FMVSS 108: Lamp Requirements, Testing, and Aftermarket Rules

Federal Motor Vehicle Safety Standard No. 108 sets the lighting requirements for every new passenger car, truck, bus, trailer, and motorcycle sold in the United States. Codified at 49 CFR 571.108, the rule spells out which lamps and reflectors a vehicle must carry, what colors they must show, where they must sit on the body, and how bright and durable they must be.1eCFR. 49 CFR 571.108 – Standard No. 108; Lamps, Reflective Devices, and Associated Equipment NHTSA enforces it, and a manufacturer that ships a noncompliant lamp faces civil penalties of up to $27,874 per violation.2eCFR. 49 CFR 578.6 – Civil and Criminal Penalties

Which Vehicles Have to Comply

FMVSS 108 covers passenger cars, multipurpose passenger vehicles, trucks, buses, trailers, and motorcycles. Two narrow trailer categories are excluded: pole trailers (the kind that carry logs or pipes between two axle assemblies) and trailer converter dollies. Every other highway trailer must comply.1eCFR. 49 CFR 571.108 – Standard No. 108; Lamps, Reflective Devices, and Associated Equipment

Overall width matters. Vehicles 2,032 mm (80 inches) or wider trigger extra lighting: clearance lamps, identification lamps, and, for trailers over 10,000 pounds GVWR, retroreflective conspicuity treatments. That 80-inch line separates a large pickup from a vehicle that needs the full heavy-truck lighting package.

Low-Speed Vehicles

Golf carts and neighborhood electric vehicles classified as low-speed vehicles under 49 CFR 571.500 have a shorter list. They need headlamps, front and rear turn signals, taillamps, stop lamps, and red reflex reflectors on the sides and rear. They do not need the high-mounted stop lamp, side marker lamps, or conspicuity treatments required on full-speed vehicles.3eCFR. 49 CFR 571.500 – Standard No. 500; Low-Speed Vehicles If you are buying an LSV for street use, confirm it carries this equipment before driving it on any public road.

Motorcycles

Motorcycles have their own provisions within FMVSS 108, including rules for headlamp modulating systems. A modulating headlamp cycles the lower beam between full brightness and a reduced level at 240 cycles per minute (plus or minus 40), staying at full power for 50 to 70 percent of each cycle. The system must include a light sensor that stops the modulation in low light, and both beams must remain functional if the modulator fails.1eCFR. 49 CFR 571.108 – Standard No. 108; Lamps, Reflective Devices, and Associated Equipment

The Lamps and Reflectors Every Passenger Car Needs

The standard’s equipment tables set the required set. For a typical passenger car it includes:

  • Headlamps with upper (high) and lower (low) beam capability.
  • Two red taillamps on the rear, lit whenever the headlamps or parking lamps are on.
  • Two red stop lamps on the rear, activated by the brake pedal.
  • A high-mounted stop lamp: a single red lamp on the rear vertical centerline, visible through the rear window of a following vehicle.
  • Turn signal lamps: two amber on the front and two red or amber on the rear.
  • Side marker lamps: two amber facing forward and two red facing rearward.
  • At least one white backup lamp that illuminates when reverse is engaged.
  • A white license plate lamp for the rear plate.
  • Red reflex reflectors on the rear.

Larger vehicles add to this list. Daytime running lamps are not on it: federal law permits them and caps their intensity between 500 and 3,000 candela at the center test point when installed, but does not require them. Canada does, which is why most vehicles sold across North America include DRLs anyway.

Extra Equipment for Wide Vehicles

Vehicles 80 inches or wider carry two lamp types smaller vehicles do not:

  • Clearance lamps: two amber on the front and two red on the rear (the red rear pair is not required on truck tractors), mounted symmetrically as near the top of the vehicle as practicable to mark its overall width.
  • Identification lamps: a cluster of three lamps spaced 6 to 12 inches apart in a horizontal row, mounted as near as practicable to the top and vertical centerline. Front cluster amber, rear cluster red, not required on truck tractors.

Those three amber lights across the top of a cab roof are the identification lamps. When you see them in your mirror, the vehicle behind you is wide enough to take up most of a lane.

Conspicuity Tape on Trailers

Trailers at least 80 inches wide with a GVWR over 10,000 pounds (other than trailers used exclusively as living or office space), plus all truck tractors, must carry retroreflective sheeting, conspicuity reflex reflectors, or a mix of both. The alternating red-and-white tape outlining the sides and rear of semi-trailers is the common way to meet this rule, and the material is tested to keep its retroreflection over years of road exposure.

Color and Placement Rules

Colors in FMVSS 108 work as a universal code: white faces forward, red faces rearward, and amber marks turns and sides. Amber and yellow are treated as the same color. Headlamps and backup lamps emit white. Front turn signals and front side markers are amber. Rear-facing stop lamps, taillamps, and rear side markers are red. A driver at a distance can tell the front of a vehicle from the back before the shape is even clear.

Placement reinforces the same idea. Paired lamps must be mounted symmetrically and as far apart as practicable to represent the vehicle’s true width. The high-mounted stop lamp sits on the rear centerline so following drivers see a single brake light at eye level, distinct from the two lower stop lamps. Height rules keep lamps out of the road spray zone and out of other drivers’ mirrors.

How Lamps Are Tested

Every lamp design has to pass photometric testing, which maps the intensity and direction of the light it produces. Intensity is measured in candela, and the regulation sets minimum and maximum values at dozens of test points across the beam pattern. For headlamps, the beam must put light on the road and the right shoulder while keeping the strongest portion below the sightline of oncoming drivers. Getting that balance wrong is the difference between a lamp that lights up hazards and one that blinds people.

Aim is regulated with the same precision. Visually aimable headlamps must produce a sharp cutoff line in the lower beam, positioned 0.4 degrees below the horizontal axis, and adjusting one aim axis through its full range cannot shift the other by more than 0.76 degrees.

Durability testing is physical. Lamps are shaken on a vibration machine at roughly 750 cycles per minute. Moisture testing exposes the housing to 0.1 inches of water per minute in its normal mounting position with drain holes open. Dust testing seals the drain holes and puts the lamp in a chamber with 10 pounds of fine cement powder. A lamp that fogs, cracks, or loses internal alignment during any of this does not meet the standard.

Adaptive Driving Beam Headlamps

NHTSA finalized rules in 2022 permitting adaptive driving beam headlamps, a technology already common in Europe and Asia.4National Highway Traffic Safety Administration. Federal Motor Vehicle Safety Standards; Lamps, Reflective Devices, and Associated Equipment, Adaptive Driving Beam Headlamps An ADB system projects a high beam that automatically dims or shields specific zones to avoid glaring oncoming or preceding vehicles while keeping the rest of the road fully lit.

The regulation splits the beam into zones of reduced intensity, which must meet lower-beam photometric requirements, and zones of unreduced intensity, which must meet upper-beam requirements. Below 20 mph the system must default to conventional low beams, and if a sensor malfunction prevents safe automatic operation the system must revert to manual switching and warn the driver.

What the DOT Mark on a Lamp Actually Means

The United States does not require vehicles or lighting equipment to pass government testing before sale. It uses self-certification: manufacturers test their own products, certify compliance, and keep records. The visible sign of that certification is the “DOT” symbol molded or printed on the lens. It means the manufacturer certifies the lamp meets FMVSS 108. It does not mean the government tested or approved it. Aftermarket claims of “DOT approved” products are misleading, because NHTSA runs no approval process for lighting equipment.6National Highway Traffic Safety Administration. Interpretation 13434.ztv

Aftermarket Work: What Shops Can and Cannot Do

FMVSS 108 does not stop when a car leaves the factory. Under 49 U.S.C. 30122, manufacturers, dealers, distributors, rental companies, and repair businesses may not knowingly disable any safety device or design element installed to meet a federal safety standard.7Office of the Law Revision Counsel. 49 USC 30122 – Making Safety Devices and Elements Inoperative A shop that tints a taillamp dark enough to drop its output below the federal minimum, or installs an accessory that blocks a turn signal, violates the rule and faces the same $27,874-per-violation penalty that applies to manufacturers.

This rule reaches businesses, not individuals. NHTSA generally does not regulate modifications an owner makes to a personal vehicle. State equipment codes fill that gap and are enforced during traffic stops and inspections.

LED Conversion Bulbs

Drop-in LED bulbs marketed as replacements for halogen headlamp bulbs are one of the most popular aftermarket upgrades and one of the most misunderstood. NHTSA’s position: no LED replaceable light source may be used in a headlamp housing designed for a halogen bulb.8National Highway Traffic Safety Administration. 571.108–NCC-230201-001 LED Headlights, M. Baker Replaceable bulb specifications have to be submitted to NHTSA under Part 564 and listed in a public docket before they can be sold legally, and no LED bulb designed for a halogen housing has been listed there.

LEDs are legal as the light source in integral beam headlamps, where the lens, reflector, and LED array are engineered as a single sealed unit. The problem with drop-ins is that the LED emits light from different positions than the halogen filament the reflector was designed around, scattering the beam and often creating severe glare while reducing useful road illumination. NHTSA acknowledges the products are widely sold online and leaves enforcement against individual owners to the states.

Auxiliary and Off-Road Lights

FMVSS 108 does not regulate auxiliary lamps like driving lights, fog lamps, or LED light bars. The federal government has not set performance specifications for these products, and they are not required equipment on any vehicle. One federal restriction does apply: auxiliary lamps cannot be installed in a way that impairs the effectiveness of required lighting. Mounting a light bar so close to a turn signal that it masks the flashing signal would cross that line.

Because the federal role is thin, states set their own rules. Some prohibit light bars on public roads outright, others require covers on the highway, and fines vary widely. Check your state’s vehicle equipment code before installing auxiliary lights you plan to use on the road.

Penalties and Recalls

A manufacturer or equipment maker that sells noncompliant products faces up to $27,874 for each violation, with each vehicle or piece of equipment counting as a separate violation. When a manufacturer finds a lighting product that does not comply with FMVSS 108, or a safety-related defect, it must report the problem to NHTSA and notify registered owners by first-class mail explaining the risk and how to get a free fix.10eCFR. 49 CFR Part 573 – Defect and Noncompliance Responsibility and Reports The remedy has to be free to the owner, with three options: repair, replace, or refund the purchase price minus reasonable depreciation.11National Highway Traffic Safety Administration. Motor Vehicle Safety Defects and Recalls: What Every Manufacturer Should Know Headlamp and taillamp recalls are among the most common lighting campaigns. If you receive one, take it seriously: a noncompliant headlamp can look fine on a walk-around while throwing a beam that blinds oncoming drivers or leaves the road ahead underlit.

Importing a Vehicle That Does Not Meet the Standard

Foreign-market vehicles often use lighting built to European (ECE) or other international standards that do not satisfy FMVSS 108. Bringing one into the U.S. requires modification through a Registered Importer, who has to bring the lighting into compliance on every point: color, photometric performance, mounting location, and DOT marking. Common conversions include swapping amber rear turn signals for red where needed, adding side markers, and replacing headlamps with DOT-certified units. U.S. headlamps direct more light to the right shoulder; European ones direct more to the left.

The major exception is the 25-year rule. A vehicle at least 25 years old, measured from its date of manufacture, can be imported without meeting any Federal Motor Vehicle Safety Standard, including FMVSS 108.12National Highway Traffic Safety Administration. If the manufacture date is not on a permanent label, supporting documentation is needed, such as an original sales invoice, a registration document showing at least 25 years of age, or a statement from a recognized vehicle historical society.
