Instructions for Form 8821 If any of those things need to happen, Form 8821 is the wrong form.

Form 8821 or Form 2848: Which One You Need

Form 8821 is view-only. Form 2848, Power of Attorney and Declaration of Representative, is authority to act — sign, negotiate, settle, and represent you before the IRS.4Internal Revenue Service. Forms 2848 and 8821 for Tax-Advantaged Bonds

That difference drives who you can name. A Form 2848 representative must be eligible to practice before the IRS, meaning an attorney, CPA, enrolled agent, or someone else in a recognized category. Form 8821 has no such limit, because the person is only receiving information.3Internal Revenue Service. Instructions for Form 8821 Pick Form 8821 when someone needs to see your records. Pick Form 2848 when someone needs to handle your tax matters.

Filling Out the Form

The form is short. Getting it accepted on the first try is mostly a matter of avoiding a handful of specific errors.

Line 1: Your Information

Enter your full legal name, current mailing address, and Taxpayer Identification Number — a Social Security number for individuals or an EIN for a business. Joint filers who both want to authorize the same designee need only one form, but both names and TINs must appear.2Internal Revenue Service. Instructions for Form 8821

Line 2: Your Designee

List the designee’s name, address, and Centralized Authorization File (CAF) number. Tax professionals usually already have a CAF number; if your designee doesn’t, leave it blank and the IRS will assign one. Line 2 also has a box to send copies of your notices and correspondence to the designee. Check it if you want them to see what you see.1Internal Revenue Service. About Form 8821, Tax Information Authorization

Line 3: Tax Information

This is where most forms go wrong. You need the type of tax, the form number, and the exact years or periods. For example: “Income — 1040 — 2023, 2024, 2025.” Ranges can be written “2023 thru 2025.” Quarterly periods look like “2nd 2024–4th 2024.”2Internal Revenue Service. Instructions for Form 8821

Two rules trip filers up. Never write “All years,” “All periods,” or “All taxes” — the IRS rejects those outright.5Internal Revenue Service. Common Reasons for Power of Attorney (POA) Rejection And while you can list future tax years, the IRS will not record any future period more than three years out from December 31 of the year it receives the form.2Internal Revenue Service. Instructions for Form 8821 A form filed in 2026 that lists 2030 won’t cover 2030.

Line 5: Signature and Date

Sign and date the form. Paper and fax submissions need a handwritten signature; the IRS Tax Pro Account accepts an electronic one. The date carries weight when the form is being used for a non-tax purpose, such as income verification for a mortgage: the IRS must receive it within 120 days of the signature date. That 120-day window does not apply when the form is filed to help with an actual tax matter.3Internal Revenue Service. Instructions for Form 8821

How to Submit It

You have three options: mail, fax, or the IRS Tax Pro Account online.

The Tax Pro Account is the fastest route. It provides real-time processing for individual tax information authorizations, so the designation shows up in IRS systems without the multi-week wait that comes with paper.6Internal Revenue Service. Submit Forms 2848 and 8821 Online

Mail and fax addresses depend on where you live, and they split roughly into three groups: a Memphis, TN address and fax line for eastern states (AL through WV, including DC); an Ogden, UT address and fax line for western states (AK through WY); and a Philadelphia, PA address and separate fax line for international, U.S. territory, and APO/FPO filers.2Internal Revenue Service. Instructions for Form 8821 Fax numbers change without notice, so verify the current address and fax at irs.gov/Form8821 before sending.

Oral Authorization in a Phone Call

If you only need to grant one-time access during a call with the IRS, you can authorize a person orally without filing anything. You verify your identity on the line and tell the agent who you’re authorizing. If you also want the IRS to send that person copies of your notices going forward, say so during the call.7Internal Revenue Service. Power of Attorney and Other Authorizations This is useful on a specific call but doesn’t create a lasting record.

Why the IRS Rejects Forms

A rejected form adds weeks to the process. The common triggers are narrow and easy to check before you submit:5Internal Revenue Service. Common Reasons for Power of Attorney (POA) Rejection

  • Missing signature or missing date beside the signature.
  • Vague tax periods like “All years” or “All future periods” instead of specific years or ranges.
  • An incorrect Social Security number or EIN, which prevents the IRS from matching the form to your account.

How Long It Lasts and How to End It

Form 8821 stays active until the expiration date you write on it. Leave that field blank and it has no built-in end date; it stays in place until you revoke it or file a new Form 8821 that replaces it. The three-year ceiling on future periods still applies, so even an open-ended form filed in 2026 won’t reach 2030.2Internal Revenue Service. Instructions for Form 8821

Filing a new Form 8821 for the same tax matters and periods automatically revokes earlier authorizations for those matters unless you attach copies of the prior forms to the new submission. Forgetting those attachments is an easy way to accidentally cut off someone’s access you meant to keep.2Internal Revenue Service. Instructions for Form 8821

Revoking the Authorization

You can revoke at any time. The simplest method: take a copy of the original form, write “REVOKE” across the top, sign and date it below your original signature, and send it to the IRS office that handles your state.3Internal Revenue Service. Instructions for Form 8821

Without the original on hand, send a written notification to the same address. It should state that you are revoking the authority, name and address the designee, and identify the tax matters and periods being revoked. To revoke everything, write “revoke all years/periods” rather than listing each one. Sign and date it.3Internal Revenue Service. Instructions for Form 8821 Your designee can also withdraw on their own by submitting a similar written request, so ending the authorization doesn’t have to come from your side.

Using Form 8821 for Income Verification

The form isn’t only for tax trouble. Mortgage lenders, landlords, and background-check companies routinely ask applicants to file one so they can verify income directly with the IRS.8Internal Revenue Service. Topic No. 312, Disclosure Authorizations When the form is used for a non-tax purpose like this, the 120-day signature deadline kicks in: the IRS must receive it within 120 days of your signature date or it will be rejected.3Internal Revenue Service. Instructions for Form 8821 If a lender hands you one during an application, sign it as close to the submission date as you can.
