FMCSA Training Provider Registry: Enrollment, Reporting, Complaints

The FMCSA Training Provider Registry is the federal database that lists every school, company, and individual authorized to deliver entry-level training to commercial driver’s license applicants in the United States. Since February 7, 2022, anyone pursuing a first-time Class A or Class B CDL, upgrading from Class B to Class A, or adding a passenger, school bus, or hazardous materials endorsement for the first time must complete training through a listed provider before a state will let them sit for the skills or knowledge test.1Federal Motor Carrier Safety Administration. Who Has to Train Through a Listed Provider

The Entry-Level Driver Training (ELDT) rules in 49 CFR Part 380 apply to four groups. If you fall into any of them, the DMV will not schedule your skills exam until your provider has reported your completion to the registry.2eCFR. 49 CFR Part 380 – Special Training Requirements

  • First-time Class A applicants — anyone who has never held a Class A license and wants to drive tractor-trailers or other combination vehicles.
  • First-time Class B applicants — anyone new to Class B who wants to drive straight trucks, large buses, or similar single-unit vehicles.
  • Drivers upgrading from Class B to Class A. These applicants may complete an upgrade curriculum rather than the full standard course.
  • Drivers seeking a first-time passenger (P), school bus (S), or hazardous materials (H) endorsement. The endorsement-specific curriculum has to be completed through a registered provider.

Seat time alone does not count. If your provider is not on the registry, or the completion record never reaches the state, the testing window will turn you away.

Who Is Exempt, and What the Registry Does Not Cover

Several groups sit outside the ELDT mandate because they already fall outside standard CDL testing requirements.3Federal Motor Carrier Safety Administration. Section 380.603 – Applicability Guidance Q and A Question 2 – Who Is Exempt From Entry-Level Driver Training ELDT Requirements Current or former military personnel in qualifying occupational specialties can waive both the knowledge and skills tests if they meet the conditions in 49 CFR 383.77, including recent driving experience in a comparable vehicle and a clean record, so the training mandate does not reach them.4eCFR. 49 CFR 383.77 – Substitute for Knowledge and Driving Skills Tests for Certain Military Personnel Farmers operating within the agricultural exemptions in Part 383 and firefighters covered by the emergency vehicle exemption are similarly excluded.

The rules also do not apply to routine renewals or interstate transfers of a CDL you already hold. The training trigger is a first-time CDL, a class upgrade, or a first-time P, S, or H endorsement. Nothing else.

How to Find an Approved Training Provider

The registry has a public search tool on the FMCSA website. You can filter by location, provider name, and training type — theory instruction, behind-the-wheel range training, or behind-the-wheel public-road training. Each result shows the provider’s contact information and the specific programs they are certified to teach.

Not every registered provider will show up. Some carriers train only their own new hires and choose a private listing, so absence from the search does not automatically mean a company is unregistered. If a trucking employer offers in-house training, ask them directly. For everyone else shopping schools, the public directory is the fastest way to confirm your tuition buys training that will actually count at the DMV.

What the Training Covers

The federal curriculum splits into theory (classroom or online) and behind-the-wheel work, and the behind-the-wheel side breaks further into range exercises and public-road driving. One detail that surprises many applicants: FMCSA does not set minimum hours for any portion. Providers must cover every topic and document each student’s total clock hours, but the federal floor is competency-based.5Federal Motor Carrier Safety Administration. ELDT Curricula Summary

For a Class A CDL, theory instruction spans basic vehicle operation, safe operating procedures, advanced topics such as hazard perception and skid recovery, vehicle systems and maintenance, and non-driving obligations including hours-of-service, cargo handling, and drug and alcohol rules. Range training covers pre-trip inspection, straight-line backing, alley dock, offset backing, and parallel parking on both sides. Road training covers lane changes, highway entry and exit, railroad crossings, and driving in extreme conditions. Because there is no federal hour minimum, program length and price vary widely. Compare schools on curriculum depth and total seat time before you enroll.

How Your Completion Reaches the DMV

Once you finish the curriculum, the provider has to transmit your completion data to the registry electronically within two business days.6Federal Motor Carrier Safety Administration. The state pulls that record before scheduling your skills test. A single typo in a permit number, a mismatch between the name on your permit and the name your school entered, or a delayed upload can push a testing appointment back by days or weeks. Before you leave the program, ask the school to confirm the upload has gone through and that your details match your learner’s permit exactly.

How a School Registers as a Provider

Instructor qualifications are where applications most often stumble. Every behind-the-wheel instructor must hold a CDL at the same class or higher than the training vehicle, with any endorsements needed for the material being taught, and must have at least two years of commercial driving or BTW instruction experience. Theory instructors face the same two-year experience requirement, with slightly more flexibility on the CDL side for online theory.10eCFR. 49 CFR 380.605 – Definitions An instructor whose CDL was suspended or revoked for a disqualifying offense is barred from teaching for two years after reinstatement.

Approved applicants receive a unique Training Provider ID that serves as the identifier for every future registry interaction, including certifying student completions. Once approved, a provider appears in the public search tool unless they choose a private listing.

Providers must keep training records — student permit copies, instructor qualification documentation, lesson plans, and individual assessment records — for at least three years from the date each document is created or received. Removal From the Registry

FMCSA can pull a provider off the registry through two pathways. Under the standard process, the agency issues a written notice explaining the proposed removal and the corrective actions required. The provider has 30 days to respond, and if it agrees to fix the problems but fails to complete the corrections within 60 days of the original notice, removal takes effect automatically. The emergency pathway skips the notice period. FMCSA can immediately remove a provider for fraud, criminal conduct, willful disregard of the regulations, or any situation where public safety demands it. In fraud cases where students knowingly participated, the agency can retroactively invalidate the training itself, meaning drivers who went through a fraudulent program can lose credit and have to start over with a legitimate provider.

Filing a Complaint Against a Provider

If you believe a listed provider is cutting corners on the curriculum, using unqualified instructors, or otherwise violating ELDT standards, the official channel is FMCSA’s National Consumer Complaint Database at nccdb.fmcsa.dot.gov. Select “Driver” as the filer category, enter the dates, locations, and what happened, and upload any supporting documents or photos.13Federal Motor Carrier Safety Administration.
