Federal checks are paper payment instruments issued by the U.S. Treasury to deliver government money — tax refunds, Social Security, veterans’ benefits, federal payroll, and more. As of October 1, 2025, the Treasury largely stopped issuing them. An executive order signed in March 2025 directed nearly all federal disbursements to move electronically after September 30, 2025, with narrow exceptions for people who lack banking access, certain emergencies, and specific national security or law enforcement activities.1The White House. Modernizing Payments To and From America’s Bank Account Millions of previously issued paper checks remain in circulation, though, and new ones still go out under the exceptions, so knowing how to verify, cash, and replace them still matters.
For tax refunds specifically, the IRS now sends a letter asking for direct deposit information. If you don’t provide banking details or get an approved exception, the IRS holds your refund for six weeks before mailing a paper check.2Taxpayer Advocate Service. What Federal Checks Pay For
Most federal checks fall into a handful of categories. IRS tax refunds go to people who overpaid during the year. Social Security retirement benefits pay workers who’ve reached retirement age. Social Security Disability Insurance pays people whose medical conditions prevent them from working for at least 12 consecutive months.4Social Security Administration. Disability Benefits – How Does Someone Become Eligible Supplemental Security Income helps people with limited income and resources regardless of work history. The Department of Veterans Affairs pays disability compensation and education benefits. Other agencies issue federal payments too, from retirement checks through the Office of Personnel Management to agricultural subsidies through the USDA.
How to Tell a Real Treasury Check from a Fake
Treasury checks are printed on watermarked paper. Hold one up to a light and you’ll see “U.S. TREASURY” readable from both sides. If there’s no watermark, or if you can see it without a light behind the paper, the check is almost certainly counterfeit.
The black ink on the Treasury seal bleeds reddish when you apply moisture. Under a blacklight, four lines of text glow across the face of the check — altered checks show disturbed or missing ultraviolet printing. On the back, the endorsement line contains microprinting that reads “USAUSAUSA” under magnification. Photocopiers can’t reproduce that cleanly, so counterfeits show a solid line or scattered dots.
You can also verify a check through the Treasury Check Verification System, which cross-references the routing number, check number, and amount against federal records.5Treasury Check Verification System. Cashing or Depositing a Federal Check
Cashing a federal check works much like cashing any other check. Bring a government-issued photo ID — a driver’s license, passport, or military ID. Endorse the back with your name exactly as it appears on the front. Banks and credit unions deposit the funds directly to your account. Grocery stores and check-cashing outlets will usually cash one for a fee that varies by location.
Financial institutions have one extra tool: they can run the check through TCVS in real time.5Treasury Check Verification System. Treasury Check Verification System TCVS alone won’t catch every fraud scenario, so the Treasury recommends inspecting the physical security features too.
How Long You Have to Cash a Federal Check
Federal law gives you 12 months from the issue date to cash or deposit a Treasury check. After that, the Treasury no longer has to honor it.7Office of the Law Revision Counsel. 31 USC 3328 – Paying Checks and Drafts The checks themselves are printed with “VOID AFTER ONE YEAR” above the disbursing officer’s signature, so there’s no ambiguity.8Treasury Financial Experience. Chapter 7000 – Cancellations, Deposits, Reclamations, and Claims for Checks Drawn on the U.S. Treasury
Once the 12 months pass, the check is canceled on the second business day of the thirteenth month after issuance, and the money returns to the agency that authorized the payment.8Treasury Financial Experience. Chapter 7000 – Cancellations, Deposits, Reclamations, and Claims for Checks Drawn on the U.S. Treasury The money isn’t necessarily lost. Contact the agency that issued the payment and ask it to recertify and reissue from the same appropriation. The agency has to verify you’re still entitled and that no earlier claim was already paid, but if everything checks out, you’ll get a new payment.
Replacing a Lost, Stolen, or Destroyed Check
Report a missing check right away to whichever agency authorized the payment. For tax refunds, that’s the IRS. For Social Security or SSI, call the Social Security Administration. For other federal payments, USAGov’s agency index or the Bureau of the Fiscal Service at 1-855-868-0151 can direct you.6USAGov. Government Checks and Payments
The government places a stop payment on the original check so no one else can cash it. You then file Form 1133, “Claim Against the United States for the Proceeds of a Government Check,” which asks for details about the missing check and your certification that you didn’t receive the funds.9U.S. Department of the Treasury. TFM 4-7000 – Payment Issuance The Treasury investigates whether the original was cashed.
If the check was never cashed, a replacement typically arrives within 30 to 60 days of the claim being approved.9U.S. Department of the Treasury. TFM 4-7000 – Payment Issuance Cases where someone forged your endorsement and cashed the check take longer because the Treasury has to examine the transaction and recover the funds. Don’t wait on this. Claims must be presented within one year of the check’s issuance date, the same window you have to cash the check in the first place.8Treasury Financial Experience. When Your Federal Payment Arrives Smaller Than Expected
A federal check or deposit may come up short if you owe certain delinquent debts. The Treasury Offset Program lets federal and state agencies collect overdue debts by reducing your federal payments. Before any offset happens, the agency that referred the debt must notify you and confirm the debt is valid and legally enforceable.10Bureau of the Fiscal Service. Frequently Asked Questions for Debtors in the Treasury Offset Program
Payments subject to offset include tax refunds, federal wages and military pay, retirement payments, contractor payments, and certain federal benefits like Social Security and Railroad Retirement.10Bureau of the Fiscal Service. Frequently Asked Questions for Debtors in the Treasury Offset Program States can collect overdue child support from some federal payments through the same program. Supplemental Security Income is exempt.
Federal law also provides a partial shield. Up to $9,000 in federal benefit payments within a 12-month period is exempt from offset for non-tax debts, prorated across payment periods. Federal agencies must refer any non-tax debt more than 120 days delinquent to the Treasury for offset, and there’s no statute of limitations on how long the government can continue offsetting to collect.11Office of the Law Revision Counsel. 31 USC 3716 – Administrative Offset
When a Federal Check Arrives for Someone Who Has Died
A federal check made out to someone who has died can’t simply be endorsed and cashed by a family member. The proper route is Standard Form 1055, “Claim Against the United States for Amounts Due in the Case of a Deceased Creditor.” If the deceased has an executor or administrator, that person files the claim with their certificate of appointment as proof of authority.12U.S. Department of the Treasury (Fiscal Service). Claim Against the United States for Amounts Due in the Case of a Deceased Creditor – Standard Form 1055
If no executor has been appointed and none will be, surviving relatives can claim the proceeds in this priority order:
- Surviving spouse
- Children of the deceased
- Grandchildren (only children of deceased children)
- Parents of the deceased
- Siblings of the deceased
- Nieces and nephews (only children of deceased siblings)
The claimant must disclose whether funeral expenses have been paid and include a receipted bill from the funeral provider. Two witnesses sign the form alongside the claimant, and any unnegotiated government checks in the claimant’s possession must accompany the application.12U.S. Department of the Treasury (Fiscal Service).
