FHA income documentation requirements come down to proving three things for every dollar you want counted: where the money comes from, how much it is, and that it will keep arriving for at least three years after your loan closes. The Federal Housing Administration builds its underwriting around those questions, and the paperwork you gather has to answer each one for wages, self-employment profits, disability benefits, rental income, and any other source you’re using to qualify. Some income sources are excluded outright regardless of how well you document them.
Wage and Salary Income
For traditional employees, the lender wants a paper trail that ties your reported income to what the IRS has on file. That means recent pay stubs, W-2s from the last two years, and authorization to pull your tax transcripts directly from the IRS using Form 4506-C.1Internal Revenue Service. Self-Employment Income
Self-employed borrowers carry the heaviest documentation burden. The baseline rule is two years of self-employment in the same business. If you have between one and two years of self-employment, you can still qualify, but only if you worked in the same field or a closely related one as an employee for at least two years before going out on your own.2U.S. Department of Housing and Urban Development. Tax Returns and Financial Statements
You’ll need complete individual federal tax returns for the last two years with every schedule attached. If your business files a separate return, two years of business returns come in as well under manual underwriting. Loans that go through the TOTAL Mortgage Scorecard may skip the business returns when your income is increasing, closing funds don’t come from the business, and the transaction isn’t a cash-out refinance.2U.S. Department of Housing and Urban Development. If more than a calendar quarter has passed since your last tax year ended, expect to add a year-to-date profit and loss statement and a balance sheet. Sole proprietors filing Schedule C need the profit and loss statement but can skip the balance sheet.2U.S. Department of Housing and Urban Development. What Happens When Income Drops
The lender treats your effective income as the lesser of your two-year average or your one-year average. A drop of more than 20 percent from one year to the next kicks the file out of the automated scorecard and forces a manual underwrite. You can still qualify manually if you show the decline came from an unusual circumstance, your income has been stable or growing for at least 12 months since, and you can qualify using the reduced figure.3U.S. Department of Housing and Urban Development. Disability and Other Non-Taxable Income
Disability payments count as income for FHA qualification, whether they come from Social Security Disability Insurance, Supplemental Security Income, the VA, or a private insurer. Two things must be documented: the current amount and that the payments will continue for at least three years from your application date.4U.S. Department of Housing and Urban Development. Social Security Benefits
For SSA benefits, one document proves the amount and another proves the continuity. To verify the amount, provide any one of the following: federal tax returns, a recent bank statement showing the SSA deposit, a Proof of Income Letter from SSA, or your SSA-1099. To prove continuity, provide your Notice of Award letter.4U.S. Department of Housing and Urban Development. If the Notice of Award has no expiration date, the lender treats the income as ongoing.4U.S. Department of Housing and Urban Development. Mortgagee Letter 12-15 – Documentation Requirements for Income From the Social Security Administration If the award expires within three years of your application, that income can’t be used to qualify.
Private Disability Policies
Private disability coverage often has a defined benefit period, so documentation gets stricter. Get a statement from your insurer showing the monthly amount and the expiration date, if any. Add tax returns or a recent bank statement showing the payments arriving.6U.S. Department of Housing and Urban Development. One protection worth knowing: the lender is prohibited from asking about the nature of your disability or medical condition. The file only needs the dollar amount and the timeline.6U.S. Department of Housing and Urban Development. FHA Single Family Housing Policy Handbook 4000.1
Grossing Up
Because disability and some other benefit income arrives tax-free, FHA allows lenders to gross up the amount by 25 percent to reflect real purchasing power. A $2,000 monthly SSDI check gets treated as $2,500 for qualification.7U.S. Department of Housing and Urban Development. HUD 4155.1 Mortgage Credit Analysis for Mortgage Insurance – Section: Non-Taxable and Projected Income The gross-up can’t exceed the tax rate that would apply to your income level; the 25 percent figure is the default when you aren’t required to file a federal return.
Student Loans on the Debt Side
Student loans belong in a documentation article because they cut against the same qualifying ratio your income has to satisfy, and the rules aren’t intuitive. Every student loan you owe counts toward your debt-to-income ratio, even if you’re currently paying nothing.
The lender starts with the payment shown on your credit report. If that number is above zero, that’s what the lender uses. If the credit report shows a zero payment, no payment, or you’re in an income-driven plan, deferment, or forbearance, FHA rules require the lender to use 0.5 percent of the outstanding balance as your assumed monthly obligation.8U.S. Department of Housing and Urban Development. If your income-driven plan gives you a lower payment that’s still above zero, you can use that lower figure instead by providing written documentation from your servicer showing the actual monthly payment, the payment status, and the outstanding balance and terms. The only way to remove a student loan from the calculation entirely is written proof from the creditor or program that the loan was forgiven, canceled, discharged, or paid in full.8U.S. Department of Housing and Urban Development. Rental and Boarder Income
Rent from a two-to-four-unit property you’ll occupy, or from a boarder inside your home, can help you qualify. Both come with specific documentation requirements.
Multi-Unit Rental Income
How the lender calculates it depends on your rental history at the property. With a history, verification comes from two years of tax returns including Schedule E.6U.S. Department of Housing and Urban Development. FHA Single Family Housing Policy Handbook 4000.1 Without a history, the lender uses the appraiser’s estimate of fair market rent and takes 75 percent of the lesser of that estimate or any existing lease amount.9U.S. Department of Housing and Urban Development. Rental income gets added to your gross income rather than subtracted from your mortgage payment.9U.S. Department of Housing and Urban Development. Mortgagee Letter 2023-17 – Revisions to Rental Income Policies Three-to-four-unit properties face an added self-sufficiency test: the full monthly payment divided by net rental income from all units, including the one you’ll live in, can’t exceed 100 percent.6U.S. Department of Housing and Urban Development. Boarder Income
Renting a room inside your home to a boarder can produce qualifying income, but the track record has to be there. You need 12 months of history with documented payments in at least nine of those months. Acceptable proof includes tax returns, bank statements, canceled checks, or deposit slips.10U.S. Department of Housing and Urban Development. You’ll also need evidence the boarder lives at your address and a signed written agreement covering the arrangement and intent to continue. The lender uses the lesser of the 12-month average or the current agreed rent. Boarder income is capped at 30 percent of the total effective income used to qualify.10U.S. Department of Housing and Urban Development. Gift Funds for Down Payment
Gift funds can cover part or all of your down payment and closing costs when both the source and the paper trail meet FHA rules. Eligible donors include family members, your employer or labor union, a close friend with a documented interest in your wellbeing, a charitable organization, or a government agency running a homeownership assistance program.6U.S. Department of Housing and Urban Development. FHA Single Family Housing Policy Handbook 4000.1 The seller, anyone financially benefiting from the transaction, and anyone reimbursed by those parties can’t donate.
Every gift needs a signed and dated letter listing the donor’s name, address, phone number, relationship to you, the dollar amount, and a statement that no repayment is expected.11U.S. Department of Housing and Urban Development. If the gift lands in your account before closing, the file needs the donor’s bank statement showing the withdrawal plus evidence of the deposit, or an equivalent record like a canceled check or wire confirmation. If the money goes straight to the settlement agent, a certified or cashier’s check drawn on the donor’s account or a wire transfer record works.6U.S. Department of Housing and Urban Development. Residency Status
Before the income documentation matters, you have to be eligible for FHA financing in the first place. Effective May 25, 2025, HUD ended FHA eligibility for all non-permanent residents. Holders of H-1B, L-1, and Employment Authorization Documents can no longer qualify regardless of income or history.12U.S. Department of Housing and Urban Development. FHA-insured financing now goes to three groups only:
- U.S. citizens
- Lawful permanent residents (green card holders)
- Citizens of the Freely Associated States: the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau
Lawful permanent residents must include evidence of that status from U.S. Citizenship and Immigration Services in the mortgage file and indicate permanent residency on the application. Income FHA Won’t Count
Some income can’t be used no matter how it’s documented. The clearest example is cannabis. Marijuana is listed as a Schedule I controlled substance under the Controlled Substances Act.13Office of the Law Revision Counsel. 21 USC 812 – Schedules of Controlled Substances In April 2026, the Department of Justice finalized a rule moving FDA-approved marijuana drug products and marijuana covered by a state medical marijuana license to Schedule III. Marijuana that isn’t in an FDA-approved product and isn’t covered by a state medical license remains Schedule I.14Federal Register. Schedules of Controlled Substances – Rescheduling of Food and Drug Administration Approved Products HUD hasn’t issued updated guidance on whether Schedule III cannabis income is now acceptable, and until it does, lenders continue to exclude cannabis-industry income.
In practice, the underwriter reviews the employer’s name and industry and drops any cannabis-related income from the debt-to-income calculation. W-2s, pay stubs, and tax returns don’t change the result. If you have both cannabis and non-cannabis income, only the non-cannabis portion counts.
Accuracy on the application is not optional. Misrepresenting your employer or income source to work around the exclusion is federal mortgage fraud under 18 U.S.C. ยง 1014, with penalties up to $1,000,000 in fines, up to 30 years in prison, or both.15Office of the Law Revision Counsel. 18 USC 1014 – Loan and Credit Applications Generally If cannabis is your primary income, conventional lenders, credit unions, or state-chartered banks that serve the industry are the realistic path.
