The FERS retirement formula multiplies three numbers: your high-3 average salary, your years of creditable service, and a percentage multiplier of either 1% or 1.1%. An employee with a $100,000 high-3 and 25 years of service receives $25,000 a year under the standard 1% rate. That result is your basic annuity before any survivor election reduction and before taxes.1Office of the Law Revision Counsel. 5 USC 8415 – Computation of Basic Annuity
Building Your High-3 Average Salary
Your high-3 is the highest average basic pay you earned during any three consecutive years of federal service.2U.S. Office of Personnel Management. Computation For most people those three years sit at the end of a career, since pay tends to peak after promotions and step increases. The window can land earlier if you later moved to a lower-paying position.
What counts: base salary, locality pay, and shift differentials. What doesn’t: overtime, bonuses, lump-sum payouts for unused annual leave, and travel allowances.2U.S. Office of Personnel Management. Computation Employees who have relied on heavy overtime for years often find their high-3 lower than they expected.
Leave without pay has its own rule. Up to six months of nonpay status in a calendar year still counts as creditable service and stays in the high-3 window at your regular rate. Anything past six months in a single year drops out.3U.S. Office of Personnel Management. Effect of Extended Leave Without Pay (LWOP) on Federal Benefits and Programs
What Counts as Creditable Service
Service is measured in complete years and months, with leftover days dropped. It starts on your first day of federal employment and runs through your separation date. Your SF-50 personnel actions document the service computation dates you’ll need to verify.4Government Publishing Office. Guide to Understanding Your Notification of Personnel Action Form, SF-50 Three adjustments can change the number that goes into the formula.
Unused Sick Leave
Sick leave you never used gets converted into service credit at retirement. OPM uses a 2,087-hour work year, with eight hours equal to one day, so roughly 174 hours become an additional month of service.5U.S. Office of Personnel Management. Retirement Facts 8 Sick leave increases the annuity you receive, but it cannot make you eligible to retire in the first place.
Military Service Buyback
Veterans can claim FERS credit for post-1956 military service by paying a deposit. For service from January 1, 2001 forward, the deposit is 3% of your military basic pay for that period.6U.S. Office of Personnel Management. Service Credit Interest accrues on unpaid deposits, so paying earlier costs less than waiting until retirement is close.
Part-Time Service Proration
If any portion of your FERS career was part-time, the annuity is prorated. OPM divides the hours you actually worked by the full-time hours possible across your FERS service and rounds to the nearest percent.7U.S. Office of Personnel Management. FERS Proration Factor Definition and Computation The formula still credits you for all your service years; the proration factor then multiplies the resulting annuity down.
The 1% Multiplier
For most federal employees the multiplier is 1% per year of service.1Office of the Law Revision Counsel. 5 USC 8415 – Computation of Basic Annuity A $90,000 high-3 with 30 years of service produces $27,000 a year, or $2,250 a month before deductions.
The 1.1% Multiplier at Age 62
Retire at 62 or older with at least 20 years of creditable service and every year of your service is calculated at 1.1% instead of 1%.2U.S. Office of Personnel Management. Computation The higher rate applies to the entire career, not just the years after 62. The same $90,000 high-3 with 30 years now produces $29,700 a year rather than $27,000.
Both conditions have to be met at the moment you separate. Retiring at 60 with 25 years and waiting until 62 to claim the annuity does not unlock the 1.1% rate. The clock stops at separation.
The 1.7% Rate for Special Provision Employees
Law enforcement officers, firefighters, air traffic controllers, nuclear materials couriers, Capitol Police, and Supreme Court Police use a more generous formula tied to their mandatory early retirement ages.2U.S. Office of Personnel Management. Computation The first 20 years of qualifying service are calculated at 1.7% per year; any service beyond 20 years reverts to 1%.1Office of the Law Revision Counsel. 5 USC 8415 – Computation of Basic Annuity
A federal law enforcement officer retiring after 25 years with a $110,000 high-3 computes: (1.7% × 20) + (1% × 5) = 39%. That produces $42,900 a year, compared with $27,500 under the standard formula for the same length of service. Members of Congress and certain congressional staff with at least five years of congressional service also use the 1.7% rate for up to 20 years of that service.
When You Can Use the Formula
The formula only matters once you’re eligible to retire. FERS eligibility rests on combinations of age and service, and your Minimum Retirement Age depends on birth year.8U.S. Office of Personnel Management. Eligibility
- Born before 1948: MRA is 55
- Born 1948–1952: MRA rises in two-month increments from 55 and 2 months to 55 and 10 months
- Born 1953–1964: MRA is 56
- Born 1965–1969: MRA rises in two-month increments from 56 and 2 months to 56 and 10 months
- Born 1970 or later: MRA is 57
Three paths lead to an immediate, unreduced annuity:
- MRA with 30 years of service
- Age 60 with 20 years of service
- Age 62 with 5 years of service (and the 1.1% multiplier applies if you have at least 20)
Separate with at least five years of service but short of these thresholds and you still have a deferred annuity waiting at age 62, calculated under the same formula.9eCFR. 5 CFR 842.212 – Deferred Retirement
The MRA+10 Reduction
There’s a fourth path: retire at your MRA with as few as 10 years of service. The annuity is calculated the same way, then permanently reduced by 5% for every year you’re under 62 when payments begin.2U.S. Office of Personnel Management. Computation A 57-year-old retiring under this provision takes a 25% cut for life.
You can postpone the start of the annuity to reduce or eliminate the age reduction, and postponing until 62 removes it entirely.10U.S. Office of Personnel Management. Applying for Deferred or Postponed Retirement Under FERS The trade is payments you skip now against a larger check later.
Survivor Election Reductions
Once the formula produces your annuity, one more election can reduce the monthly amount you actually receive. Married retirees are defaulted into a full survivor benefit unless the spouse consents in writing to something less. Two options carry ongoing reductions:
- Full survivor benefit (50% of your annuity to your spouse after your death): your annuity is reduced by 10%
- Partial survivor benefit (25% to your spouse): your annuity is reduced by 5%
The reduction is applied before any COLAs.11U.S. Office of Personnel Management. How Is the Reduction Calculated? A $30,000 annuity with a full survivor election pays $27,000 a year while you’re alive; the surviving spouse then receives $15,000 a year, which is 50% of the unreduced amount. If your spouse dies first, the reduction ends and your annuity returns to the full figure.
What the Formula Doesn’t Cover
The basic annuity is one piece of FERS. Social Security and the Thrift Savings Plan are separate income streams with their own rules.12U.S. Office of Personnel Management. FERS Information Employees who retire before 62 on certain paths also receive a Special Retirement Supplement that approximates their Social Security benefit until age 62, calculated separately from the annuity formula.13U.S. Office of Personnel Management. Chapter 51 – Retiree Annuity Supplement Annual cost-of-living adjustments then apply to the annuity after it starts, generally beginning at age 62 for standard retirees and using a reduced formula compared with Social Security.14U.S. Office of Personnel Management. Learn More About Cost-of-Living Adjustments (COLA) None of these change how the base number is computed; they change what you take home after it is.
