An FHA case number assignment is the step where a lender pulls a unique 10-digit identifier from HUD through the FHA Connection portal, tying a specific borrower to a specific property before the loan can be appraised, underwritten, or insured. The lender enters borrower and property data, the system validates it and screens the borrower against federal debt and exclusion databases, and if everything clears, HUD issues the number. Nothing else in the FHA loan process moves until it exists.
What the 10-Digit Number Encodes
The case number is not a random string. The first two digits identify the state where the property sits, the third digit points to the HUD Field Office territory, the next six form a serial number, and the last digit is a check digit used to verify the rest.1HUD. If the number is never assigned, or gets canceled before closing, the loan cannot receive FHA mortgage insurance. Lender, appraiser, and HUD all use it as the single identifier for the file.
What the Lender Gathers Before Requesting the Number
Bad data at this stage is expensive. Some entries can be corrected on the existing case; others force a full cancellation and a new number.
Borrower Data

Property Data

Lender Data

Federal Screens That Run in the Background
Federal law bars delinquent federal debtors and excluded parties from federally insured loans, so the request kicks off checks against several databases most borrowers never see.
CAIVRS
The Credit Alert Interactive Voice Response System flags borrowers in default on federal debt, borrowers whose government-insured loans have paid a claim, and borrowers carrying federal liens or judgments. It pulls from HUD, the VA, the Department of Education, USDA, the Small Business Administration, FDIC, and the Department of Justice.4USDA Rural Development. LDP and SAM
The lender also confirms that no participant appears on HUD’s Limited Denial of Participation list or in the federal System for Award Management as excluded from HUD programs. This is a wide screen. Beyond the borrower, the lender checks the seller, listing and selling real estate agents, the loan originator and processor, the underwriter, the appraiser, the closing agent, the title company, and any 203(k) consultant. How the Request Goes Through FHA Connection
FHA Connection is HUD’s secure online portal for approved lenders, accessible only to authorized users with registered credentials.7HUD. The system validates the property address and borrower identity against existing records to prevent duplicates.
The lender selects the case type: purchase, refinance (with the specific refinance type), or rehabilitation loan. For purchases, the lender indicates whether the property was previously sold as HUD real estate owned. Once validation passes, the system generates the 10-digit number. Borrower identity runs against federal records overnight, so a clean initial request can still produce an eligibility flag the next day.2FHA Connection. Fixing Errors Versus Starting Over
When the system flags a problem during case retrieval, a Borrower/Address Change Request page opens with the details. The lender corrects the entry and reprocesses. Some changes cannot be fixed in place. Switching the ADP code between a standard forward mortgage and a Home Equity Conversion Mortgage requires canceling the case and requesting a new number. How Long the Case Number Stays Valid
The number does not stay open indefinitely. If no appraisal has been logged, HUD automatically cancels the case after six months unless the most recent activity is a Firm Commitment issued by FHA, an insurance application received (with subsequent updates), or a Notice of Return or resubmission.6U.S. Department of Housing and Urban Development. Once an appraisal is logged, the case remains active for one year from the appraisal’s effective date.6U.S. Department of Housing and Urban Development. The lender also has an affirmative duty to cancel the case number in FHA Connection when the loan will not close or FHA insurance will not be sought, whether because the borrower withdrew, the property changed, or the lender moved to a different program.9U.S. Department of Housing and Urban Development. Transferring the Case Number to a New Lender
The case number follows the borrower, not the lender. When a borrower asks to switch lenders, the original lender must transfer the case number to the new lender through the Case Transfer function in FHA Connection immediately, with no grace period.6U.S. Department of Housing and Urban Development. The appraisal moves on a separate clock. The original lender must transfer the existing appraisal to the new lender within five business days of the borrower’s request, though the original lender may hold it until reimbursed for the appraisal cost. The appraiser is not required to readdress the report to the new lender, and the new lender cannot ask the appraiser to do so. If the new lender finds the transferred appraisal unusable, the only option is ordering a new one.
