An FHA streamline refinance lets a homeowner with an existing FHA-insured mortgage replace it with a new FHA loan at a lower rate, using a shortened process that usually skips the appraisal, the income check, and full underwriting. HUD built the program to cut monthly payments quickly, so it is only available to borrowers who already hold an FHA loan. The trade-off for the speed is a strict set of eligibility rules, a required payment-reduction test, and tight limits on what you can do with the new loan.
Who Qualifies
The mortgage being refinanced must already carry FHA insurance. The program does not convert conventional, VA, or USDA loans into the FHA system.1U.S. Department of Housing and Urban Development. Streamline Refinance Your Mortgage
Beyond that, HUD imposes three timing and payment-history requirements that must all be satisfied at once:
- 210-day seasoning. At least 210 days must have passed since the closing date of the mortgage you’re refinancing.
- Six-payment minimum. You must have made at least six monthly payments on the current FHA loan, and at least six months must have elapsed since the first payment due date.
- 0x30 payment history. No mortgage payment can be more than 30 days late in the last 12 months. If you’ve owned the home for less than a year, every payment since closing must have been on time.

The Net Tangible Benefit Test
Every streamline refinance must produce a measurable improvement for the borrower. HUD calls this the “net tangible benefit” test, and lenders cannot close a loan that fails it.1U.S. Department of Housing and Urban Development. Fixed-Rate to Fixed-Rate
The new combined rate — interest rate plus annual mortgage insurance premium rate — must be at least 0.5 percentage points lower than your current combined rate. Your total monthly payment for principal, interest, and mortgage insurance must also drop by at least 5%. Adjustable-Rate to Fixed-Rate
Moving out of an ARM into a fixed rate relaxes the math. The new interest rate can exceed your current rate by up to 2 percentage points, because the long-term predictability of a fixed payment is itself treated as a tangible benefit. Shorter Term
Refinancing from a 30-year loan into a 15-year loan can raise your monthly payment. Federal rules allow an increase of up to $50 per month in that situation, since paying off the mortgage faster reduces total interest cost.3eCFR. 24 CFR 203.43 – Eligibility of Miscellaneous Type Mortgages
No Appraisal, and Why That Matters If You’re Underwater
FHA does not require an appraisal for a streamline refinance. Most lenders skip it because doing so speeds up the process and cuts costs.4U.S. Department of Housing and Urban Development. HUD 4155.1 Chapter 6, Section C – Streamline Refinances Overview If a lender does order one and the value would hurt the borrower’s loan terms, HUD lets the lender ignore it and proceed as though no appraisal was performed.
This is the program’s most valuable feature for homeowners with negative equity. No appraisal means no current-value check, so owing more than the home is worth does not block the refinance. The no-appraisal path is mandatory rather than optional in a few situations. An investor holding a financial interest in more than seven rental units may only refinance without an appraisal, and units in a condominium project whose FHA approval has been withdrawn are limited to the same route.4U.S. Department of Housing and Urban Development. Credit Qualifying vs. Non-Credit Qualifying
The program has two tracks. A non-credit qualifying streamline is the faster route: no credit report, no income verification, no debt-to-income analysis. A credit qualifying streamline involves full underwriting: credit check, income documentation, asset verification. HUD requires this more thorough review in two circumstances:
- Borrower removal. If someone is being taken off the mortgage note, the remaining borrowers must show they can carry the payment alone.

Most streamline refinances fall in the non-credit qualifying bucket, since the typical goal is to capture a lower rate without altering the loan’s structure.
Mortgage Insurance Premiums
FHA loans carry two mortgage insurance charges: an upfront premium paid at closing and an annual premium built into the monthly payment. Both feed directly into whether the refinance saves you money.
Upfront Premium
The standard upfront MIP is 1.75% of the base loan amount. On a $250,000 refinance, that’s $4,375. A large exception applies to borrowers refinancing an FHA loan that was originally endorsed on or before May 31, 2009. Those borrowers pay a reduced upfront premium of just 0.01% and an annual premium of 0.55%, regardless of loan amount or LTV. Annual Premium
For most borrowers refinancing loans endorsed after May 31, 2009, the annual MIP depends on loan term, loan amount, and LTV. For a term over 15 years with a base amount at or below $625,500:
- LTV at or below 90%: 0.80% annually, collected for 11 years.
- LTV above 90% up to 95%: 0.80% annually, collected for the life of the loan.
- LTV above 95%: 0.85% annually, collected for the life of the loan.
For terms of 15 years or less with base amounts at or below $625,500, the annual MIP drops to 0.45% if LTV is at or below 90%, and 0.70% if above.5U.S. Department of Housing and Urban Development. Land at or below 90% LTV and the annual MIP eventually falls off; land above it and you pay until the loan is paid off or refinanced again.
Refund of the Old Upfront Premium
Refinance within three years of closing your previous FHA loan and you’re entitled to a partial refund of the upfront premium you paid on that loan. The refund starts at 80% in the first month and drops by roughly 2 percentage points each month, reaching 10% at month 36. Refinancing early in your loan term can offset a substantial share of the new premium this way.
Closing Costs and the Cash-Out Ceiling
“Streamline” describes the underwriting, not the costs. You will still pay closing costs.1U.S. Department of Housing and Urban Development. Streamline Refinance Your Mortgage Typical expenses include title insurance, recording fees, and lender charges for underwriting and processing.
Here’s the restriction most borrowers don’t expect: FHA does not allow you to roll closing costs into the new loan amount. You either pay them out of pocket or accept a “no-cost” arrangement where the lender covers them in exchange for a slightly higher interest rate. The higher rate generates a premium the lender uses to pay your costs.1U.S. Department of Housing and Urban Development. Cash back at closing is capped at $500, and even that exists only to absorb minor adjustments at final settlement. Loan Amount and Term Caps
The new loan amount cannot exceed the least of: the original principal of the existing mortgage, the outstanding principal balance plus HUD-approved closing charges, or (for non-occupant borrowers) the outstanding balance alone. The new loan’s term generally cannot exceed the remaining time on the existing mortgage. With 22 years left, your streamline refinance cannot stretch back out to 30. Primary Homes, Second Homes, and Investment Properties
Owner-occupied homes, secondary residences, and investment properties are all eligible, but the rules tighten for properties you don’t live in. Investment properties may only be refinanced without an appraisal, and investors with financial interests in more than seven units face that same mandatory restriction.1U.S. Department of Housing and Urban Development. One practical difference catches borrowers off guard. The three-day right of rescission under federal lending law applies only to refinances on a principal dwelling. Refinance a primary residence and you have three business days after signing to cancel; the lender cannot disburse funds until that window closes.7Consumer Financial Protection Bureau. 12 CFR 1026.23 – Right of Rescission Investment properties and vacation homes don’t carry that protection, so funding can happen right after closing.
What to Bring and How Closing Works
Even with reduced underwriting, you’ll need a handful of documents. Pull your most recent monthly mortgage statement, which shows the current balance and interest rate. You’ll also need the FHA case number from the original loan, usually printed on your settlement statement or mortgage insurance certificate, plus a government-issued photo ID.
The lender will have you complete the Uniform Residential Loan Application (Form 1003). On a non-credit qualifying streamline, the income and asset sections can be left blank, but you still need to fill in property details, loan purpose, and two years of employment history. A current homeowner’s insurance declarations page keeps the file from stalling.
After submission, the lender pulls a mortgage-only credit report to confirm the 0x30 payment history and runs the net tangible benefit calculation.
