Who Qualifies for FEDVIP Dental

The National Defense Authorization Act for Fiscal Year 2017 moved military retiree dental benefits from the Department of Defense to the Office of Personnel Management, placing retirees into the same insurance marketplace federal civilian employees use.3Federal Register. Who Does Not Qualify for Dental

Active duty family members are not eligible for FEDVIP dental because they have access to the TRICARE Dental Program, a separate voluntary plan run by the Department of Defense.1BENEFEDS. Survivors of Active Duty Deaths

Survivors of service members who die on active duty follow a different track. Surviving spouses are covered under the TRICARE Dental Program as transitional survivors for three years after the sponsor’s date of death, and only after those three years do they become eligible for FEDVIP dental. Who Qualifies for FEDVIP Vision

Vision eligibility is broader than dental. Everyone eligible for FEDVIP dental also qualifies for vision, and several additional groups are eligible on the vision side only.1BENEFEDS. Vision comes with one requirement that dental does not: you must be actively enrolled in a TRICARE health plan such as TRICARE Prime, TRICARE Select, or TRICARE For Life. Eligibility Traps That Block Enrollment

Even people who clearly qualify can be turned away at enrollment if the underlying records or prerequisites are not in order. A few problems come up repeatedly.

Outdated DEERS records. BENEFEDS pulls eligibility information directly from the Defense Enrollment Eligibility Reporting System. If your retirement date, retired status, dependent information, or a child’s student status is wrong in DEERS, the system may fail to recognize your eligibility or reject a dependent’s enrollment.6BENEFEDS. Missing TRICARE health plan enrollment for vision. This is the single most common vision-side block. Confirm you are enrolled in TRICARE Prime, TRICARE Select, or TRICARE For Life before trying to buy a vision plan.

Assuming gray area retirees are ineligible. Guard and Reserve members who have earned retirement but are under 60 and not yet receiving retired pay qualify for both dental and vision. When Eligibility Turns Into Enrollment

Being eligible is one thing; enrollment happens only during defined windows. The main window is the annual Federal Benefits Open Season. Coverage from a qualifying life event enrollment begins on the first day of the first pay period after BENEFEDS receives your enrollment rather than waiting for January 1.
