FBI Ranks Explained: From Special Agent to Director

The FBI ranks, explained from bottom to top, run: Special Agent, Supervisory Special Agent, Assistant Special Agent in Charge, Special Agent in Charge, then a headquarters executive tier of Assistant Directors, Executive Assistant Directors, and the Associate Deputy Director, followed by the Deputy Director and the Director. Agents move up the first stretch of that ladder by time in grade and performance; every rank above GS-13 requires winning a competitive selection.¹

Special Agent

Special Agent is the base rank and the title most agents will carry for their entire careers. New agents typically enter at the GL-10 pay grade. The “GL” designation is a variant of the General Schedule used for federal law enforcement officers at grade 10 and below; the pay rates mirror the GS scale but sit on separate law enforcement pay tables.² Agents with advanced degrees or qualifying prior experience may start higher, at GS-11 or GS-12.

Progression from entry through GS-13 is non-competitive. You advance based on time in grade and satisfactory performance rather than competing for a limited number of promotions.³ GS-13 is the journey level for a Special Agent, sometimes informally called Senior Special Agent. Agents at that grade lead complex investigations, develop expertise in areas like counterterrorism or financial crime, and mentor newer agents. The title of Special Agent stays the same across all of these non-supervisory grades. Moving above GS-13 is a different kind of move: it means leaving investigations to run people.

Supervisory Special Agent

The first management rank is Supervisory Special Agent, typically a GS-14 position.¹ An SSA leads a squad of agents, approves investigative plans, reviews reports, and keeps day-to-day work inside legal and policy guidelines. This is the biggest transition in an agent’s career. You stop being the person who runs down leads and start being the person who decides which leads are worth running.

Assistant Special Agent in Charge

ASAC is the next rung, generally a GS-15 position.¹ ASACs oversee multiple squads or entire programs within a field office. Larger offices such as New York or Los Angeles have several ASACs, each responsible for a major program area like counterintelligence, organized crime, or cyber intrusions. The job leans heavily on strategic planning and on coordinating with federal prosecutors and partner agencies.

Special Agent in Charge

Every FBI field office is headed by a Special Agent in Charge. The SAC holds full operational and administrative authority for all FBI activity within the office’s geographic jurisdiction. Depending on the size of the office, a SAC may sit at GS-15 or in the Senior Executive Service.¹ SACs manage personnel, work with U.S. Attorneys’ offices, coordinate with state and local law enforcement, and speak publicly for the FBI in their region. It is the highest rank most agents will realistically reach, and competition is intense.

Headquarters Executives

Above the field offices sits FBI Headquarters in Washington, D.C., where the chart fans out into divisions and branches.⁴ From lower to higher authority, the executive tier stacks up as follows.

Assistant Directors

Each Assistant Director runs an individual division, such as the Counterterrorism Division, the Cyber Division, or the Criminal Investigative Division. These are Senior Executive Service positions focused on national-level programs.

Executive Assistant Directors

EADs sit above Assistant Directors and oversee entire branches, which group multiple divisions together. The branches include the National Security Branch, the Criminal/Cyber/Response and Services Branch, the Science and Technology Branch, the Information and Technology Branch, and the Intelligence Branch.

Associate Deputy Director

The Associate Deputy Director falls between the EADs and the Deputy Director, coordinating operations across all branches and handling oversight functions.

Executives at this level set bureau-wide policy, allocate resources across field offices, and translate national priorities into direction for the field.

Deputy Director

The Deputy Director is the FBI’s second-in-command and runs the bureau’s daily operations. When the Director’s chair is empty, the Deputy Director does not automatically become Acting Director. Succession is governed by the Federal Vacancies Reform Act, and the President retains discretion to designate someone else.⁵ In practice, presidents have sometimes elevated the Deputy Director and sometimes named other senior officials to act.

Director

The Director of the FBI is appointed by the President and confirmed by the Senate. Federal law caps the Director at a single term of no more than ten years, a safeguard designed to prevent any one person from accumulating too much power in the job.⁶ The Director reports to the Attorney General and is the ultimate authority over the bureau’s operations, priorities, and budget. The position pays at Level II of the Executive Schedule, which is $228,000 annually in 2026.⁷

Professional Staff Are on a Separate Ladder

Roughly two-thirds of the FBI’s workforce are not Special Agents. Intelligence analysts, forensic accountants, IT specialists, linguists, evidence technicians, and others fill jobs that are essential to the mission but do not use the agent ranks. Professional staff use the standard General Schedule and follow their own progression tracks.⁸ Intelligence analysts, for example, typically enter at GS-7 with a bachelor’s degree or GS-9 with a graduate degree, and can move up into supervisory positions at GS-14 and GS-15 or into the Senior Executive Service.⁹ The 57-year-old mandatory retirement that applies to agents in the 1811 criminal investigator job series does not apply to professional staff positions.¹

What Each Rank Actually Pays

Grade alone understates FBI pay because two additions sit on top of the base rate: locality pay and Law Enforcement Availability Pay.

The 2026 base GS salary ranges (before locality adjustments) for the grades that map to the agent ranks are:¹⁰

GL/GS-10 (entry Special Agent): $58,064 to $75,479
GS-11: $63,795 to $82,938
GS-12: $76,463 to $99,404
GS-13 (journey-level Special Agent): $90,925 to $118,204
GS-14 (Supervisory Special Agent): $107,446 to $139,684
GS-15 (ASAC, and some SAC positions): $126,384 to $164,301

Locality pay adjusts these figures based on where an agent works. In high-cost areas like Washington, D.C., San Francisco, or New York, locality can add roughly 30% or more to the base rate, which is why two agents at the same grade can have noticeably different paychecks.

All FBI Special Agents also receive Law Enforcement Availability Pay, a 25% premium on basic pay that compensates criminal investigators for being available to work unscheduled hours beyond the standard 40-hour week.¹¹ LEAP is not optional overtime. It is built into every agent’s compensation from day one.

For executives in the Senior Executive Service, which covers many SACs and all headquarters executives up through the Associate Deputy Director, the 2026 pay cap is $228,000 for agencies with a certified performance appraisal system and $209,600 for those without.¹² The FBI uses a certified system, so its SES members can earn up to the higher cap.
