Fire extinguisher label requirements in a U.S. workplace fall into three layers: the manufacturer’s label on the cylinder itself, the inspection and maintenance tag that gets updated over the extinguisher’s life, and the permanently affixed hydrostatic test record. Together they tell anyone who picks up the unit what kind of fire it fights, how to use it, and whether it’s still safe and serviceable. What the Manufacturer’s Label Must Show
The label applied by the manufacturer is the most information-dense part of any extinguisher, and it has to face outward so it’s visible the moment someone grabs the unit. At minimum it identifies the fire classes the extinguisher is rated for, the numerical capacity for those classes where applicable, the operating instructions, the type of extinguishing agent inside, the manufacturer’s name and model number, and the mark of a nationally recognized testing laboratory.
Fire Class Letters and Pictograms
Five letter categories describe what an extinguisher can handle:
- Class A: ordinary combustibles like wood, paper, and cloth.
- Class B: flammable liquids and gases such as gasoline, oil, and propane.
- Class C: fires involving energized electrical equipment.
- Class D: combustible metals like magnesium or titanium.
- Class K: cooking oils and fats, primarily in commercial kitchens.
Most extinguishers in offices and general workplaces carry a combination rating, typically 2A:10B:C. The label displays these classifications using both letters and pictograms, geometric icons showing the type of fire on a colored background. The pictograms let someone identify the right unit in smoke or poor lighting without reading fine print.
What the Numbers Mean
The number in front of the letter quantifies capacity, but only for Class A and Class B. Each Class A number represents the equivalent of 1.25 gallons of water; a 2A-rated unit delivers roughly the same suppression as 2.5 gallons on a combustible fire, and 4A doubles that to 5 gallons. For Class B, the number is the approximate square footage of a flammable-liquid fire the extinguisher can suppress, so a 10B unit handles up to 10 square feet of burning liquid surface.
Classes C, D, and K carry no numerical rating. Class C is a pass/fail designation confirming the agent is non-conductive, so you won’t electrocute yourself using it on live equipment. Class D and K effectiveness depends on the specific metal or cooking medium involved, making a single scale impractical.
Operating Instructions and Product Identification
The label walks you through the operating sequence, usually the familiar pull, aim, squeeze, sweep steps, paired with pictographic icons on most modern units. It also identifies the manufacturer, the model number, and the extinguishing agent, all of which a service technician needs before opening the cylinder or ordering replacement parts.
Testing Laboratory Approval Mark
Every new extinguisher must bear an approval mark from a nationally recognized testing laboratory confirming the unit meets an established performance standard. Underwriters Laboratories (UL) and FM Approvals are the two most common. OSHA recognizes both, and FM is listed as an NRTL with authority to test against standards including UL 299 for dry chemical extinguishers, UL 154 for carbon dioxide units, and UL 711 for rating and fire testing.3Occupational Safety and Health Administration. Hazard Communication Labeling
When an extinguisher contains a hazardous chemical, which includes most units charged with compressed gas, OSHA’s Hazard Communication Standard (29 CFR 1910.1200) adds a second layer of labeling. The label must identify the hazardous chemical and display appropriate hazard warnings, and the employer must make Safety Data Sheets available for those agents in the workplace.4Occupational Safety and Health Administration. OSHA does not require any particular format. Employers may use the Hazardous Materials Identification System (HMIS), the NFPA diamond, ANSI labels, or another recognized system, as long as the written hazard communication program explains the system to employees.5Occupational Safety and Health Administration. Inspection and Maintenance Tags
Separate from the manufacturer’s label, every extinguisher in service carries a secondary tag documenting its ongoing condition. This is where most OSHA citations actually happen, because the records have to be kept up consistently.
Monthly Visual Inspection Records
OSHA requires a visual inspection of every portable extinguisher at least once a month.6Occupational Safety and Health Administration. 29 CFR 1910.157 – Portable Fire Extinguishers The person doing the check confirms the unit is in its designated spot, the gauge shows adequate pressure, the tamper seal and pull pin are intact, and there’s no visible damage or corrosion. The check can be logged on a hang tag attached to the extinguisher or in a separate inspection log. Either way, an inspector will want to see proof it happened.
Annual Maintenance Tag
Once a year, every extinguisher must undergo a thorough maintenance check. OSHA requires the employer to record the annual maintenance date and retain that record for one year after the last entry or the life of the shell, whichever is shorter.1eCFR. 29 CFR 1910.157 NFPA 10 goes further, requiring a trained technician to perform the work and requiring the attached tag or label to record the month and year of service, the technician’s initials, and the servicing agency. Annual maintenance typically runs $25 to $300 per unit depending on extinguisher type and local market.
Six-Year Internal Examination Label
Stored-pressure dry chemical extinguishers must undergo an internal examination every six years under NFPA 10. After the examination, a durable metallic label is affixed to the shell recording the date, the technician, and the servicing company. The label has to be metallic because paper tags won’t survive the six-year cycle. The six-year timeline resets whenever maintenance is performed during recharging or hydrostatic testing, and nonrechargeable extinguishers are exempt.
Hydrostatic Test Label
Hydrostatic testing pressurizes the cylinder well above normal operating levels to verify structural integrity. OSHA requires this testing at intervals set out in Table L-1 of 29 CFR 1910.157, running from 5 to 12 years depending on extinguisher type. Carbon dioxide extinguishers and nitrogen cylinders used with wheeled units must be tested every 5 years at 5/3 of the stamped service pressure.1eCFR. 29 CFR 1910.157 Stored-pressure and Halon 1211 types are tested at the factory test pressure, not exceeding twice the service pressure.
The label documenting a hydrostatic test must be permanently affixed to the shell using a heatless process, since welding or brazing near a pressure vessel can compromise it. The label states the date of the test, the test pressure applied, and the name of the testing facility. Any extinguisher that fails a hydrostatic test, or is deemed unfit for testing due to corrosion, damage, or prior repairs involving soldering or patching, has to be removed from service and from the workplace entirely.1eCFR. 29 CFR 1910.157 There is no tag-it-and-revisit-later option. Location Signage
Labeling on the extinguisher is one thing; identifying where it is in the space is another. OSHA requires employers to mount, locate, and identify extinguishers so they are readily accessible without exposing employees to injury.1eCFR. 29 CFR 1910.157 When the unit is in a visible, unobstructed location, it serves as its own identifier. Faded or Illegible Labels
OSHA’s requirement that extinguishers be maintained in operable condition and properly identified extends to the readability of the labels.6Occupational Safety and Health Administration. 29 CFR 1910.157 – Portable Fire Extinguishers An extinguisher with a faded, peeling, or paint-covered label fails the whole purpose of the labeling rule: telling someone whether the unit is appropriate for the fire in front of them. Monthly visual inspections should catch label deterioration early. Once a label is no longer legible, the extinguisher should come out of service until it can be relabeled or replaced. Waiting for the annual visit is how a small problem turns into a citation.
Penalties for Missing or Deficient Labels
OSHA treats fire extinguisher violations under the same penalty structure as any other workplace safety citation, and portable fire extinguisher standards consistently rank among the agency’s most frequently cited regulations. Effective January 15, 2025, the maximum penalties are:
- Serious violation: up to $16,550 per violation.
- Other-than-serious violation: up to $16,550 per violation.
- Failure to abate: up to $16,550 per day beyond the abatement deadline.
- Willful or repeated violation: up to $165,514 per violation.
These amounts adjust annually for inflation.8Occupational Safety and Health Administration. OSHA Penalties The math gets painful quickly, because each extinguisher with a missing inspection tag or illegible label can count as its own violation. A facility with 20 extinguishers that all missed their annual maintenance is potentially looking at 20 individual citations. Employers who can show good-faith compliance and no prior violations often receive reduced penalties, but the statutory maximums are there to give OSHA real leverage against employers who treat fire safety as optional.
